            "abstractNote": "Scholars have devoted increasing attention to similarities and differences between public and private organizations. This paper critiques the comparative literature on these organizations in order to assess the usefulness of the public-private distinction in organization theory and concludes that further analysis of this distinction is valuable. Several avenues for improving research are suggested, including clarification of the categories through an extension of previous conceptions, and assessment of a proposed typology of subcategories across the public-private continuum.",

This paper analyses shaping contexts, resulting hybridised forms of higher education, and consequences for quality assurance.             "abstractNote": "Although explicit public-private partnerships are rare in education, there is a close connection between the public and private goals of education. Education inherently serves both public and private interests. It addresses public interests by preparing the young to assume adult roles that promote civic responsibility, embrace a common set of economic and political values, and share a common language. Education serves private interests in promoting individual development, understanding, and productivity that contribute to adult productivity and well being. Unfortunately, educational policy may find itself in conflict while simultaneously serving both public and private mandates. This article reviews that challenge and presents a variety of ways in which public and private sectors collaborate educationally. It focuses most fully on the issues that arise from recent proposals for educational vouchers in which public resources would be used to promote and fund schools in the private marketplace.",

            "abstractNote": "Our common understandings of the public/private distinction in higher education are drawn from neo-classical economics and/or statist political philosophy. However, the development of competition and markets at the national level, and the new potentials for private and public goods created by globalisation in higher education, have exposed weaknesses in the traditional notions of public/private. For example, (1) the statist notion that higher education is always/already a public good blinds us to its role in producing scarce positional private goods, even in free systems; (2) because there is no global state, both statists and neo-liberals model the global higher education environment simply as a trading environment without grasping the potential for global public goods in education – goods that are subject to non-rivalry or non-excludability, and broadly available across populations, on a global scale. Yet higher education in one nation has the potential to create positive and negative externalities in another; and all higher education systems and institutions can benefit from collective systems e.g. that facilitate cross-border recognition and mobility. The paper sets out to revise public/private in higher education. Rather than defining public/private in terms of legal ownership, it focuses on the social character of the goods. It argues that public/private goods are not always zero sum and under certain conditions provide conditions of possibility for each other. It proposes (a) units in national government that focus specifically on cross-border effects; (b) global policy spaces – taking in state agencies, individual universities, NGOs and commercial agents – to consider the augmentation, distribution of and payment for global public goods.",

            "abstractNote": "This paper provides insights into PR Chinese student migration into the United Kingdom, examined within both historical and contemporary contexts. It analyses student migration patterns, financial flows and the impact of such processes on UK Universities. It also suggests various modifications to immigration policies and promotes social debates on the impact of the phenomena of a massively increasing student flow, for both the UK and for Europe. This paper aims to analyse the multiple financial and social implications of this massive student flow. It shows the need for policy adjustments towards better migration management in both China and Europe. The return of students remains a matter of serious concern for both China and European host countries. The net gain of skilled migrants in many European countries, accompanied by a corresponding loss of skilled workers in China, has heightened anxiety over the consequences of this ‘brain drain’. Student migration will remain one key domain for the emergence of global labour market, enhanced cooperation for Europe and China on information sharing, data exchange and orderly management of return migrants, and this in turn will boost the potential benefits for both parties in a long run.",

As a result, the number of international students placed by agents has grown considerably over the past years. However, in the US, the practice of using agents to increase international enrollment still carries a derogatory connotation in the educational community. Inexperience with agents coupled with incomplete knowledge about students' experiences using agents may contribute to misunderstandings about agent recruitment practices that may lead to biased institutional decisions. Using both quantitative and qualitative data, this study provides a better understanding of the use of education agents and how they may assist students' application to a US higher education institution.             "abstractNote": "As state subsidies to higher education contract, the recruitment of international students is becoming a strategic priority for many UK universities. Academic roles are reconfigured as the commercialisation of higher education and the commodification of education services re-position the student as consumer, academic as entrepreneur, and university as ‘marketer’ (Slaughter and Rhoades 2009). Despite rapid growth in the number of students and universities using external third-party recruitment agents, little research has been undertaken on the work of agents and the relationships between agents, institutions and students. Drawing on a case study of one UK higher education institution conducted in May–June 2012, this paper considers the role and experiences of the principal actors in this economised relationship: educational consultants/recruitment agents operating in the sub-Saharan African market, university international officers (UK-based and offshore), faculty and international students. The paper considers the position and role of education brokers (within public and for-profit contexts) in the international higher education market. Whilst these actors pursue common activity in linking students with providers, they differ in terms of rationale and stance. Although internationalisation presents opportunities for enhanced revenue, questions of ‘value’ raise important educational and ethical issues for universities as they develop collaborative ventures in emerging markets.",

Community colleges are no exception and have become increasingly active in recruiting international students using education agents. Using in-depth interviews with eight education agents in China, we explored education agents’ experiences in promoting community colleges. The findings from this research identified factors that may lead to or prohibit success in marketing community colleges in China. This study provides researchers, administrators, and admissions officers at American community colleges with a better understanding about how community colleges are perceived by Chinese parents and students. The study also shows how colleges can work efficiently with Chinese education agents.",

            "abstractNote": "In this study, we examine the relationships between new ventures' ties with service intermediaries (i.e., technology service firms, accounting and financial service firms, law firms, and talent search firms) and their product innovation in the context of a technology cluster. Because service intermediaries sit at the intersection of many firms, organizations and industries, they maintain extensive networks in a cluster. We propose that new ventures' ties with service intermediaries enable the ventures to plug into these networks and contribute to the ventures' product innovation by broadening the scope of their external innovation search and reducing their search cost. Moreover, we argue that the positive relationships between new ventures' ties with service intermediaries and their product innovation will become stronger when search in the networks in the cluster is more important to the ventures' product innovation.             "abstractNote": "We analyze how mid-range universities can contribute to industrial change through the transfer of tacit and codified knowledge in the areas of spin-offs; licensing and patents; contract research, consultancy and reach-out; and graduate and researcher mobility. We use archival, survey and interview data relating to mid-range universities in mid-range environments in the UK, Belgium, Germany and Sweden. Our findings suggest that mid-range universities primarily need to focus on generating world-class research and critical mass in areas of expertise, as well as developing different types of intermediaries. Mid-range universities may need to develop a portfolio of university–industry linkages in terms of the scope of activities and the types of firms with which they interact. We also show that different intermediaries have important roles to play in developing university–industry linkages for mid-range universities.",

            "abstractNote": "International student numbers studying within the Faculty of Business at Queensland University of Technology now make up more that 20% of total student numbers and come from increasingly diverse parts of the world.  Through strategic action by the university this diversity will increase.\n\nThis study tried to identify the differing expectations of students from different geographical regions, and how reality met these expectations.  The data was collected through a series of informal groups where students from particular regions were encouraged to discuss their expectations and the nature of the reality of their study.  It cannot be assumed that students coming from very different cultural backgrounds and geographical locations have the same expectations of the educational experience they will be receive.  To provide an effective learning environment for all students institutions need to have a better understanding of the differing issues that are of importance to students.",

            "abstractNote": "Australia is among the leading exporters of higher education services, behind the US and the UK, for English-based instruction. During the past decade, Australia has experienced significant growth in international student numbers, and currently has a substantial share of the East Asian student market. Most of this growth has occurred in the higher education sector. It is important for the Australian higher education sector, in the face of growing competition and reduced government funding, to identify new markets. This study isolates factors that influence the choice of Australia as a preferred destination for international students in emerging regional markets. This paper uses data obtained from a survey of students in Indonesia and Taiwan to estimate a US/Australia and rest of world/Australia discrete destination choice model. This model identifies key factors that determine country choice.",

            "abstractNote": "This chapter examines the effects of globalization in terms of factors driving international student mobility, and the demand for and supply of international education in the Asia-Pacific region. It analyses the resulting patterns of cross-border student mobility in the region, where we observe that intra-regional student mobility is growing faster than the movement of students to other regions. We discuss the growing export orientation of nations in the region and the influence of language and national regulations. We explore tensions between the role of student as learner and student as client, concerns about the impact of foreign students on the domestic education system and the potential for trade-offs between quality and profit in the globalized market for higher education.",
