This article describes the case of a Belgian regional newspaper experimenting with citizen journalism and user-generated content (UGC) for hyperlocal news coverage. For each municipality of the region, an online news page has been created where all citizen contributions are published side by side with professional stories on local community news and events. The fact that the UGC is not separated from the professional articles makes it an interesting case to examine commonalities and differences between both types of community reporting. The findings, based on a content analysis of 474 news items, suggest that the newspaper seems to use citizen volunteers primarily as a means to outsource the “soft”, “good” and “small” news coverage of local community life, while preserving the “hard” and “bad” news provision as the exclusive domain of professional journalists. In this paper, we propose to use the Twitter microblogging platform to detect and rank local events of interest in real-time. We present a novel event retrieval framework, where both the contents of the tweets and the volume of the microblogging activity are exploited to locate an event happening in a certain area within a city that matches the user's interests as expressed in the form of a query. In particular, the framework measures unusual microblogging activities in a certain area and uses that as an indication of the occurrence of an event which is then used by the ranking function. Since the proposed event retrieval task is a new Information Retrieval (IR) task, we devise a methodology that is inspired by the conceptually similar IR problem of video segmentation to thoroughly evaluate our approach. Our evaluation is conducted on a set of tweets collected over a period of twelve days from different areas of London, as well as two sets of local events collected within the same period using crowdsourcing and local news sources in London. individual users. We have developed a large public display to which users can send their own media content using mobile devices. The display supports multi-touch interaction, thus enabling collaborative use of the display. This display called CityWall was set up in a city center with the goal of showing information of events happening in the city. We observed two user groups who used mobile phones with upload capability during two large-scale events happening in the city. Our findings are that this kind of combined use of personal mobile devices and a large public display as a publishing forum, used collaboratively with other users, creates a unique setting that extends the group's feeling of participation in the events. However, little is known about the relative performance of volunteer versus paid crowd work, and how financial incentives influence the quality and efficiency of output. We study the performance of volunteers as well as workers paid with different monetary schemes on a difficult real-world crowdsourcing task. We observe that performance by unpaid and paid workers can be compared in carefully designed tasks, that financial incentives can be used to trade quality for speed, and that the compensation system on Amazon Mechanical Turk creates particular indirect incentives for workers.
