            "abstractNote": "As the scholarly communication system continues to evolve, academic librarians should take an active role in both developing their own knowledge and educating their campus communities about emergent topics. At Furman University, librarians developed an outreach program, aimed primarily at faculty, to increase awareness of current scholarly communication issues. Expert speakers were recruited to present throughout the year on open access, altmetrics, author's rights, and other relevant topics. This program addressed a number of needs simultaneously-- outreach to faculty; education for Furman librarians; and education for the greater library community--and affirmed the importance of providing opportunities to discuss these issues beyond the libraries. The program also further established Furman University Libraries' role in educating and guiding its campus community through changes in scholarly communication models and practices.",

            "abstractNote": "University libraries use open access digital repositories to preserve and distribute the intellectual scholarly communications of their institution. How can global accessibility of quality student work be harnessed to benefit researchers, practitioners, and educators? To address this question, we study the impact of content factors and search engine optimization factors on download rates of capstone papers. We examined all 290 MPA capstone papers at Texas State University which have been made available through an online digital repository for public consumption. Results show strong support for the impact of search engine factors on download rates. The implications of high download rates of MPA capstone papers on public administration research, practice, and education are discussed in this paper.",

            "abstractNote": "Libraries have been involved in technological transformation for several decades, and are now increasingly associated with discourses surrounding the development of a global information society. The information society, however, remains a contested terrain, with a major focus on connectivity to ICTs, and is often linked with technological determinist and technocratic agendas. The library profession and field do not adequately theorize technology in a way that offers a progressive alternative to this dominant information society vision.\nIn light of this context, this dissertation argues for the relevance of critical theory as a framework for guiding and analyzing library technology actions. This confluence of critical theory and library technology studies is named a \"critical theory of library technology.\" The framework is both a conceptual tool for re-envisioning the roles of libraries in relation to technology, as well as an analytical tool for exploring library technology decisions at various levels of impact.\nThe open source software movement in libraries serves as test case in the application of this framework as a mode of analysis. Prominent library open source projects are discussed, and an in-depth, qualitative case study of Simon Fraser University Library in Canada, a library developing open source software for electronic resource management and electronic journal publishing, is undertaken. Interviews and documentary research are the main sources of data.\nFindings indicate that while the software projects are nominally open source, the co-developer communities remain limited. Best practices research will have to address areas related to the on-going community development and sustainability of these projects. However, in relation to the critical framework, the library emerges as a model of high investment in the technological skills of systems staff. The case presents a regional example of cooperation that is benefiting smaller client libraries in the regional consortia. Open source ideology, however, appears as just one of a variety of factors behind the deployment of these projects. In the case of the electronic journal publishing software project, an open source/open access ideological orientation is prominent, and the project presents a potentially new model for academic libraries in the support of electronic publishing services.",

            "abstractNote": "ABSTRACT Scholarly publishing, and scholarly communication more generally, are based on patterns established over many decades and even centuries. Some of these patterns are clearly valuable and intimately related to core values of the academy, but others were based on the exigencies of the past, and new opportunities have brought into question whether it makes sense to persist in supporting old models. New technologies and new publishing models raise the question of how we should fund and operate scholarly publishing and scholarly communication in the future, moving away from a scarcity model based on the exchange of physical goods that restricts access to scholarly literature unless a market-based exchange takes place. This essay describes emerging models that attempt to shift scholarly communication to a more open-access and mission-based approach and that try to retain control of scholarship by academics and the institutions and scholarly societies that support them. It explores changing practices for funding scholarly journals and changing services provided by academic libraries, changes instituted with the end goal of providing more access to more readers, stimulating new scholarship, and removing inefficiencies from a system ready for change.",

            "abstractNote": "Embarking on a universitywide journal-hosting initiative can be a resource- intensive undertaking. Providing such a service, however, can be equally rewarding, as it positions the library as both partner and colleague in the publishing process. This paper discusses ideas and strategies for institutional journal hosting gleaned over two years by the York Digital Journals Project. Suggestions for startup including policy considerations and service models are discussed. Ideas for advertising and networking are explored as well as the question of project sustainability.",

            "abstractNote": "Many universities today now have a library where staff are exploring the frontiers of open access publishing and digital services. Librarians and other staff employed at these libraries have a diverse range of skills that work in harmony to bring digital content to their users, skills that could be harnessed to focus on scholarly publishing. Accordingly, schools of library science and information, which offer education in both academic and public service, could be one potential place for those aspiring to publishing to receive an education. In this article, I attempt to identify some of the tensions between theory and practice that currently underscore the murkiness in choosing the best location for publishing education and training. Library or information school, and the breadth of both traditional and nontraditional skills it has to offer, is a substantial, long-term alternative to rushed weekend publishing intensives and pricey seminars.",

Researchers found that while hundreds of policies have been proposed and adopted at organizational levels and many have had a positive effect on repository development, many policies had little or no impact on repository development.             "abstractNote": "In recent years, it has become widely recognized that in the case of monographs, the traditional business model for books is losing its sustainability. Academic publishers have been forced to become more selective in the books they publish, and authors, in particular young researchers and first time authors, have found it harder to find a press willing to publish their work. In response to the economic restraints of printed monographs, many publishers and academic institutes, in particular research libraries, have started to experiment with digital and Open Access publication of monographs. OAPEN is the first international project to develop an Open Access model for publishers and stakeholders in scholarly communication. OAPEN stands for Open Access Publishing in European Networks. It is a 30 month project co-funded by the European Union, to develop and implement an Open Access (OA) publication model for peer reviewed academic books in the Humanities and Social Sciences (HSS).",

            "abstractNote": "A survey of Canadian research libraries was conducted to determine the extent of funding support for open access publications in these institutions. Results indicate that there is substantial support for open access publishing, and a diversity of approaches is being used to fund open access resources. Twelve of eighteen respondents indicate that their libraries have dedicated open access funds with nine institutions covering author fees. The reasons for funding support along with policy and promotional issues are explored. The broader implications of funding open access are discussed in the context of a changing scholarly publishing landscape. This paper will be especially relevant to Canadian academic libraries that are exploring options for funding open access publications.",

            "abstractNote": "In Norway, as internationally, Open Access (OA) policy states that officially funded research should be open to the public. This paper touches upon the EU's new OA-initiative (Horizon 2020) before giving a short description of the guidelines from the Norwegian Government and the National Research Council of Norway, as well as NTNU's and other Norwegian Universities' OA policies. Through the Norwegian CRIStin database, which was established in 2010, Norway has a national system for registration of academic publishing. Reporting these and other data concerning academic activities to the government partially dictates funding. Together with institutional archives for realizing green OA and funds for gold OA, the CRIStin database provides a sound basis for openness. NTNU is the second largest university in Norway. In 2012, its researchers published more than 3000 scientific papers and review articles. Only a few of them were published OA and even less were archived as green OA. Do guidelines and measures provide a clear mandate for convincing researchers to publish OA? NTNU University library took the initiative in 2012 to create a publication fund for financing APCs in gold OA publications. The fund was launched March 1 2013 with the library as administrator. This paper describes the implementation process and goals achieved so far.",

            "abstractNote": "Academics and librarians have worked in tandem for many years to broaden access to the scholarship they create, scrutinize, collect, and consume. Recent developments have focused on campus faculty advocating for change by developing self-imposed open access policies. Such policy developments have occurred in an evolutionary process, the beginnings of which might be identified as the 'serials crisis' peaking in the 1990s, followed by the focus on efforts to examine and reform broken aspects of the system of scholarly communication, and most recently the feasibility of faculty-initiated open access policies on university campuses. This article provides an analysis of one university's 10- year evolution to an open access policy focusing primarily on its advocates' lessons learned and the library's role in order to add the perspective of a public institution's experience.",
