Davis, who left the VA to become CIO at the NASA Ames Research Center earlier this year, cited several contributing factors that enabled the hackings: lack of encryption in VA databases, web applications with “common exploitable vulnerabilities” and weak authentication in sensitive systems.

Davis said he started trying to counter the attacks and seal up security gaps through several initiatives for web application security, software assurance and continuing monitoring, and the VA eventually fixed about 10,000 problems identified in the 13,000 security corrective actions.
