"abstractNote": "A case study of alternative policies for Dutch river dike improvements finds that improved dike design could preserve many landscape, natural, and cultural (LNC) values at little added cost while maintaining the current safety standard. The study compared three dike design strategies for nontidal branches of the Rijn and Maas rivers, in terms of their financial costs, flood damage protection, and preservation of LNC values. Spreadsheet model results indicate that lowering the safety level reduces LNC damage very little while significantly increasing potential flood damage. In areas where there is room on either side of the existing dike to make simple changes to preserve LNC values, new dike designs can preserve many LNC values at little additional cost. Where there is no room to make simple changes, new designs can preserve LNC values, but at a higher cost than standard dikes.",

Procedures are described for intervention, evaluation, and the administration of rewarding and correcting feedback. The importance of follow-up consultation with a PM specialist after training workshops is emphasized. A case is made for initiating post-workshop efforts with a vehicle safety belt program, not only because such programs may reduce the most significant cause of lost work time (i.e., the vehicle crash), but also because the behavior-change success of a corporate safety belt program can be readily assessed by company personnel and can therefore reinforce the PM approach to occupational safety. "abstractNote": "Neighborhood satisfaction, victimization, & social participation were combined into a model to predict levels of perceived neighborhood safety, in terms of low fear of crime controlling for residents' race, income, length of residence, home ownership, & age. Data were collected in a 1988 mail questionnaire survey of Jackson, Miss, residents (N = 91, a 26% response rate). Previous research conducted in Oklahoma City, Okla, in 1984 (see SA 38:3/90V7068) indicated that levels of neighborhood satisfaction & property victimization had a sizable impact on perceived neighborhood safety regardless of race. Here, however, when race was considered, it was the only important determinant of perceived safety. The effects of overall neighborhood satisfaction, victimization, & social participation were found to be insignificant or very small. If race is ignored, then current findings compare closely to those from Oklahoma City. It is suggested that in Jackson, an unmeasured element, which appears strongly related to race, in addition to neighborhood satisfaction, victimization, & social participation must be considered when predicting perceived neighborhood safety. 3 Tables, 20 References. "abstractNote": "The article presents information on the strategies developed by the companies to compete on a global basis. Excess industrial capacity, unprecedented overflow of high quality products, low priced manufactured goods and a fundamental shift in customer expectations contributed to the new business environment of global competition. In order to meet and surpass customer expectations, many world-class companies have developed new strategies emphasizing the importance of three competitive priorities: quality, cost and cycle time. These priorities are considered prominent dimensions that significantly influence the success of any business. In contrast, an important influence on business success which has not received due attention is workplace safety. Furthermore, companies that emphasize workplace safety typically do so in order to reduce costs and conform to government regulations. Recent research conducted by safety professionals suggests that an injury-free environment creates a positive employee attitude, commitment and a sense of awareness and responsibility. Such an environment also results in higher quality and lower total production costs due to decreased rework and scrap, lost time, workers' compensation and lost workdays.",

"abstractNote": "Reacting to a perception of threat, workers can become fatalistic or increase their readiness to participate in plant safety programs. A field study of 396 production workers at eight factories tested key relationships derivable from this assumption. Workers were found to be particularly sensitive to presumed personal jeopardy from existing safety hazards. These threat perceptions were tied to previous encounters with accidents and to training for a specific task. In contrast, occupational climates seen as supportive to safety efforts did not effect personal threat evaluations. Safety instruction and co-worker support were established as complementary factors that moved workers toward an activist path of participation rather than a fatalistic acceptance of an existing situation. While relationships were primarily investigated on an individual level, special conditions at certain enterprises were found to influence worker willingness to become involved in safety endeavors.",

Approximately 225 employees participated. Safety behaviors were determined and the dependent variable was the percent of safety achievements. Intervention consisted of feedback, reinforcement, and goal setting, with successively higher goals set for 4–5 wk periods. Safety performance improved steadily, generally matching or exceeding the increasing goals. Safety scores of 90%, 99% and 100% were achieved and accompanied by significant decreases in accidents and lost time injuries. Conservative estimates indicated a net annual savings of $55,500. "abstractNote": "Examined a community safety belt intervention, focusing on the behavior change of intervention agents. 51 19–33 yr old pizza deliverers served as intervention agents for the safety belt campaign sponsored by their store. 37 19–42 yr old pizza deliverers served as controls. The program consisted of radio and newspaper promotions, safety belt reminder cards pasted to the boxtops of each pizza sold, free pizza giveaways to customers who displayed safety belt reminder cards on their rearview mirror, and coupons to patrons who asked the dispatcher to remind the deliverer to buckle up when delivering their pizza. Ss were observed departing for and arriving from their deliveries and safety belt and turn signal use was recorded. Safety belt use among deliverers rose 32% over baseline during the intervention. Turn signal use among the same deliverers increased 41% over baseline suggesting response generalization. Increases in safety belt and turn signal use were maintained up to 24 wks after the conclusion of the intervention. Deliverers at a control site did not show concomitant increases in safety belt or turn signal use. Social validity interviews indicated that 58% of the general public contacted by phone would be more likely to use their safety belt because of the community program. "abstractNote": "A field study of 396 production workers at 8 factories in Israel examined key relationships derived from the connection between the perception of threat and the readiness to participate in plant safety programs. Workers were found to be particularly sensitive to presumed personal jeopardy from existing safety hazards. These threat perceptions were related to previous encounters with accidents and to training for a specific task. Occupational climates seen as supportive of safety efforts, however, did not lead to personal threat evaluations. Safety instruction and coworker support were complementary factors that moved workers toward an activist path of participation rather than toward a fatalistic acceptance of an existing situation. Although the relationships were examined primarily on an individual level, special conditions at certain enterprises influenced worker willingness to become involved in safety endeavors.",

"abstractNote": "Given what BP Lubricants does as a business, it is not surprising that the company sees commitment to safety as being of paramount importance. In 2004, BP introduced a new groupwide driving safety standards. While much of this is common sense, the reality is that behaviors and attitudes to driving vary widely. In large, global organizations like BP there is often tension between global functions and local operating units when it comes to implementing groupwide activities. Obviously, the ideal situation is when both sides are willing to learn from each other and flexibility is allowed within an agreed framework. Getting people to change their behavior is never easy, especially with an activity like driving which can become highly habitual. Over the two-year period that the program ran, there were no fatalities among employees and the accident rate dropped to meet set targets.",

Similarly, the impact of observation frequency on safety behaviors is thought to be important. An employee-driven process which encompassed behavioral observations, goal-setting, and feedback was implemented in a paper mill with 55 workgroups using a within-group, time-series design. Data collected over 70 weeks show safety improved by 45% points with a corresponding 45% reduction of injuries. Management's demonstrable support was significantly associated with behavioral safety performance. Observation frequency appeared to be unrelated to the observed percent safe scores.
