            "abstractNote": "The 2019 UNESCO recommendation on Open Educational Resources (OER) encourages member states to monitor policies and mechanisms in OER across the world. In higher education, there are many initiatives and policies around OER. This contribution gives insights into the current situation concerning OER policy documents that are of national or institutional relevance for public higher education institutions in Germany, Switzerland, and Austria. For each country, a different approach for identifying OER policy documents was chosen, dependent on the availability of documents and different dominant forms of documentation. Whereas digital documents available on the web were found as helpful sources for Germany, and performance agreements between the national ministry and individual universities were used for analysis in Austria, a survey amongst all universities was the chosen research approach in Switzerland to give an overview about potentially OER related policy documents. All these documents are now made available via the OER World Map. With this contribution, the authors also highlight the possibility of using the OER World Map as a powerful tool to collect and evaluate OER policy documents.",

            "abstractNote": "While most work on open educational resources (OER) is in the field of general higher education, this paper approaches the topic from the perspective of university continuing education. First, free educational materials (OER) differ conceptually from digital educational resources in general by their various Creative Commons licenses. One challenge for continuing education providers and training staff is selecting high-quality materials. Therefore, both the quality dimensions for digital learning materials and the difficulties in the practical implementation of quality assurance are discussed. Continuing education institutions operate in a market in which the ownership or copyright of learning materials, which are often very costintensive to develop, is seen as a competitive advantage. There is a tendency not to publish learning materials as OER. In the context of this tension, this paper presents a project within the framework of an individual case study, in which OER in\ncontinuing education are being created for the OER portal of Lower Saxony, which is currently under development.",

            "abstractNote": "The concept of open educational resources (OER) is becoming increasingly prominent in education. However, research circles around defining OER, content and forms of OER, technological features of OER, and the importance of the issue or lack thereof. Vital aspects such as the notion of the adoption of OER by educational practitioners remain underdeveloped. In order to shed light on the question of how to adopt OER in education, the article presents findings of a meta-study which critically reviewed 25 state-funded OER projects located in Germany. All projects aimed to anchor OER across educational areas, such as school, higher, continuing, and vocational education. The meta-analysis disclosed a mixed bag of results. Although interest and willingness to deal with OER can be confirmed, reservation is rooted in the complexity of the topic and especially the legal concerns. However, the findings demonstrate that OER can by no means be ignored in the context of teaching and learning in a digital world. Integrating OER as an aspect of existing educational training should, therefore, be encouraged. Concerning future design recommendations, to conflate OER with other pressing issues and to simultaneously emphasise its added value explicitly is a promising approach. Moreover, establishing central contact points in educational institutions to accompany and monitor actors on their path to OER appears to be necessary. Notwithstanding the concrete measures, any strategy must operate persistently at both levels, institutional and practical, embracing all relevant stakeholders.",

            "abstractNote": "Open educational resources (OER) have been developed to free students from the expense and instructors from the restrictions of commercial materials. There has been a wealth of empirical examination on numerous aspects of OER. The purpose of this narrative review is to synthesize and integrate the findings on OER in psychology to assist instructors in making informed decisions about course materials. Topics in this review were organized according to the Cost, Outcomes, Usage, and Perceptions framework. Results indicated that OER adoption yielded cost savings while generally having similar or better outcomes in terms of grades. Students typically reported similar use and perceptions of OER compared to commercial course materials. Resources for instructors interested in OER are described. Criticisms of OER, such as concerns about quality, are addressed as well as limitations of reviewed research and future directions for research and development of OER.",

            "abstractNote": "This volume investigates the uptake of ‘open learning’ in South African Technical Vocational Education and Training (TVET) colleges and higher education institutions. Comprised of 16 studies focused on activities at a range of colleges and universities across the country, these chapters aim to promote a better understanding of open learning practices across the Post-School Education and Training (PSET) sector, including issues such as: recognition of prior learning, access for students with disabilities, work integrated learning, professional development, novel student funding mechanisms, leadership for open educational practices, institutional culture, student support, blended and online learning, flexible learning, online assessment, open educational resource development models and funding, and micro-credentials. \n            This collection of peer-reviewed chapters contributes to understanding the ways in which South African PSET institutions and educators are interpreting ‘open learning’ as a means of advancing social justice. It includes a historical and contemporary understanding of the economic, cultural and political obstacles facing PSET, drawing on Nancy Fraser’s theory of social justice as ‘participatory parity’ to better understand the ways in which ‘open learning’ may address systemic social injustices in order to allow South African students and educators to thrive. \n            This volume emerges from research conducted by the Cases on Open Learning (COOL) project, an initiative by the Department of Higher Education and Training in partnership with the Centre for Innovation in Learning and Teaching (CILT) at the University of Cape Town (UCT) in South Africa.",

            "abstractNote": "This chapter outlines current models of open educational resources(OER) adoption, in order to make recommendations to the Department of HigherEducation and Training (DHET) around which model(s) could be introduced as ameans of open learning in the local post-school education and training (PSET) sectorin an attempt to respond to economic, cultural, and political injustices. Using thephilosophical framework of social justice (Fraser, 2005), this desktop study exploresthe extent to which models of OER implementation respond to economic, cultural,and political injustices and could potentially provide more socially just accessto educational resources in the technical and vocational education and training(TVET) and university sectors. The OER models are classified along the followinglines: regional-geographic, the federal government, provincial, inter-institutional,institutional, intra-institutional, community, and commercial. Findings showcaseexamples of each of these and illustrate how an aggregated model which combineselements of a central model (for national funding), a provincial model (for funding toa managing institution for multi-institutional projects), an institutional model (for OERdevelopment with a social justice intent), and a peer-to-peer community model coulencourage peer engagement that might optimise the nascent National Open LearningSystem (NOLS) spearheaded by DHET. This aggregated model is recommended forDHET as it holistically considers economic challenges facing OER creation and use,endeavours to encourage curriculum transformation by addressing aspects of culturalmisrecognition and, where possible, includes student voices to allow for some facetsof political representation.",

            "abstractNote": "The Department of Higher Education and Training’s (DHET) draftOpen Learning Policy Framework (OLPF) for Post-School Education and Training(PSET) situates the creation and sharing of open educational resources (OER) at theheart of the open learning agenda. The OLFP suggests a range of diverse fundingstrategies to support the development of OER in the PSET sector. This study aimsto explore the use of one funding strategy, namely small OER grants, at two highereducation institutions in South Africa. This case study employs a qualitative researchmethodology, and interviews were conducted with a purposive sample of OER grantmanagers and grant recipients (lecturers and support staff) at the University of CapeTown and the Cape Peninsula University of Technology in order to highlight how thesesmall-scale OER grants have supported the development of OER at their respectiveinstitutions. Moving from the premise that DHET’s conception of open learning hasa social justice intent, the study uses Nancy Fraser’s (2005) theory of social justice,which includes the economic, cultural, and political dimensions of social justice, toappraise in what ways, if at all, these funding initiatives may be contributing to sociallyjust education. This study found that economic support in the form of small grantsalleviated OER development costs, although, in some instances, the funds did notcover the full costs of development. The creation of OER enabled a degree of culturalrecognition of marginalized groups through the translation and production of locallycontextualised resources. From the standpoint of political representation, most grantrecipients collaborated with students and thus, to some extent, incorporated thestudent voice into the creation of resources. The study is important in that it providesrecommendations on how DHET could provide relatively modest, targeted resourcingto support OER development projects so that these resources can be re-used by otherinstitutions or as individual learners.",
