            "abstractNote": "This paper examines the production of a particular nuclear-organizational history to illuminate the rhetorical and political practices by which stakeholders engage that history as an opportunity to perform preferred ideological narratives. Analysis utilizes data collected from the authors' reflective participation in this process, and focuses on the tension between nuclear-historical and -heritage discourses. The lens of critical public nuclear history studies is used to show how nuclear-organizational history contributes to broader controversy over the commemoration of nuclear weapons production in post-Cold War US culture.",

At its simplest, if Congress has authorized and appropriated money to build a facility or carry out a program, the principle measure of achievement will be the accomplishment of that specific mission. Second, DOE’s approach to achieving its goals through contracting reinforces a near-term focus. Generally, the contractor selected for constructing a facility does not expect to be responsible for operating, decommissioning, and closing it. […] Also, pressure for cost-effective performance makes these contractors likely to turn their thinking towards near-term goals, rather than long-term considerations. At cleanup sites, facilities are older, so that structural, mechanical, and electrical failures are more likely. Records and/or on-site knowledge about the materials and chemicals stored in old facilities may well be lost or incomplete. And, with time, contaminants alter chemically or move in unexpected ways.</p>\n<p>&nbsp;</p>\n<p>Pg. 167</p>\n<p>…the only truly effective way for DOE to implement cleanup solutions requiring long-term stewardship is to engage other parties as partners rather than treating them as generally unreasonable and ill-informed. There are some creative ways to build up partnerships that will keep alive knowledge of what has occurred at a site… DOE and the federal government generally need to pursue institutional arrangements with state, local, and tribal governments and organizations to assure that this knowledge is maintained and accessible, and that the public is made aware of it, and that specific parties into the far future can be held accountable to maintain safeguards. The Department of Energy (DOE) is responsible for cleanup and disposition of much of the property. Because of cost and technological limitations, some of the disposed land will remain hazardous for certain land uses. Ensuring the safe, post-disposition use is the long-term stewardship mission of the DOE. This article argues that the National Park Service should become the lead agency responsible for Hanford's B-Reactor, the world's first full-scale plutonium production reactor and now a National Historic Landmark. The author argues that the site should become the principal venue for continued civic discussions concerning cleanup - the <i>vita activa</i> of long-term stewardship.",
