As an OZ, designated low-income census tracts provide considerable tax breaks to property investors, intending to attract investments and spur economic growth. As the success of the program is dependent on investors' responses, we analyze market reactions in a difference-in-differences framework. We identify two potential effects on property markets: tax breaks for investors and expected land value appreciation. Our results show that tax breaks are priced efficiently. Qualified properties increase by 7–20% in price, while vacant land increase up to 37%. We demonstrate that MLS allows for the unification of at least two distinct theoretical approaches—the ecological and the political economy approaches—to analyzing urban change. From these developments we generate three hypotheses about intracity dynamics. The hypotheses are tested with longitudinal data using space–time regression, simulation, and spatial hedonic methods. The methodology and results reveal that qualitative neighborhood change is endogenously determined through the actions of neighborhood households, but such that household actions and neighborhood sociospatial organization are shaped by externally driven sorting processes. Further, household behaviors are highly dependent on microlevel neighborhood contexts. These findings suggest that existing schools of neighborhood change are not mutually exclusive. Rather, their interplay at multiple spatial resolutions showcases the hierarchical and evolutionary nature of cities. Co-operatives, community-based social services, local non-profit organizations, and charitable foundations are all examples of social economies that emphasize mutual benefit rather than the accumulation of profit. While such groups often participate in market-based activities to achieve their goals, they also pose an alternative to the capitalist market economy. Contributors to Scaling Up investigated innovative social economies in British Columbia and Alberta and discovered that achieving a social good through collective, grassroots enterprise resulted in a sustainable way of satisfying human needs that was also, by extension, environmentally responsible. As these case studies illustrate, organizations that are capable of harnessing the power of a social economy generally demonstrate a commitment to three outcomes: greater social justice, financial self-sufficiency, and environmental sustainability. Within the matrix of these three allied principles lie new strategic directions for the politics of sustainability. Whether they were examining attainable and affordable housing initiatives, co-operative approaches to the provision of social services, local credit unions, farmers’ markets, or community-owned power companies, the contributors found social economies providing solutions based on reciprocity and an understanding of how parts function within the whole—an understanding that is essential to sustainability. "This paper examines segregation in American cities from 1890 to 1990. From 1890 to 1940, ghettos were born as blacks migrated to urban areas and cities developed vast expanses filled with almost entirely black housing. From 1940 to 1970, black migration continued and the physical areas of the ghettos expanded. Since 1970, there has been a decline in segregation as blacks have moved into previously all-white areas of cities and suburbs. Across all these time periods there is a strong positive relation between urban population or density and segregation. Data on house prices and attitudes toward integration suggest that in the mid-twentieth century, segregation was a product of collective actions taken by whites to exclude blacks from their neighborhoods. C.", "lastName": "Hedberg" }, { "creatorType": "author", "firstName": "Charles M.", "lastName": "Katz" } ], "abstractNote": "Objectives\n\nThe objectives of this study were to examine whether an increasing number of foreclosures in a neighborhood subsequently increase disorder and whether the temporal relationship between foreclosures and disorder is different before and during the housing crisis.\n\n\nMethods\n\nWe employ longitudinal data to examine the impact of foreclosure on crime in Glendale, Arizona, a city at the epicenter of the nation's foreclosure problem. We rely on three data sources: (1) foreclosure data, (2) Computer-Aided Dispatch/Police Records Management System data, and (3) U.S. Census and census estimate data.\n\n\nResults\n\nOur findings suggest that foreclosures do have a short-term, four-month effect on overall disorder and social disorder; however, that relationship only holds during the months preceding the housing crisis. During the housing crisis, there is no effect of foreclosures on disorder.\n\n\nConclusions\n\nOur results suggest that instead of the long-standing negative impact that foreclosures have on disorder in communities, their negative effect is short lived and limited. Thus, foreclosures during the housing crisis do not signal disorder and decay as expected.
