La stratégie d'industrialisation se basait sur le modèle de développement polarisé qui consiste, à la localisation des pôles de développement dans des zones économiques définies, écartant au second rang la PME. L'examen d'une telle expérience exige de placer la question de la rente pétrolière au coeur du développement économique de l'Algérie, mettant l'accent sur le rôle attribué aux hydrocarbures, en tant qu'agent de développement et de réorganisation sociale. Et de mettre en évidence la pertinence de la théorie ''Duch Disease'' pour une telle économie. Une telle appréciation se fera constamment en référence aux principales théories du commerce international. Cet examen qui consiste en une analyse de ce secteur de PME, tel qu'il s'est formé en fonction de stratégies, de logiques et de conceptions diverses, complémentaires et même opposées, permettra de mieux interpréter les résultats empiriques auxquels nous sommes parvenus. Il permet également, en étudiant la faisabilité de la mise en oeuvre d'un secteur de PME habiles à s'engager davantage sur le marché extérieur, de rendre compte des difficultés actuelles de l'Algérie. Et d'apprécier les perspectives d'adaptabilité que ce secteur offre à l'économie algérienne dans le contexte actuel caractérisé par une globalisation des échanges voire une régionalisation. Les questions soulevées seront clarifiées par les enseignements tirés d'autres expériences, afin d'atténuer les faiblesses et consolider les points forts des politiques actuelles de promotion de la PME en Algérie. The purpose of the thesis is to analyse the strategic choice of the small and medium enterprise in Algeria as an option of change so as to diversify the sources of growth and to export except hydrocarbons. The strategy of industrialization uses once of import- substitution in which there were economic zones disregarding SME. To analyse such experience we need to look at the oil rent at the heart of the economic development of Algeria. The role of hydrocarbons as a factor of development and social organisation. To this end we use the \"Duch Disease\" theory to see whether it fits the economy of Algeria. Such analysis will be dealt with in using the main international trade theories. This will help to understand the results arrived at since the study of SME development as strategy and login of different conceptions that are sometimes complementary and sometimes even opposed. This study will help to find out the present difficulties of the country in trying to see the set up of an efficient SME sector able to open up to foreign trade. This study; will help to see Algerian's capacity to adapt to the globalisation and even to the regionalisation.
