The code expects local government to publish specific datasets in open data formats for free. The Local Government Association conducted a survey in September 2012 to understand the extent of compliance with the code. Thirty seven per cent of councils responded to the survey, of which almost half have or plan to have a policy in place which covers transparency.\n\nIn summary, the survey responses related to compliance with the transparency code revealed that: All councils that responded complied with the code of practice on transparency to some degree. All had published spending data over £500, and planned to or had already published the democratic running of the council, councillor allowance and senior salaries according to the code; Two thirds of responding councils (67 per cent) made data beyond the code openly available. The type of data varied between councils depending on local needs and demands; Most councils (61 per cent) published data in machine readable format (two and three star2). However, none of the respondent councils published linked data (five star) and only one council published in open data formats (four star); Most councils had set up a dedicated open data/transparency page to publish their data (64 per cent), whereas another 26 per cent published the data under topic pages. Only 13 per cent had published their data on data.gov.uk, and none of the councils published open data as part of an inventory.
