"note": "The recent emergence of a new [`]critical geopolitics' has opened up traditional geopolitical texts for thorough interpretation. Yet there is little work which contextualizes traditional, elite geopolitical texts within the institutions of their social reproduction. The media are the prime example of a site of representation at which elite texts are interpreted in the terms of popular culture and assessed in these terms. It is also through socialization at these sites that elites form their interpretative structures. This paper will make the case for the importance of studying popular conceptions of geopolitics in America through an examination of the popular magazine The Reader's Digest from 1980-1990.",

"note": "This paper argues that a shift in the scale of analysis of the nation-state, from national and global scales to the finer scale of the body reveals processes, relations, and experiences otherwise obscured. The response of the Canadian government to the arrival of migrants smuggled by boat from China to British Columbia in 1999 serves as a case study. I draw on feminist and post-structural theories that locate exercises of power and productions of difference at the body in order to address a broader debate about the power of the nation-state to mediate transnational flows. Following accusations that they were losing control of borders, civil servants of the federal government of Canada sought to contain the issue of human smuggling by detaining migrants, controlling flows of information, and carefully constructing the public image of the state. This research, based on ethnographic fieldwork with Citizenship and Immigration Canada, suggests potential in new epistemologies of the nation-state drawn through corporeal geographies, currently undervalued in mainstream political geography.",

"note": "The intersections and conversations between feminist geography and political geography have been surprisingly few. Feminist geographers' forays into geopolitics and international relations within political geography have been relatively rare compared to their presence and influence in social, cultural, and economic geography. Likewise, only a few political geographers concerned with IR and geopolitics have engaged with scholarship in feminist geography. In an attempt to traverse this gap, the notion of a feminist geopolitics is elaborated; it aims to bridge scholarship in feminist and political geography by creating a theoretical and political space in which geopolitics becomes a more gendered and racialized project, one that is epistemologically situated and embodied in its conception of security. Building upon scholarship in critical geopolitics, feminist international relations, and transnational feminist studies, a theoretical framework for feminist geopolitics is sketched in the first part of the paper. Feminist geopolitics represents more accountable and embodied political responses to international relations at multiple scales. Its application to pressing issues of security and mobility is illustrated in the second half of the article.",

"abstractNote": "ABSTRACT. From 1898 to 1936, Philippine immigrants were routinely excluded from the United States, where incipient practices of eugenic “science” and geopolitics were informing social policy. Concomitant with emergent theories of evolution, a geopolitically informed eugenics forewarned of possible racial competition and societal degeneration. Immigration legislation emerged as an effective social policy to exclude perceived undesirable, and racially distinct, immigrant groups, ostensibly to protect race and state.",

"abstractNote": "This article reconstructs some conversational encounters between feminists and IR theorists and offers some hypotheses as to why misunderstandings so frequently result from these encounters. It claims that contemporary feminist perspectives on international relations are based on ontologies and epistemologies that are quite different from those that inform the conventional discipline. Therefore, they do not fit comfortably within conventional state-centric and structural approaches to IR theorizing, nor with the methodologies usually employed by IR scholars. As an illustration of how these differences can cause misunderstandings, the article offers some feminist perspectives on security, a concept central to the discipline. It also suggests how feminist approaches can offer some new ways to understand contemporary security problems. In conclusion, it suggests how feminist/IR engagements might be pursued more constructively.",

"abstractNote": "Abstract:  This paper uses NATO enlargement to examine the processes through which political subjects are made. Starting from the observation that the world's most powerful military alliance is increasingly framed not in terms of military defence, but in terms of democracy, freedom, and “European values”, the paper analyzes how this process works, and with what effects. It shows how NATO is, on the one hand, being made so common-sense as to be boring—below political debate—while, on the other, being made existential and essential—above debate. The effect is a kind of banal militarism: an unremarkable assumption that the military apparatus is ethically grounded and capable for achieving peace. By showing how this assumption is produced and maintained, the paper highlights a key mechanism in the militarization of political life.",

"abstractNote": "This paper investigates the logic of explanation according to which identity is an attribute or a feature of subjects like states and nations. Drawing examples from the scholarship on identity in Central Europe, especially Estonia, it argues that the story by which identity is customarily told is circular, presupposing the very subject for which it seeks to give an account. The puzzle, then, is how to overcome the perspective of a subject already formed in order to account for its becoming. The paper deploys the concept of performativity to address that puzzle. Performative approaches do not treat identity as an attribute or a property of the subject – something that subjects such as individuals or states express. It conceives subjectivity explicitly in processual terms, not as a source but as an effect of identity claims. Identity then is not something that states, groups or individuals have, but something that groups and individuals do. Reframing identity research from doers to deeds opens up the discussions of actor-ness and subjectivity without dictating what kind of subjects can be realized.",
