Indigenous reconciliation and multiculturalism have been accompanied by a re-emergence of racism after a quarter century of multicultural policy. In reflecting on current attempts to make sense of these debates, we argue that two issues tend to be ignored. The first relates to the difficulty Australians have in bringing an everyday awareness of difference into a vision of national community. This difficulty, we argue, arises from the ways in which this vision is constructed in terms of whiteness, at the same time as claiming to be non-racial. The other issue relates to the fact that the modernist vocabulary of nation, language and culture is unable to express the complexities of national identity in colonial settler societies such as Australia, where the core culture is produced by migrancy. We do this in two ways. First, an analysis of Christopher Koch's two novels, The Year of Living Dangerously and Highways to a War, is used to establish the parameters of change in Australian imaginings of themselves in Asia. This analysis of literary texts, we argue, can be used to develop an analytical framework for considering Australian aid policies to Asia as cultural texts, and the extent to which such policies can be seen to be part of a redefinition of Australian settler society towards a postcolonial understanding of the ‘white self’. In the second part of the paper we offer a preliminary analysis of how Australian overseas-aid policies have begun to acknowledge the fact of Australia's geopolitical location. Their narratives support research elsewhere which argues that citizenship remains crucial to refugees' claims to a full set of human rights. They also demonstrate that territorialised citizenship, closely tied to national identity, no longer captures the various ways in which refugees position themselves as citizens in the world. Drawing on the candidates' own letters, formal applications and the selection process as revealed in the archives of the Ladies' Committee of the Society, the article describes the process of professionalisation of the female missionary's role during this period. A textual analysis reveals how this process of professionalisation negotiated the boundaries of gender and class in late nineteenth-century England, maintaining a conventionality through the religious rubric within which the offer to be a lady missionary was constructed. Critical to this religiosity and its ability to twin convention with iconoclasm was the discursive presence of the imperial and colonial other.
