This report contains summary results for program participants of savings by design (SBD). savings by design is the statewide NRNC energy efficiency program administered and implemented by Pacific Gas and Electric Company, San Diego Gas and Electric Company, Southern California Edison Company, and Southern California Gas Company, also known as the California investor-owned utilities (IOUs). Previously this evaluation was also called the Building Efficiency Assessment (BEA) study. The key objectives of the study are to provide: 1) gross and net impact estimates for the gross whole-building energy and demand savings resulting from the program; 2) gross and net energy and demand impact estimates of incented and non-incented measure categories; and 3) estimates of free-ridership and 4) process findings of the program. The basis of the gross energy and demand savings methodology were DOE-2 engineering models and engineering calculations that are informed by detailed onsite surveys, end-use metered data and monthly billing data. The output of the engineering models is statistically projected to the program population to show program impacts at the 90% confidence level. The study is further informed by in-depth telephone surveys with the building owners and/or designers regarding the energy design choices made for these buildings. The results of the decision-maker data not only produce process findings, they are also used to adjust the engineering models for estimating the program's net energy impacts. The SBD program includes industrial projects participating at varying levels at each utility. Industrial results are reported separately due to the unique considerations of these process specific measures. The commercial sector impact results are savings of 268,758 MWh gross and 203,409 MWh net electric energy savings, 6,489,318 therms gross and 6,801,954 therms natural gas energy savings, and 44 MW gross and 35 MW net peak demand reduction. The commercial results indicate net-to-gross ratios of 76% for electric energy savings and 79% for demand savings. The industrial sector impact results are savings of 86,696 MWh gross and 56,121 MWh net electric energy savings, 4,412,558 therms gross and 2,731,491 therms natural gas energy savings, and 11 MW gross and 8 MW net peak demand reduction. But with\nmore communities utilizing school buildings year-round for community events and adult education, some\nhypothesize that current program savings assumptions do not capture this increased use and hence\nunderestimate measure impacts.\nRecently, several electric utilities in Connecticut and Massachusetts sponsored a study to better\ninform lighting hours prior to sensor installation in the interest of more accurately estimating the impact of\noccupancy sensors on lighting. The utilities sought credible estimates of these “baseline” lighting operating\nhours in school buildings by a variety of dimensions of interest including school classification,\ndemographics, and room type. In addition to reassessing the value of occupancy sensors in schools, this\nresearch also pursued hourly lighting profiles and peak coincidence factors.\nThe scope of this project proved to be extensive and challenging, employing statistical sampling and\ndata collection techniques in a creative and robust analytical framework. Engineers performed a complete\nlighting inventory of every room in 80 schools and logged occupancy and lighting hours in 646 rooms across\nboth summer and fall-session periods. In total, analysts processed over one million records of\nlighting/occupancy data in a complex analysis that combined interview-based and measured hours with\nroom-level detail and school-level characteristics.\nThis paper highlights some innovative methods while sharing study results.
