The dropouts in the study identified five major reasons for leaving school. They were bored with school (47 percent); had missed too many days and could not catch up (43 percent); spent time with people who were not interested in school (42 percent); had too much freedom and not enough rules in their lives (38 percent); and were failing (35 percent). Most dropouts blamed themselves--rather than their schools or teachers--for dropping out. Nevertheless, they suggested five actions that schools could take to improve students' chances of completing school: (1) Make school more engaging through real-world, experiential learning; (2) Improve instruction and supports for struggling learners; (3) Improve school climate; (4) Ensure that students have a relationship with at least one adult in the school; and (5) Improve communication between parents and schools. The report suggests a multipronged approach to dealing with the dropout epidemic. Schools and communities should promote experiential learning, smaller learning communities, and alternative schools. States should raise the legal dropout age to 18 and develop data systems that accurately reflect graduation and dropout rates. The federal government should review the Current Population Survey and other data it collects to ensure its accuracy. Finally, the government needs to evaluate dropout prevention programs and help disseminate best practices. Because many soldiers dropped out of school to join the military, achieving a certain score on the test was a way for them to demonstrate that they had attained high school equivalency. Today, this credential has evolved into a second chance certificate for many high school dropouts. The southwestern Pennsylvania students, who were part of this research, demonstrated the persistence, tenacity, and determination they needed to achieve the goal of passing the battery of five GED Tests. The theoretical framework of functionalism explored how these students fit into a society that values educational credentials. The educational opportunities offered through the adult education programs these students attended, enabled them to discover their strengths, abilities, and capabilities. Some researchers believed these were qualities they possessed all along and in the case of these adult learners, they believed it was the support they received especially from their teachers that assisted them in learning more about transitioning to work, post-secondary opportunities or training. They grew not only academically, but personally as well. They were grateful for the patience, flexibility, and respect shown to them by their adult education teachers, something they felt was lacking in their former educational settings. Their families and classmates also supported their efforts. Many of the students experienced extraordinary changes in their lives that helped them fulfill their goal of receiving their GED credential. Those who were parents wanted to continue to be role models for their children and reinforce the importance of a good education to them. The methodology of qualitative interviewing helped convey the experiences as the adult learners explained their individual processes of entering an adult education program and preparing not only for the GED Tests, but also for their future. Their experiences tell us that while some students were down, they were never out. They would not let their circumstances dictate their future. Their stories demonstrated that they had learned from their life lessons to be persistent and diligent in order to achieve their goal of receiving their GED credential. Dropping out of school prior to graduation has been studied, researched, discussed, written about and continues to be practiced by our youth. Policymakers are often provided quantitative data to consider as they explore, evaluate, and deliberate issues such as the practice of retention-in-grade to assure adherence to standards, or in response to the social, political, and educational problems created by youth who have dropped out from school. Current studies and research into retention and dropping out fail to include the issues from the perspective of the individual; from the standpoint of the dropout. That failure is not a methodological one; the voices of the dropout have not yet been heard. This qualitative study gives voice to the population of at-risk youth. It allows youth who have been struggled and subsequently dropped out of school to tell their story. Their voice becomes a powerful force in the process of educational reform. By considering the needs of the individual, education moves toward doing things with them rather than to them. This mixed methods multiple case study involved collection and analysis of questionnaire data, analysis of demographic information, conducting and analyzing interviews. Participants were youth ages eighteen to twenty-eight years old who chose to return to complete high school graduation requirements through an adult education program. The findings indicate that the most significant issue in their decision to drop out involved the lack of a meaningful with one or more of their teachers. Retained in grade was an explored characteristic but was not a characteristic that all study participants experienced in their school careers. The issue of retention is not as significant as their desire to have a relationship with significant adult in school who demonstrates care and concern. Their story compels policy-makers, decision-makers, and educators to consider more than standards, curriculum, and regulations. They must consider the individual. Based on findings from the NCSALL Adult Student Persistence Study, participants engage in an examination of their own interests and experiences with learner motivation and retention and examine strategies of other practitioners. The goal of the NCSALL Study Circles is to help adult education practitioners, in a small group setting, learn about research findings, theories and concepts from NCSALL's research and discuss how these can be applied to practice and policy in adult education. This guide presents three sessions. In Session One, the Study Circle group will share information about their interest and experience with learner persistence and how the topic relates to their own work contexts. Session Two gives participants the opportunity to gain a deeper understanding of three perspectives on learner persistence, motivation, and retention: (1) dispositional barriers, (2) stopping out versus dropping out, and (3) turbulence in attendance. In the final session, Session Three, the group will examine ways to hear from learners about the forces that support and hinder their persistence.
