The United States is expected to go from a net importer of natural\ngas to a net exporter by 2020. Projects to export liquefied natural gas (LNG) by tanker ship have\nbeen proposed—cumulatively accounting for about 41.4% of current gross U.S. natural gas\nproduction—and are at varying stages of regulatory approval. Projects require federal approval\nunder Section 3 of the Natural Gas Act (15 U.S.C. §717b), with the U.S. Department of Energy’s\nOffice of Fossil Energy and the Federal Energy Regulatory Commission being the lead\nauthorizing agencies. Pipeline exports, which accounted for 98% of all exports of U.S. produced\nnatural gas in 2012, are also likely to continue rising.",

            "abstractNote": "ABSTRACT The export of liquefied natural gas (LNG) from the United States to other countries has significant foreign policy ramifications. Given the uncertain impact of such exports, it is not surprising that the U.S. administration has equivocated on various permitting decisions. However, in December 2012 or shortly thereafter, the Department of Energy is expected to release a study analyzing and evaluating many of the trade-offs involved in such exports. Unless this report conclusively demonstrates that (1) LNG exports would cause significant damage to U.S. residential and industrial consumers and (2) that higher domestic natural gas prices would not be more than compensated for through the gains of international trade, the administration should permit the construction of at least three or four more LNG export terminals. Such a permitting approach would not greatly change the existing domestic natural gas market, and it would allow the government to observe how the markets and their participants react to the change. Besides the probable benefits accruing to the United States through increased trade, such a change would bring a number of other foreign policy benefits.",

            "abstractNote": "Shale gas revolution that took place in the United States at the beginning of the 21st century has still been shaping our global fossil fuel market. In 2012, the U.S. has surpassed Russia in natural gas production for the first time since 1982. At the same year, annual average U.S. Henry hub natural gas spot price decreased to $2.75 per million BTU, which was $8.69 per million BTU in 2005. In 2013, proved shale gas reserves of the world is estimated at nearly 2.7 trillion cubic metres (tcm) and unproved resources at staggering 203.9 tcm. As a result, there is a global rush to develop most of this resource as possible. However, shale gas is no miracle fuel. It has been suggested that its effects on the environment could be worse than conventional natural gas. Fugitive methane emissions, groundwater pollution, and increased seismicity are amongst the most important potential environmental side effects. There is also concern about the accuracy of resource potential estimations due to lack of data and specifically designed shale gas reservoir models. Nonetheless, the analysis in this study clearly showed that without developing global shale gas resources we have to consume 66% of our proved natural gas reserves to supply the demand till 2040. This would make most of the world natural gas importers, and rules of economy dictate that limited supply and increasing demand would skyrocket natural gas prices. Therefore, shale gas resource development is not an option but a must for the continuance of our global energy market and economy.",

            "abstractNote": "ABSTRACT The United States is becoming more oil and gas secure, and China is becoming less oil and gas secure. This evolution will profoundly impact U.S.–China relations. While oil and gas should become less of a destabilizing factor in U.S.–China relations, more of the global tension associated with it will shift to China and its relations with other states. However, even with less U.S.–China competition for oil and gas, each side may still seek to engage in actions incompatible with the other's perceived national interest. If the United States were to try to aggressively exploit its new position or if China were to pursue a second, more intense round of its “going out” strategy, the consequences for both sides could be very negative. Accordingly, it would be preferable if each side worked to find ways to turn what often has been understood as a zero-sum competition into a positive-sum opportunity for both. Despite a major obstacle to such cooperation, several potential areas for mutually beneficial engagement exist and are outlined in this article.",

Demand-side factors including the impact of the financial crisis on global natural gas consumption, and supply-side factors such as launchings of new projects and progress in unconventional natural gas development in North America are behind the LNG supply/demand balance change. For the immediate future, the LNG supply/demand balance is likely to remain easy. While the LNG situation is changing dramatically, key points to which we should pay attention over a short term with regard to a future LNG supply/demand outlook include LNG demand trends in the United States and China and destinations for exports from new LNG facilities launching operations by 2011. Factors that are expected to have great influences on future LNG supply and demand over a edium to long term may include the impact of the financial market credit crunch on investment in new medium to long-term gas development projects, gas shortages in the Middle East, and industrial nations ongoing efforts toward a low-carbon society.",

            "abstractNote": "There have been increasing debates regarding whether the United States should export liquefied natural gas (LNG) to the global market. Using the World Gas Model, a large-scale game theoretic model, this paper investigates the potential effects of U.S. LNG exports on the domestic and global markets. U.S. LNG export scenarios relate to a Global 20/20/20 policy and competition with new pipeline projects (e.g., Nord Stream, South Stream, and Southern Corridor projects) are also considered. We find that the average U.S. domestic natural gas prices increase approximately 10.9% given 123 billion cubic meters of LNG exports and that natural gas prices in Europe and Asia decrease significantly. In addition, less expensive U.S. LNG is competitive in European and Asian gas markets and displaces more expensive suppliers in European and Asian gas markets. Under the European pipeline scenario, Russia is expected to reduce natural gas flows to transit countries by more than 50% when the Nord Stream and South Stream pipelines become available.",
