            "abstractNote": "Solar photovoltaic (PV) systems have shown their potential in rural electrification projects around the world, especially concerning Solar Home Systems. With continuing price decreases of PV systems, other applications are becoming economically attractive and growing experience is gained with the use of PV in such areas as social and communal services, agriculture and other productive activities, which can have a significant impact on rural development. There is still a lack of information, however, on the potential and limitations of such PV applications. The main aim of this study is, therefore, to contribute to a better understanding of the potential impact and of the limitations of PV systems on sustainable agriculture and rural development (SARD), especially concerning income-generating activities. It is, in fact, of paramount importance to identify the potential contribution of PV to rural development in order to gain further financial and political commitment for PV projects and programmes and to design appropriate PV projects. One of the main lessons learnt through this study is that success of PV programmes is significantly enhanced when an integrated strategy is followed. Solar photovoltaic systems, through their flexibility in use, offer unique chances for the energy sector to provide “packages” of energy services to remote rural areas such as for rural health care, education, communication, agriculture, lighting and water supply. It is hoped that this document contributes to the generation of ideas and discussions among the different institutions involved in providing these services to rural areas and thereby to an \"informed\" decision on the PV technology option.",

            "abstractNote": "To accelerate the decarburization in the Indian power sector, concentrating solar power (CSP) needs to play an important role. CSP technologies have found significant space in the Jawaharlal Nehru National Solar Mission (JNNSM) of the Indian government in which 20,000 MW grid connected solar power projects have been targeted by 2022 with 50% capacity for CSP. In this study a preliminary attempt has been made to assess the potential of CSP generation in the Northwestern (NW) regions of India; which seems a high potential area as it has the highest annual solar radiation in India, favorable meteorological conditions for CSP and large amount of waste land. The potential of CSP systems in NW India is estimated on the basis of a detailed solar radiation and land resource assessment. The energy yield exercise has been carried out for the representative locations using System Advisor Model for four commercially available CSP technologies namely Parabolic Trough Collector (PTC), Central receiver system (CRS), Linear Fresnel Reflector (LFR) and Parabolic Dish System (PDS). The financial viability of CSP systems at different locations in NW India is also analyzed in this study.\n\nOn the basis of a detailed solar radiation and land resource assessment, the maximum theoretical potential of CSP in NW India is estimated over 2000 GW taking into accounts the viability of different CSP technologies and land suitability criteria. The technical potential is estimated over 1700 GW at an annual direct normal incidence (DNI) over 1800 kW h/m2 and finally, the economic potential is estimated over 700 GW at an annual DNI over 2000 kW h/m2 in NW India. It is expected that in near future locations with lower DNI values could also become financially feasible with the development of new technologies, advancement of materials, economy of scale, manufacturing capability along with the enhanced policy measures etc. With an annual DNI over 1600 kW h/m2 it is possible to exploit over 2000 GW CSP in the NW India.",

            "abstractNote": "In order to avoid irreversible damage to global ecosystems, new ‘green’ technologies are needed, some of which are nowhere near commercial maturity. In these cases, governments may create temporary rents to make investments ‘artificially’ attractive, but the creation of such rents involves risks of faulty allocation and political capture. This article first highlights the importance of managing rents effectively in promoting ‘green’ technologies; it then shows how India's National Solar Mission has been remarkably effective in triggering solar investments and managing the necessary subsidies, e.g. through a process of competitive reverse bidding for tariffs. Policy design and implementation also reflect considerable experimentation and learning. Some risks remain, especially regarding the enforceability of renewable energy quotas at the level of Indian states.",

            "abstractNote": "The Indian National Action Plan for Climate Change (NAPCC) envisages several measures to address global climate change. One of the important measures identified involves increasing the share of renewable energy in total electricity consumption in the country. This would mean NAPCC envisages renewable energy to constitute approximately 15% of the energy mix of India by 2020. To achieve the target set by the NAPCC, Indian Ministry of Power launched Renewable Energy Certificate (REC) mechanism in November 2010. However, participation in the REC markets is low and RECs have failed to attract significant investment so far.\n\nIn this study a preliminary attempt has been made to assess the performance of existing REC mechanism in India. After highlighting the salient features of the Indian renewable energy policy framework a brief description of renewable purchase obligation (RPO) and source specific RPOs for different states is discussed along with an overview of REC market in India to date.\n\nThe performance of Indian REC mechanism is evaluated by cost competiveness, decentralized distributed generation and renewable energy portfolio diversity and their effectiveness has also been measured on the basis of the available data. Although, it is difficult to make any conclusive remark on the success or failure of REC mechanism due to its short experience, this study examines the process to date to come out with some recommendations which can be used to fine tune the functioning of existing REC market in India. For instance, REC price bounds should be revised because it has been not explicitly supporting cost competiveness by offering 60.33% higher average price than the existing average feed-in tariff (FiT). It is also observed that state-wise contribution in registered capacity is skewed towards few states like Tamil Nadu (27%), Maharashtra (23%), and Uttar Pradesh (22%), which puts pressure on policy makers to restructure the existing REC mechanism.",

            "abstractNote": "This paper discusses the potential of renewable energy, investment and CO2 mitigation by renewable energy technologies. Currently, India's per-capita emissions are around one tonne of CO2/year. The present energy scene offers India a window of opportunity to invest in renewable energy. The annual turnover of renewable energy industry has reached $12.3 billion in 2011, which is 36% higher than 2010 investment of $7.5 billion. Increasing the share of renewable energy in overall energy mix is an effective option to mitigate CO2 emission. Presently, the share of renewable energy is around 12% in the energy mix. The present study estimated CO2 mitigation potential of Indian renewable energy sector about 203 million tonnes with an installed capacity of 24 GW in 2012. However, enormous potential identified in renewable energy sector with favorable CO2 mitigation the government is compromising with limited financial resources. However, policy efforts need to be strengthened to encourage a massive scale-up of renewable technologies to build sustained low carbon economy.",

To reach these ambitious targets, in March 2011, the Government of India launched the renewable energy certificates (REC) – a market based mechanism – to drive renewable energy development and spur further investments. However, a look into the actual performance of REC market trading during the first year of operation shows that, though volume of trading steadily increased, the number of accredited certificates issued was less than 2.5% of the technical REC demand potential, indicating that the full potential of the REC markets was far from being realized.\n\nWe critically examine the design and implementation of the REC market in India as well as its effectiveness in meeting the desired objectives in the context of international best practices. Our analysis of REC market best practices reveals that, though forward markets, banking and price bounds are recommended for stable markets, best-of-class methods for determining the optimal length of banking, the level of floor and forbearance prices, and the values of credit/vintage multipliers are not fully established. We then establish that the main issues with the Indian REC markets appear to be demand uncertainty resulting from lack of long term targets, absence of clarity on compliance, and near-absence of long-term price signals to investors. Finally, we present an analysis of other important features of the Indian REC market in the context of well-functioning REC markets, such as credit-multipliers/set-asides, vintage multipliers, and voluntary markets.",

            "abstractNote": "India is fast emerging economy in Asia and world. India's manufacturing sector is growing faster and domestic demand is also increasing. India has a severe electricity shortage. It needs massive additions in capacity to meet the demand of its rapidly growing economy. To maintain the pace of economic growth with reduction in emission of greenhouse gases, India must reduce its dependency on fossil fuels for electrification. Hence the requirement of solar power installations in India has increased. In this context, this study aims to develop a structural model of the barriers to implement solar power installations in India. Thirteen relevant barriers to implement solar power installations have been identified from the literature and subsequent discussions with experts from academia and industry. Contextual relationships among these barriers have been identified and interpretive structural modeling (ISM) technique based, a structural model of barriers to implement solar power installations in India has been developed. MICMAC analysis has also been used to carry out the classification of barriers based on dependence and driving power. One barrier has been identified as top level barrier and six bottom level barriers. This paper also suggests the different ways of removal of these barriers. Better understanding of these barriers would help organizations and government bodies to prioritize and manage their resources in an effective and efficient way so that maximum number of solar power projects can be installed in India.",
