            "abstractNote": "Previous work has demonstrated that time discounting is subadditive: individuals exhibit more impatience evaluating a delay as divided into sub-intervals. This paper argues that subdivision affects both components of intertemporal choice, the utility function as well as the intertemporal discount function. In my first experiment, I demonstrate that differential concavity of utility for gains and convexity for losses implies that the discounting of losses is even more subadditive than the discounting of gains. Individuals display even more relative impatience over divided time intervals for negative amounts of money than for positive amounts of money. My second experiment utilizes alternative elicitation methods, which impose an intertemporal status quo, to highlight these utility effects. Subadditivity is stronger when delaying an early gain than for hastening a later gain. The reverse pattern holds for losses; discounting is more subadditive when hastening a later loss than for delaying an earlier loss.",

            "abstractNote": "We study the dynamic behaviour of household electricity consumption on the basis of four large independent surveys conducted in the province of Québec from 1989 to 2002. The latter region displays some rather unique features such as the very extensive use of electricity for space heating in a cold climate and the wide range of energy sources used to meet space heating requirements. We adopt Deaton (1985) approach to create 25 cohorts of households that form a pseudo-panel. The cohorts have on average 131 households. The model error terms allow for group heteroskedasticity and serial correlation. Short-run and long-run own and cross-price elasticities are statistically significant. Electricity and natural gas are estimated to be substitutes while electricity and fuel oil are complements, as it may occur in the Quebec context. The estimate of the income elasticity is not significant. Comparisons with related studies are provided.",

            "abstractNote": "Key findings in behavioral economics are that people’s behavior (revealed preferences) is often not in line with their intentions (normative preferences), that they are sensitive to the way choices are presented to them, and that their cognitive abilities are limited. This is manifest in particular in areas of intertemporal choice, like personal finance and health-related behavior. Policy makers can develop policies that help citizens to make choices that are more in line with their normative preferences. In this paper we summarize the behavioral evidence, discuss the motivations for interventions, and show how recent behavioral insights can help to improve upon existing policies. These new policies could be described as libertarian paternalism, and include setting defaults thoughtfully and using unorthodox commitment mechanisms. [ABSTRACT FROM AUTHOR]",

This paper sheds light on this question from the perspective of a new bounded-rationality life cycle model. It has been shown elsewhere that this model is better than existing ones at predicting how savings and asset allocation choices vary over the life cycle. In this paper it is shown that a very simple version of the same model also allows for a better understanding of the variation in savings and asset allocation choices across income groups.",

            "abstractNote": "Despite the increasing amount of literature available on renewable energy, the empirical analysis about drivers promoting renewables remains scarce. We have analyzed those drivers for European Countries. Over an extended period of time (1990-2006) we used panel data techniques, namely the fixed effects vector decomposition. The results suggest that both the lobby of the traditional energy sources (oil, coal, and natural gas) and CO2 emissions restrain renewable deployment. The objective of reducing energy dependency appears to stimulate renewable energy use. Our results robustly support the EU decision to create a directive promoting the use of renewable sources (Directive 2001/77/EC). We also offer suggestions with regards to the design of appropriate policies towards renewable energy deployment.",

The paper describes the problems that arise when evaluators are asked to measure program performance by answering the counterfactual question--what would have happened in the absence of the program? Then the paper examines some ways of addressing these problems. Key conclusions are (1) program evaluation cannot precisely and accurately determine the counterfactual, there will always be substantial uncertainty, (2) given the current state of knowledge, the decision to tie all incentives to program outcomes is misguided, and (3) incentive programs should be regularly reviewed and revised so that they can be adapted to new conditions.",

After examining relevant bodies of literature on the effects of energy feedback on consumption behaviour, and on the complex role of energy and appliances within household moral economies, the paper draws on qualitative evidence from interviews with 15 UK householders trialling smart energy monitors of differing levels of sophistication. It focuses specifically on householder motivations for acquiring the monitors, how the monitors have been used, how feedback has changed consumption behaviour, and the limitations to further behavioural change the householders experienced. The paper concludes by identifying significant implications for future research and policy in this area.",

            "abstractNote": "Residential energy consumption accounts for 22% of the total energy consumption in the US. However, the impacts of local planning policies, such as increasing density and changing the housing type mix, on residential energy consumption are not well understood. Using Residential Energy Consumption Survey Data from the Energy Information Administration, quantile regression analysis was used to tease out the effects of various factors on entire distribution on the energy consumption spectrum instead of focusing on the conditional average. Results show that while housing size matters for space conditioning, housing type has a more nuanced impact. Self-reported neighborhood density does not seem to have any impact on energy use. Furthermore, the effects of these factors at the tails of the energy use distribution are substantially different than the average, in some cases differing by a factor of six. Some, not all, types of multifamily housing offer almost as much savings as reduction in housing area by 100 m2, compared to single family houses.",

            "abstractNote": "Abstract  Environmental policy design has much to gain from a better understanding of existing voluntary behaviour and motivations.\nIn laboratory experiments, participants often exhibit social preferences such as altruism, spite, reciprocity and notions\nof fairness. In contrast, traditional neoclassical theory assumes that people act rationally in a way that maximises their\nself-interest. In environmental markets, social preferences and self-interest interact. We apply experimental economics to\ntest the hypothesis that social preferences are not maintained in the presence of a competitive market institution. In the\ninitial public goods game, many participants were prepared to make costly voluntary contributions. However the introduction\nof the market institution triggered a ‘market instinct’ in experimental participants. They abandoned the social preferences\nthey were previously expressing and became self-interested profit maximisers. This self-interested behaviour persisted even\nafter the market institution was discontinued. These findings are important to understanding the role and impact of markets\nfor environmental policy.",
