            "abstractNote": "there are lots of ways to collect data while mobile The explosive growth in the availability of mobile phones in societies around the world – even in some of the poorest, most remote communities – is increasingly leading many groups to explore how these devices might be used effectively as part of large scale data collection efforts in many sectors, including education. Utilizing small, portable electronic computing devices to help collect data is not new, of course. For over two decades, laptop computers and personal digital assistants (PDAs) have featured in initiatives to (e.g.) collect census information, interview consumers of various goods and services and poll potential voters. That said, such efforts often faced constraints related to, among other things: costs; the relative novelty of such devices among key segments of the population; the need to provide device-specific user training; and difficulties in exchanging data between these devices and other components of a larger system for data collection. If, as it has been argued, the best technology is often the one you already have, know how to use, can maintain and can afford, for most of the world, the mobile phone fits these criteria quite well. As of late 2013, rates of mobile phone penetration stood at 96% globally (128% in developed countries and 89% in developing countries). According to the International Telecommunications Union, “today there are almost as many almost as many mobile-cellular subscriptions as there are people in the world.” Given their ubiquity, increasing functionalities, and decreasing related acquisition and operating costs, it is not surprising that mobile phones have been employed in a variety of ways to aid data collection efforts around the world. While many people may believe that such efforts require the use of a high-end (and expensive) smart phones, phones of all sorts have been deployed successful to different ends in different contexts. Very simple, low-end ‘dumb phones’, for example, can utilize simple text messaging (or SMS) or voice to (e.g.) send out short queries by phone to a bank of phone numbers, prompting users to reply with a short response, which can be either predefined (‘text 1 for yes, 2 for no’) or open-ended. Smartphones can be used in much more sophisticated ways by presenting rich media survey questions directly to respondents or to help guide the actions of an ‘enumerator’ (someone who administers a survey in person) by presenting a user-friendly interface to help an enumerator input and transmit data in structured ways. Such phones may also contain help files and training aids for the enumerators. In between the high and low end, ‘feature phones’ (a catch-all category of sorts for phones which can do more than make basic voice calls and send and received text messages, but do not have the advanced functionality of smart phones) can make use of simple graphical forms (e.g) on screen as prompts for questions, and can store/transmit structured data as a result of responses. Data input or captured into phones may be transmitted or shared in many ways (including SMS, MMS, USSD, Bluetooth, wireless Internet, or the exchange of physical memory cards). Where mobile connectivity is not available, data can be stored on the phone and transmitted later once a phone is within sufficient range of a cell tower. How and why might mobile phones be useful in large-scale data collection efforts, and what comparative advantages might their use have when compared to other options? A number of attributes and characteristics of mobile phone use in such activities (as well as the use of other small, low-cost portable devices such as tablets, especially where such devices can be connected to mobile and wireless networks) may lead them to be considered, especially when compared with the use of more traditional, paper-based survey instruments:",

            "abstractNote": "Senegal's 2012 Presidential elections took place in a context of deep political strife. Widespread apprehension resonated throughout this small West African country as citizens feared their much lauded \"democracy\" would be toppled after a breach of constitution by their (then) incumbent President Abdoulaye Wade. In June 2011, some eight months before the scheduled February 2012 elections, the octogenarian head of state wanted to change the constitution allowing him a third mandate. The reaction by a majority of Senegalese people was rousing anger and frustration. Hundreds of thousands took to the streets, and ensuing violence between Senegal's security forces and the population left several casualties and deaths. Many wondered if Senegal's precious democracy would ever be the same again.\n\n\"Senegal 2012 Presidential Elections: Democracy on High Alert\" chronicles the country's unprecedented rise in political tension, starting from the famous day of June 23rd, 2012 when the M23 (movement du 23 juin) was born -- a movement made up of civil society and politicians who banded together under the slogan \"Don't touch my constitution\" (touché pas a ma constitution) -- up to and including President Macky Sall's second-round victory.",

            "abstractNote": "The use of text messaging—short message service (SMS)—for communicating with automated services and applications is increasing. However, since SMS was designed as a simple person-to-person channel, it includes no support for imposing any structure on the messages sent; it is entirely free-form and all messages and their contents are treated equally. While the channel provides users with great freedom of expression in person-to-person communications (e.g., “c u l8r :)”), the lack of ability to place any constraints or special measures on user input limits the sophistication and security of the automated services it can support. For example, users are provided with no assistance in conforming to required command syntax. In addition, any personal identification numbers (PINs) or passwords sent are stored in clear text in the outbox, as are the contents of all other messages—a clear compromise of security. These limitations lead to service providers' implementing elaborate countermeasures which impact the user experience (e.g., the call-back for transaction authorization used by PayPal in its SMS-based payment offering). Bell Labs and BT are creating a channel between third party service providers and an IP Multimedia Subsystem (IMS) mobile client to permit the easy execution of zeroinstallation services and applications on a user's terminal. Using a very thin client integrated into the IMS software, a service provider can specify structured interactions with its customers and conduct them securely. In addition to exploring the ergonomic and intuitive management of machineto-person (M2P) interactions, the collaboration is studying how to exploit this channel to increase user adoption of other new services, such as providing a convenient user evolution path from thin M2P interactions to rich, full-featured terminal software and promoting these services within the user's contact community. © 2008 Alcatel-Lucent.",

            "abstractNote": "Fresh, bias-free and valid data collected using different survey modes is considered an essential requirement for smooth functioning and evolution of an organization. Surveys play a major role in making in-time and correct decisions and generating reports. The aim of this study is to compare and investigate state-of-the-art in different survey modes including print, email, online, mobile and SMS-based surveys. Results indicate that existing methods are neither complete nor sufficient to fulfill the overall requirements of an organization which primarily rely on surveys. It also shows that SMS is a dominant method for data collection due to its pervasiveness. However, existing SMS-based data collection has limitations like limited number of characters per SMS, single question per SMS and lake of multimedia support. Recent trends emphasis on smartphones applications for data collection. However, in developing countries low-end mobile devices are still extensively used which makes the data collection difficult from man in the street. The paper concludes that existing survey modes and methods need an improvement to get maximum responses quickly in the lowest possible cost. The study has contributed to the area of surveying and data collection by analysing different factors such as cost, time and response rate. The results of this study can help practitioners in creating new methods and tools for data collection that can be effectively used for low budget projects in developed as well as developing countries.",

            "creators": [],
            "abstractNote": "Aim\nTo explore the feasibility of using SMS to conduct health surveys in patients with rheumatoid arthritis (RA).\n\nMethods\nUsing a two-way SMS system, we conducted a baseline survey using a short and a long quality of life instrument, with two follow-up administrations of the short survey among patients with RA on follow-up at the Singapore General Hospital (SGH). Our outcome variables were survey response rate, question response time, proportion of replies following the format instructions, and survey administration cost.\n\nResults\nAmong 85 participants (of 99 eligible patients approached), the response rate was 67% for the long survey, 80% for the short survey at baseline, and 74% and 70% at the first and second follow-ups, respectively. Survey response rate varied with the employment status of respondents. Approximately 78% of all replies followed the format instructions. All these replies were received within the stipulated 24-h timeline and half of them were received within 29 min. Response time for the other 22% of replies that did not follow the format instructions was much longer. The average administration cost per survey was S$0.34 (equivalent of US$0.26).\n\nConclusions\nTwo-way SMS is a promising tool to conduct short health surveys. Evidence for implementing long surveys over SMS is still weak. The post survey interviews with survey participants suggested that sequential delivery of survey questions coupled with SMS reminders in the interim, tailoring survey questions to individual health conditions, and providing feedback on individual survey results can potentially improve the response rate of such surveys.",
