The authors define marginal lands as areas with inherent disadvantages or lands that have been marginalized by natural and/or artificial forces. These lands are generally underused, difficult to cultivate, have low economic value, and varied developmental potential. The study finds that a significant potential exists for renewable energy development on these lands. Technologies assessed include utility-scale photovoltaics (PV), concentrating solar power (CSP), wind, hydrothermal geothermal, mini-hydro systems (low head/low power), biomass power, and landfill gas-to-energy. Solar technologies present the highest opportunity, followed by wind and biomass power. It is estimated that about 4.5 PWh of electricity could be produced from PV on marginal lands in the conterminous United States, 4 PWh from CSP, 2.7 PWh from wind, 1.9 PWh from biomass, 11 TWh from mini-hydropower systems, 8.8 TWh from hydrothermal geothermal, and 7.3 TWh from landfill gas. While it is possible for some technologies to be co-located, it is more likely that only one will be deployed in a given area. along cropland borders are an effective strategy for providing brood habitat for declining populations of upland game birds (Order: Galliformes), including northern bobwhite (Colinus virginianus), but fallow borders lack nectar-producing vegetation needed to sustain many beneficial insect populations (e.g., crop pest predators, parasitoids, and pollinator species). Planted borders that contain mixes of prairie flowers and grasses are designed to harbor more diverse arthropod communities, but the relative value of these borders as brood habitat is unknown. We used groups of six human-imprinted northern bobwhite chicks as a bioassay for comparing four different border treatments (planted native grass and prairie flowers, planted prairie flowers only, fallow vegetation, or mowed vegetation) as northern bobwhite brood habitat from June-August 2009 and 2010. All field border treatments were established around nine organic crop fields. Groups of chicks were led through borders for 30-min foraging trials and immediately euthanized, and eaten arthropods in crops and gizzards were measured to calculate a foraging rate for each border treatment. We estimated arthropod prey availability within each border treatment using a modified blower-vac to sample arthropods at the vegetation strata where chicks foraged. Foraging rate did not differ among border treatments in 2009 or 2010. Total arthropod prey densities calculated from blower-vac samples did not differ among border treatments in 2009 or 2010. This response appears to be rooted in the perception that grassland birds invaded the East Coast from western grasslands after European settlers cleared the forest. Detailed historical accounts and analysis of pollen deposits, however, show that open grasslands existed on the East Coast of North America at the time of European settlement. Extensive grasslands resulted from burning and agricultural clearing by Native Americans. Natural disturbances, such as wildfire and beaver (Castor canadensis) activity, produced grasslands even before Native Americans cleared the forest. Habitat\nloss has been the major driving force for declines of grassland birds up until the last 50 years when the intensification\nof mechanized agricultural operations, along with increased habitat fragmentation that is associated with larger\n“industrial” farm sizes, became strong factors. It is a challenge to make efficient water resources management that optimizes economic and social well-beings under great uncertainty of hydro-meteorology. Artificial intelligence techniques possess an outstanding ability to handle non-linear complex systems. This study proposes a systematical water allocation scheme, which integrates system analysis with artificial intelligence techniques, for decision makers to mitigate drought threats. We first derive evaluation diagrams through a large number of interactive evaluations based on long-term hydrological data to provide a clear perspective of all possible drought conditions and their corresponding water shortages, and then configure neural-fuzzy networks to learning the associations between events and outcomes for estimating water deficiency levels under various hydrological conditions. The adaptive neuro-fuzzy inference system (ANFIS) is adopted to construct the mechanism between designed inputs (water discount rate and the exceedence probabilities of hydrological conditions) and simulated outputs (water deficiency levels). The water allocation in the Shihmen Reservoir watershed of northern Taiwan is used as a case study. The results suggest that the drought thresholds of reservoir storage in the beginning of the first paddy crops can be recommended as: Q50, Q60, Q70 and Q90 for precautionary, preliminary, moderate and severe drought conditions, respectively. The inference system further indicates reservoir storage is identified as the most influential variable that significantly affects water shortage. We demonstrate the proposed water allocation scheme significantly avails water managers of reliably recommending drought thresholds and determining a suitable discount rate on irrigation water supply. As reservoirs were drawn down water availability for irrigation was cut. In 2007–2008 and 2008–2009, irrigators received about one third of their pre-drought allocations. Understanding how the irrigation sector adapted to less water will help planning for the next drought and a future in which irrigation water use will be reduced permanently in the basin.\n\nThe aggregate responses that we report are consistent with reported data on strategies used by irrigators to adapt to less water, including water trading, input substitution, changes to crop mix, and improvements to technology leading to reduced water application rates and yield increases.
