Argentina, since 2013, has a national law that obligues the entities of the Science and Technology System to generate open access repositories, and its researchers to deposit a copy of their work there. This article analyzes the development and evolution of these repositories in Argentine national universities in relation to public policies implemented at the national level, which are detailed in a chronology. Through direct observation of university websites, repositories and other open access initiatives are identified and information is systematized. Then, through interviews, the perspective and point of view of its managers are investigated to learn about the ways in which public policies are interrelated with institutional realities. las publicaciones que integran en 2010 el Núcleo Básico de Revistas Científicas y Tecnológicas, hecho en el marco del proyecto de investigación \"El acceso abierto al conocimiento científico en la Argentina: situación actual y principales tendencias\" (UNLP, 2010-2011). Definiendo a la literatura abierta como digital, en línea, gratuita, accesible a texto completo en forma preferentemente inmediata y de libre uso expresamente permitido, se registró la presencia de estas condiciones en los distintos sitios web usados por las revistas para difundir sus colecciones (SciELO, RedALyC, repositorios institucionales, entre otros). Los resultados muestran que las revistas con textos completos gratuitos en línea son amplia mayoría (81 por ciento), la mayor parte de ellas (75 por ciento) se vale de sitios abiertos para difundirse y más de la mitad (54 por ciento) provee acceso a ediciones actualizadas; sin embargo, la falta de mención sobre derechos es muy alta (47 por ciento) y el libre uso permitido (39 por ciento) aparece directamente ligado a la difusión a través de sitios que fijan licencias abiertas a todos los contenidos que alojan.
