            "abstractNote": "This article addresses the problem of the gap in affordable housing in the United States and the efforts being made to address the gap. At issue are the forms of federal financing support for affordable housing and the relative roles of private, for profit suppliers; local public housing agencies; and non-profit, community-based developers in providing affordable housing.\n\n\nThe primary U.S. vehicle for affordable housing production is currently the low-income housing tax credit. While this system has produced nearly 350,000 units of low-income housing, it has inherent inefficiencies relative to a direct capital grant and currently requires assembling mortgage financing from a number of sources. Congress and the Clinton administration have been reluctant to encourage much additional development by public housing agencies, and the capital of non-profit, community-based developers is still limited. Experiments are under way on a variety of credit enhancement and risk-sharing techniques.",

            "abstractNote": "Affordable housing has often been described in terms of rent burden or\nowner cost burden. This article introduces the concept of housing-induced\npoverty to describe the situation that arises when a household, after paying for\nhousing, cannot afford the poverty basket of nonhousing goods. This is similar\nto Stone’s shelter poverty concept, except that it is linked to a better-known\nmeasure—the official poverty thresholds.\nOn the basis of the 1999 American Housing Survey, it is estimated that 3.8\nmillion households that were above the official thresholds could not afford the\npoverty basket of nonhousing goods. In 1999, the housing-induced poverty\nrate in the United States was 2.7 percentage points higher than the official rate.\nResults from an analytical model reveal that regional and locational variables are significant determinants of the probability of housing-induced poverty. Housing assistance significantly decreases the probability that near-poo renters will fall into housing-induced poverty.",

            "abstractNote": "This book attempts a comprehensive assessment of one particular form of agribusiness, contract farming, and its social impact in developed and developing countries. It draws on case studies from Canada, Latin America (Guatemala and Peru) and Africa (Kenya). Each case study focuses on the economic logic of the agribusiness-grower relationship, its social impact on the rural community and the ways in which farmers have responded. The aim is to identify those elements which have produced viable schemes beneficial to local communities and to provide policy advice for firms, farmers' organizations, and governments. It is concluded that unlike some cases of plantation agroindustry, contract farming per se does not lead to enclave development. Through the diversification of small contract farmers, the increased income permeates their households and communities. Economic development is more visible with larger farmers, but it also occurs, less visibly but no less significantly, among the smaller ones.",

Hypotheses about growth are derived from both the general growth literature and the\nempirical literature on past agricultural growth in the United States and other industrial countries. The growth of agriculture as a\nsector is surprisingly independent of the growth of income per capita for those who work in that sector. Neither is necessary nor\nsufficient for the other. Agricultural economics is in many circumstances not the key discipline in understanding the economics\nof rural income and poverty.",

            "abstractNote": "Given the challenges facing cities and counties in California, local officials are \nincreasingly asking residents to participate in public engagement efforts whose outcomes \nwill help shape the future of their communities. These discussions are about land use, \nbudgeting, affordable housing, climate change, transportation, public safety, and many \nother local and regional issues.\nHowever even with the best of intentions to encourage broad participation, city and \ncounty officials often find that only a relatively small number of community members \nactually take part in public conversations and forums intended to inform and shape local \ndecision-making. \nA failure to involve a generally representative cross-section of residents limits the \neffectiveness of these public engagement efforts and negatively impacts the breadth and \nquality of ideas contributed. It can also reduce the support that the final decisions receive \nin the community.\nMost California communities have diverse populations and some have experienced rapid \ndemographic changes. Residents vary by age, gender, ethnicity, immigrant status, and \nincome level. Some own homes and some rent. Community members may be long-time \nresidents or new arrivals. People read and speak English with different degrees of\nproficiency. Some have disabilities. Individual residents, as well as whole communities, \nmay have more or less experience, confidence, or capacity to participate in public life.",

The model accounts for inter-county commuting, migration, and within-county adjustments to labor demand shocks. Econometric results indicate that most employment growth (70–80%) during the 1980s was accommodated by changes in commuting flows. Evidence is also presented indicating that labor force growth—and, by extension, population growth and associated fiscal impacts—in rural counties is sensitive to employment growth in nearby urban counties. These results highlight two opposing forces related to spatial spillovers that are usually neglected in analyses of the economic and fiscal impacts of employment growth.",

            "abstractNote": "This paper discusses the concept of accessibility and how it can be incorporated in transport planning. Accessibility refers to people’s ability to reach goods, services and\nactivities, which is the ultimate goal of most transport activity. Many factors affect accessibility, including mobility (physical movement), the quality and affordability of transport options, transport system connectivity, mobility substitutes, and land use patterns. Accessibility can be evaluated from various perspectives, including a particular\ngroup, mode, location or activity. Conventional planning tends to overlook and undervalue some of these factors and perspectives. More comprehensive analysis of\naccessibility in planning expands the scope of potential solutions to transport problems.",

Second, are municipal zoning codes maximizing the potential of farmers' markets by dictating placement that supports the role of markets as economic and community development agents?\n\nThis thesis will take an in-depth look at the role farmers' markets are currently playing in American cities and analyze how municipal codes allow markets to act as agents of change. To do this, the farmers' markets and policies in Minneapolis, Minnesota will be analyzed as a case study. In addition, the market policies and regulations for five best city practices from around the nation will be conducted concurrently to provide perspective.",

            "abstractNote": "Metropolitan Planning Organizations (MPOs) are the conduit through which billions of federal and state transportation dollars are funneled annually for regional transportation facilities. MPO transportation investments are guided by regional transportation plans focusing on short and long term improvement needs. Because transportation investments shape land use patterns, decisions\nby MPOs have important implications for regional land use patterns and, by implication, social and economic opportunity. For their part, MPO decisions are made by boards whose\ncomposition vary widely across the nation. They are not generally elected to serve on the MPO,\nhowever, and there are few federal requirements affecting board voting and representation.\nQuestions arise about the potential for MPO decisions to be biased, favoring certain investments beneficial to particular metropolitan areas interests at the expense of others - with concern being\nexpressed over whether these organizations adequately represent diverse social and economic constituencies. This paper reviews MPOs generally, and then examines social equity issues from the perspective of transportation planning actions and political representation. Particular attention is given to the variation in MPO voting structures, and transportation equity/planning activities undertaken by 50 large MPOs.",

            "abstractNote": "This article seeks to increase the awareness of and support for the residual income approach to housing affordability indicators and standards, especially in the United States. It begins with an overview of various semantic, substantive, and definitional issues relating to the notion of affordability, leading to an argument supporting the conceptual soundness of the residual income approach. The concept is then briefly set into the historical context of U.S. and British debates on affordability measures. This description is followed by a discussion of two of the principal issues involved in crafting an operational residual income standard: the selection of a normative standard for nonhousing items and the treatment of taxes. \nThe article concludes by considering some of the potential implications of the residual income paradigm for the analysis of housing problems and needs, for housing subsidy policy, and for mortgage underwriting practice",

            "abstractNote": "Under the emerging rural development paradigm, we argue that to be multifunctional an activity must\nadd income to agriculture, it must contribute to the construction of a new agricultural sector that corresponds\nto the needs of the wider society and it must reconfigure rural resources in ways that lead to\nwider rural development benefits. By evaluating UK rural policies on the basis of whether or not they\nattempt to meet these conditions, this paper shows that an implicit recognition of agriculture’s multifunctional\ncharacter has occurred recently through the shift from a sectoral to a regional and territorial\nperspective that reintegrates farming into rural development. However, in practice, and especially in\nEngland, the UK government has been unable to turn multifunctional activities into a real rural\ndevelopment option. In fact, by continuing to support agri-industrial/retailer interests on the one hand,\nand post-productivistd environmental and amenityd interests on the other, the State is governing\nmostly by setting up competitively organized ‘projects’ and schemes that continue to justify the\nconcentration (and limitation) of resources allocated to agriculture. Based upon a critique of policy\ndevelopments over the past decade, this paper emphasizes the need for more innovative forms of state\ninnovation that provide opportunities for new, creative and more spatially embedded forms of supply\nand demand management in agri-food. In the conclusions, the paper also argues that more critical\nresearch is needed to uncover the existing and potential role of both governments and producer\nnetworks in progressing sustainable rural development through agricultural multifunctionality",

            "abstractNote": "There is growing recognition of the important role played by natural heritage in rural economic development, but limited empirical work as yet to inform this debate. This paper examines the nature and strength of local economic linkages associated with the natural heritage in four case study areas in Scotland, differentiated in terms of their peripherality and dependence on the natural heritage. A framework for identifying ‘natural heritage activities’ in different localities is developed and applied in each study area. The framework distinguishes between three types of natural heritage activities, ‘core’ activities, such as environmental management; ‘primary production and extraction’ activities; and ‘reliant’ activities where the natural heritage is highly important to a business's commercial viability. Analysis of first-round economic linkages and multiplier effects of local economic activity in the four case study areas indicates that natural heritage ‘reliant’ activities have the greatest potential for generating local economic benefits through their propensity to source locally. They are also found to contribute more significantly to the economic base of the study areas through sales of goods and services to visitors. The policy implications of the findings are discussed.",
