This article sets out to develop a measure for resilience to provide a concise tool for measuring and monitoring food security in comparative ways across countries. It presents the results of the development of a resilience score tested using Demographic and Health Survey (DHS) household data for five African countries from two different time periods per country. Cluster analysis was used to classify households into socio-economic groups. The first index used Categorical Principal Component Analysis (CATPCA) and the second a simple sum of assets. Both indices were able to detect changes in household socio-economic status over the data periods in all five countries. However, the results for the two indices were not always consistent. The simple sum method results matched the published national Millennium Development Goal data more closely than the Categorical Principal Component Analysis method. The simple sum of assets has potential as an impact indictor for development programmes aimed at improving household food security and as a national to Millennium Development Goal indicator. It provides a simple tool for tracking resilience from data that is routinely collected through multiple in-country surveys and available from national statistics.", "publicationTitle": "Agricultural Given this situation and that short-term weather and seasonal climate forecasting have limited skill for West Africa, the Rainwatch project illustrates the value of near real-time monitoring and improved communication for the unfavourable 2011 West African monsoon, the resulting severe drought-induced humanitarian impacts continuing into 2012, and their exacerbation by flooding in 2012. The framework is a thinking tool meant as a heuristic that outlines key factors and different dimensions that need to be addressed when assessing vulnerability in the context of natural hazards and climate change. The approach underlines that the key factors of such a common framework are related to the exposure of a society or system to a hazard or stressor, the susceptibility of the system or community exposed, and its resilience and adaptive capacity. Additionally, it underlines the necessity to consider key factors and multiple thematic dimensions when assessing vulnerability in the context of natural and socio-natural hazards. In this regard, it shows key linkages between the different concepts used within the disaster risk management (DRM) and climate change adaptation (CCA) research. Further, it helps to illustrate the strong relationships between different concepts used in DRM and CCA. The framework is also a tool for communicating complexity and stresses the need for societal change in order to reduce risk and to promote adaptation. With regard to this, the policy relevance of the framework and first results of its application are outlined. In this study, we develop an activity-based adaptation index (AAI) and explore the relationship between socioeconomic variables and farmers’ adaptation behavior by means of an explanatory factor analysis and a multiple linear regression model using latent variables. The model was tested in six villages situated in two administrative wards in the Morogoro region of Tanzania. The Mlali ward represents a system of relatively high agricultural potential, whereas the Gairo ward represents a system of low agricultural potential. A household survey, a rapid rural appraisal and, a stakeholder workshop were used for data collection. The data were analyzed using factor analysis, multiple linear regression, descriptive statistical methods and qualitative content analysis. The empirical results are discussed in the context of theoretical concepts of adaptation and the sustainable livelihood approach. We found that public investment in rural infrastructure, in the availability and technically efficient use of inputs, in a good education system that provides equal chances for women, and in the strengthening of social capital, agricultural extension and, microcredit services are the best means of improving the adaptation of the farmers from the six villages in Gairo and Mlali. On the average, climate models show a tendency for higher mean annual rainfall and for wetter conditions, in particular during October, November and December, but there is much uncertainty about the future amount, distribution, timing and intensity of rainfall. Ethiopia’s low level of economic development, combined with its heavy dependence on agriculture and high population growth rate make the country particularly susceptible to the adverse effects of climate change. Nearly 90% of Ethiopia’s population lives in the Highlands, which include the critical Blue Nile (Abay) Highlands—a region that holds special importance due to its role in domestic agricultural production and international water resources. A five year study of climate vulnerability and adaptation strategies in communities of Choke Mountain, located in the center of the Abay Highlands, has informed a proposed framework for enhancing climate resilience in communities across the region. The framework is motivated by the critical need to enhance capacity to cope with climate change and, subsequently, to advance a carbon neutral and climate resilient economy in Ethiopia. The implicit hypothesis in applying a research framework for this effort is that science-based information, generated through improved understanding of impacts and vulnerabilities of local communities, can contribute to enhanced resilience strategies. We view adaptation to climate change in a wider context of changes, including, among others, market conditions, the political-institutional framework, and population dynamics. From a livelihood perspective, culture, historical settings, the diversity of income generation strategies, knowledge, and education are important factors that contribute to adaptive capacities. However, it is not clear how to measure resilience in a system prior to the demonstration that the capacity for resilient response has been exceeded. We argue that self-organizing human and natural systems are structured by a relatively small set of processes operating across scales in time and space. These structuring processes should generate a discontinuous distribution of structures and frequencies, where discontinuities mark the transition from one scale to another. Resilience is not driven by the identity of elements of a system, but rather by the functions those elements provide, and their distribution within and across scales. A self-organizing system that is resilient should maintain patterns of function within and across scales despite the turnover of specific elements (for example, species, cities). However, the loss of functions, or a decrease in functional representation at certain scales will decrease system resilience. It follows that some distributions of function should be more resilient than others. We propose that the determination of discontinuities, and the quantification of function both within and across scales, produce relative measures of resilience in ecological and other systems.
