Mandates by major funding agencies, further expanded by executive order and pending legislation in 2013, require many research grant applicants to provide data management plans for preserving and making their research data openly available. However, do faculty researchers have the requisite skill sets and are their institutions providing the necessary infrastructure to comply with these mandates? To answer these questions, three groups were surveyed in 2012: research and teaching faculty, sponsored programs office staff, and institutional repository librarians. Survey results indicate that while faculty desire to share their data, they often lack the skills to do this effectively. Similarly, while repository managers and sponsored programs offices often provide the necessary infrastructure and knowledge, these resources are not being promoted effectively to faculty. The research shows that libraries were offering limited research data management services, with highest levels of activity in large research-intensive institutions. There were major challenges associated with skills gaps, resourcing and cultural change. However, libraries are currently involved in developing new institutional research data management policies and services, and see this as an important part of their future role. Priorities such as provision of research data management advisory and training services are emerging. A systematic comparison between these results and other recent studies is made in order to create a full picture of activities and trends. The two communities studied are researchers at the Center for Embedded Network Sensing (CENS)\nand users of the Sloan Digital Sky Survey (SDSS) data. The data\npractices of CENS and SDSS researchers have implications for data curation, system evaluation, and policy. Some data that are important to the conduct of research are not viewed as sufficiently valuable to keep. Other data of great value may not be mentioned\nor cited, because those data serve only as background to a given investigation. This assumes particular processes of translation by which data can be made visible in transportable and intelligible forms. It also requires mechanisms by which data quality and provenance can be trusted once “disconnected” from their producers. By analyzing the “life stages” of data in four academic projects, we show that these requirements create difficulties for disciplines where tacit knowledge and craft-like methods are deeply embedded in researchers, as well as for disciplines producing non-digital heterogeneous data or data derived from people rather than from material phenomena. While craft practices and tacit knowledges are a feature of most scientific endeavors, some disciplines currently appear more inclined to attempt to formalize or at least record these knowledges. This paper argues that an analysis of scientists‘ reuse of data prior to the advent of eScience can illuminate the requirements and design of digital libraries and cyberinfrastructure. As part of a larger study on data sharing and reuse, I investigated the processes by which ecologists locate data that were initially collected by others. Ecological data are unusually complex and present daunting problems of interpretation and analysis that must be considered in the design of cyberinfrastructure. The ecologists that I interviewed found ways to overcome many of these difficulties. One part of my results shows that ecologists use formal and informal knowledge that they have gained through disciplinary training and through their own data-gathering experiences to help them overcome hurdles related to finding, acquiring, and validating data collected by others. A second part of my findings reveals that ecologists rely on formal notions of scientific practice that emphasize objectivity to justify the methods they use to collect data for reuse.
