            "abstractNote": "The objective of the Liaoning Third Medium Cities Infrastructure Project for China is to improve the energy efficiency and environmental performance of heating and gas services in selected areas of participating cities in Liaoning Province. There are three components to the project. The first component is the centralized heating infrastructure, it will contribute to implementation of heating reform by implementing in new Heat-only Boiler (HoB) and Combined Heat and Power (CHP) supplied systems: (i) demand driven ready systems across the heating chain; (ii) establishing a metering regime across the heating chain (at boiler plants and substations); and (iii) piloting technical approaches in network design through use of about 150 building level substations and in metering through use of building level meters. The second component is the urban gas infrastructure. This component comprises: (a) rehabilitation of gas transmission facilities; (b) rehabilitation and capacity expansion of gas storage equipment involving rehabilitation of the existing 20,000 and 50,000 meters capacity storage tanks and provision of a new 50,000 meters storage tank; and (c) rehabilitation and capacity expansion of gas distribution network including the upgrading of facilities for pressure flow control, corrosion control, supervisory control and data acquisition (SCADA), and emergency response arrangements. Finally, the third component is the institutional development.",

            "abstractNote": "The development objective of the Hubei Yiba Highway Project for China is to improve passenger and freight flows in the Yichang-Badong corridor by construction of an expressway with enhanced environmental management practices. There are two components to the project. The first component of the project is Yichang-Badong expressway. The construction of an expressway of about 173.6 km with a design speed of 80 km/hour connecting Yichang City and Badong County at the border of Hubei and Chongqing Municipality including land acquisition and resettlement, the relevant electrical and mechanical (E&M) facilities, annex areas, toll plazas and buildings, seven interchanges, and about 35.4 km of interconnecting roads to improve integration with the local road network. The second component of the project is institutional strengthening. There will four institutional strengthening activities: (a) training program; (b) preparation of guides to improve environmental monitoring and management; (c) carrying out: (i) a study on tunnel safety, (ii) research on Hubei's comprehensive transport and logistics development plan, and (iii) a study on design approaches to reduce the risk of landslide and other geological disasters during expressway construction and operations; and (d) provision of equipment for expressway management and environmental monitoring. These activities will support the sustainability of the project through improvements to environmental protection, environmental monitoring, and safety for tunnel construction. The equipment will be used to enhance road maintenance, while the overall capacity of the Hubei Provincial Communications Department (HPCD) will be improved through training.",

Implementation of rural wastewater management in about 150 selected villages in six counties/cities/districts in Ningbo municipality using appropriate and sustainable technology and a program-based approach in participation with village communities. The second component is the Chunhu town infrastructure development. This component include: (i) Chunhu access road; (ii) Fenghua coastal water supply including Chunhu town distribution network renovation and expansion; and (iii) Chunhu town wastewater management. Finally, the third component is the capacity building and implementation support. This component include: (a) project management and capacity building for rural wastewater management; (b) Chunhu town capacity building and energy efficiency demonstration; and (c) project management and capacity building for Fenghua City Investment Company Ltd.             "abstractNote": "The objective of the Xinjiang Turfan Water Conservation Project for China is to mitigate the risk of flooding, reduce groundwater overdraft, increase industrial and domestic water supply, and raise farmers' income from irrigated agriculture in the arid Turpan basin of Xinjiang Uyghur autonomous region. There are five components to the project, the first component being Evapotranspiration (ET), based integrated water management in the Turpan Basin. With the aim of facilitating the prefecture government's decision to improve water allocation in the Turpan Basin and reduce groundwater overdraft, an innovative integrated basin-wide water management program will be developed and applied that closely links targets for consumptive use of water at the basin-level with the respective targets for consumptive use of water at the county, township, and water users association (WUA) levels. The second component is the increase of upstream storage capacity. This component include: construction of the Alagou dam; the Meiyaogou dam; and the Ertanggou dam. The third component is the real water savings in irrigated agriculture. Carrying out of irrigation management measures in the Turpan River Basin including inter alia: (i) engineering measures such as construction or rehabilitation of the main canals delivering water from the three new reservoirs to water users downstream, a switch from furrow to drip irrigation, land leveling, canal lining, and improved drainage; (ii) agronomic measures such as cropping pattern changes, plant breeding, soil fertility and fertilization, soil salinity control, plastic-culture with mulching, tunnels and greenhouses, and tillage and weed control; and (iii) other irrigation management measures such as irrigation scheduling, volumetric water charges, increase of water charges, and the conjunctive use of surface and groundwater. The fourth component is the preservation of a Karez system. Finally, the fifth component is the institutional capacity building and project management.",

            "abstractNote": "The objective of the Second Energy Efficiency Financing Project for China is to improve the energy efficiency of selected enterprises, and thereby reduce their adverse environmental impacts through scaling-up commercial lending for energy efficiency investments. There are two components to the project. The first component of the project is energy efficiency investment sub-projects. This component will provide sub-loans to sub-loan Beneficiaries for carrying out energy efficiency sub-projects. It consists of an energy efficiency lending program of US$100 million over four years. Minsheng, in turn, will lend the funds to industrial enterprises and/or energy service companies for eligible energy efficiency investment sub-projects. The size of each sub-loan will be below US$20 million equivalent in order to diversify potential project risks and increase the development impacts of the International Bank for Reconstruction and Development (IBRD) loan. The lending rates will be determined based on market conditions and will adequately cover the financial and operating costs and provide for a reasonable profit margin for Minsheng. The second component of the project is technical assistance and capacity building. This component will strengthen the capacity of Minsheng in: (a) identifying and appraising sub-projects and conducting eligibility due diligence on Sub-loan Beneficiaries; (b) developing credit and risk management processes for energy efficiency investments; (c) managing the social and environmental impacts of the Project and its future energy efficiency lending portfolio; (d) developing a low-carbon lending business; and (e) exploring the application of the Equator Principles in its lending practices.",

            "abstractNote": "The development objective of the Jituhun Railway Project for China is to respond to existing and anticipated transport demand along the Jilin-Hunchun corridor by providing increased capacity for freight and passengers, and faster travel time and increased frequency of services for passengers. The project component includes: the project will construct a double-track, electrified, passenger-dedicated high-speed rail line capable of a maximum speed of 250 km/h of about 360 km between the cities of Jilin and Hunchun in Jilin province including the upgrading of a double line track between Jilin station and South terminal of Longtanshan station. Eight new railway stations will be constructed. The project consists of civil works; acquisition and installation of goods, maintenance equipment, and rolling stock; as well as land acquisition and the resettlement of displaced persons. This line is an extension of the high speed Intercity Changchun-Jilin railway currently under construction. The construction period is estimated to be just over four years with construction planned to begin in late 2011 and completion by December 2015. As of early March 2011 (appraisal), resettlement and construction had not yet begun, however, preparation of bidding documents for Bank-financed procurement, preparation for land acquisition and resettlement, a small amount of land acquisition, and procurement of civil works had begun. As confirmed by the Bank's task team at appraisal, early project activities, including advance contracting, have been undertaken in accordance with the project documents and relevant Bank policies and procedures.",

The project has three components. (1) Transport infrastructure improvement component will fund the construction and upgrading of about 76 km of urban and country roads including some bridges in selected counties/cities, and construction of a new urban central bus station in Gongqingcheng City. (2) Water resources management infrastructure component will support priority investments in water related services and environmental improvements around Poyang Lake, including: infrastructure to reduce flood risks, improvement to the drainage systems; construction of wastewater and storm water networks; expansion of a water supply and treatment plant; restoration of river and wetland environments. (3) Project management and capacity building component will support (a) institutional strengthening and capacity building and (b) project management and monitoring and evaluation.",

The project has two components: a) a technical assistance and incremental support for near zero-emission buildings component funded by a Global Environment Facility (GEF) grant; and b) a low carbon investments component funded by an International Bank for Reconstruction and Development (IBRD) loan. The GEF component will primarily provide technical assistance and capacity building activities on policies, financing mechanisms, business models of the key abatement options identified in the abatement cost curve (green energy buildings, clean energy supply, and green transport) to support the Changning district government achieving its carbon intensity reduction target. It will also cover part of the incremental cost for a pilot near zero-emission building. The IBRD loan will focus on low carbon investments in buildings as the bulk of emission reductions in Changning district will come from building retrofit.",
