The author began thinking about connecting the choices he made with the larger community and required his students to write about their relationship to nature. It is said that students wrote and spoke about their connection to the environment, but one student extended his reflection beyond his belief about the importance of nature and invited the class to join with his environmental group in a beach cleanup. The student's response challenged the author because the student was able to connected his belief to action. The dominant trend in newspaper research over past decades had been reliance on demographic predictors of readership. More recently, research has focused on readers' personal needs and uses of specific newspapers or newspaper content. This shift in concern as to why people attend to newspaper content, a shift to a uses and gratifications approach, has a long and controversial tradition in the mass communications literature. This approach emphasizes that the newspaper offers multiple attractions to the reader, and that the motives or needs of readers are equally diverse. Further, the approach emphasizes that the newspaper competes with other media, and other activities, for readers' attention and time. This study explores the relationship between these civic attitudes, frequency of newspaper readership and traditional demographic predictors. Consequently, the creation of a permanent Governor's Commission on Literacy was recommended instead. Housed within the Office of Children and Youth, the commission would have the following responsibilities: (1) coordinate and facilitate the activities of literacy service providers and literacy; (2) gather and serve as a clearinghouse for information on grants and other money available in the state for literacy providers and programs, available literacy services, the measurable results of various literacy programs, and statistics and demographics concerning those needing and receiving literacy services; and (3) develop public-private sector literacy partnerships, assisted by a public-private advisory board similar in function and representation to that of the existing Governor's Council for Literacy. Among those interviewed for the study were the current Executive Chairperson for the Governor's Council for Literacy, the first chairperson of the council, the Executive Director of Hawaii Literacy, Inc. (the largest provider of literacy services in the state), the chairperson of the Department of Urban and Regional Planning at the University of Hawaii at Manoa.
