            "abstractNote": "abstract This article seeks to retrieve the voices of young women in the small kingdom of Akuapem (in south-eastern Ghana) in the 19th and early 20th century. This is approached through an exploration of reports written by Theophilus Opoku, ‘Native Pastor’ to the Basel Mission. His writings are archived and accessible to the public in Basel, Switzerland. Opoku's concerns with marriage and adultery, motherhood and fornication give valuable insights into the ways in which women exercised agency. They also illuminate how understandings of the mission and its gender ideology were informed by pre-existing moral concepts of Akuapem society.",

            "abstractNote": "During the twentieth century Danish policies to prevent venereal diseases (VD) were characterized by coercive measures targeting all citizens and formulated in a gender neutral language. Voluntary individual initiatives were only during the 1970s and 1980s accepted as the best means to curb these diseases. This paper analyses debates in the Danish parliament on legislation between 1906 and 1988 to prevent VD, exploring when and why provisions shifted from coercive policies to voluntary initiatives. It considers the possible impact of accepted norms for sexual behaviour as well as of the increasingly influential medical profession. It discusses to what extent VD legislation complied with core elements of emerging and later changing welfare state policies and charts the position of political parties with regard to legislation on VD.",

            "abstractNote": "The international traffic in European prostitutes to South Asia became a matter of political debate both in Britain and India from the 1880s onwards. After discussing briefly the metropolitan obsession with the so-called 'White Slave Traffic', this article reconstructs the spread of the prostitution networks until WW I, gives a short account of the working conditions of the European prostitutes, and analyses the discourse it provoked around the topics of morality and racial prestige between various and often antagonistic sectors of colonial and metropolitan societies. By focusing on a group of 'white subalterns', this article challenges received notions af colonialism as an homogenous enterprise based on clear-cut racial distinctions and makes a strong argument for the introduction of 'class' as an important category for the understanding of the imperial project.",

            "abstractNote": "In its initial years, the nascent Turkish republic established the Ministry of Health and Social Assistance in order to promote public health. Beyond simply facilitating its modernizing agenda for the emergent nation-state as it sought to define itself against an Ottoman past, this institution was also geared toward remedying a self-defined population crisis by prioritizing and confronting particular diseases and health conditions. One of the maladies of utmost concern was syphilis. Based upon an analysis of official primary sources, this article engages with how the developing republic distinguished and consequently politically constructed—or framed—the syphilis problem from the vantage of its new forward capital, Ankara. Integral to this project of confronting this sexually transmitted disease, public health officials projected upon both this ailment and their understanding of the suitable means for its treatment their own views of what constituted appropriate sexual practices and relations. In doing so, certain subgroups of the population, especially prostitutes, were particularized as targets for surveillance and policing through regimes of licensing and compulsory medical examinations. Stemming from the state's framing of the disease—and its definition of appropriate sexual practices—this article also examines the subsequent legislative and public health education projects that followed.",

            "abstractNote": "This article analyzes testimony about forced prostitution voiced in New York City's Court of General Sessions from 1908 to 1915. During these years, the problem of coercive prostitution—commonly called “white slavery”—received an unprecedented amount of attention from journalists, politicians, and antivice activists. Drawing from verbatim transcripts of compulsory-prostitution trials, our research examines the relationship between cultural narratives and courtroom storytelling. We show how the white slavery narrative in popular culture oriented prosecutors, defense attorneys, judges, and jurors in prostitution trials. Extending the account of social control in the sociological literature on antivice activism, our analysis shows that the prosecution of forced prostitution was not simply a top-down exercise of juridical power. Using insights from conversation analysis and cultural history, an examination of compulsory-prostitution cases reveals a quadripartite storytelling process where judges and jurors—with different orientations to the white slavery narrative—played a constitutive role in how the defense and prosecution argued their cases.",

            "abstractNote": "In lieu of an abstract, here is a brief excerpt of the content: American Quarterly 57.2 (2005) 411-437 The White Slavery Scare and Social Governance in the Progressive Era Christopher Diffee In 1912 Jane Addams breathed a sigh of relief that social control was on the rise. \"Fortunately . . . for our moral progress,\" Addams noted optimis-tically, \"the specious and illegitimate theories of freedom are constantly being challenged, and a new form of social control is slowly establishing itself on the principle, so widespread in contemporary government, that the state has a responsibility for conditions which determine the health and welfare of its own members; that it is in the interest of social progress itself that hard-won liberties must be restrained by the demonstrable needs of society.\" In attacking such \"specious and illegitimate theories of freedom,\" Addams joined a broad coalition of Progressive reformers seeking to reshape the tenets of liberalism. Had not the very forces of modernity, these reformers asked, rendered liberal ideals of personal freedom from state control obsolete and out of fashion? As the Supreme Court has infamously shown by its 1905 Lochner decision, in the machine age, individual freedom had all too often become an excuse for economic exploitation, striking down New York's ten-hour workday as an obstacle to \"freedom of contract.\" Appeals to laissez-faire freedom—whatever \"laissez-faire\" might mean in the era of Standard Oil, U.S. Steel, and the U.S. Rubber Company—only tied the hands of reformers, who increasingly felt that state and federal government offered the sole counterbalance to corporate control, urban degeneration, and social anomie. As Herbert Croly argued in The Promise of American Life, individual liberty was no longer a good to be protected from state intrusion, but rather a product of state regulation to be actively generated by a vigilant state. In this Progressive reconstruction of liberalism, the groundwork for true liberty lay in forms of \"social control\" that might paradoxically seem a restraint on \"hard-won liberties.\" Yet what, in Jane Addams's view, necessitated such restraints? The attacks against \"illegitimate theories of freedom\" appear in her 1912 examination of commercial vice and white slavery, A New Conscience and an Ancient Evil. The white slavery scare, sweeping through Great Britain in the 1880s, but arriving in the United States shortly before World War I, offered a particularly powerful context for social regulation. Unlike other Progressive Era issues concerning working hours or occupational safety, white slavery threatened to upset the basic framework of classical liberalism—the division of society into distinct private and public spheres. For if evil could penetrate into the home and steal away its most precious goods, was not the state obligated to leave the public sphere and enter into the hallways and bedrooms of the home to ensure every young girl's safety? Prostitution therefore came to dramatize, as few issues could, the practical necessity of responding to social problems on their own terms and tracing the roots of commercial vice into the private lives and daily routines that nurtured public immorality. Addams's own account illustrates such a tentative foray into the home. Basing her book upon the investigations waged by the Juvenile Protective Association of Chicago, Addams finds herself inundated in \"a bewildering mass of information\" gathered on the home life of one hundred Juvenile Court children and four thousand parents, supplemented by the personal histories of nearly a thousand girls working in the department stores, factories, offices, hotels, and restaurants of Cook County. In response to this mass of social data, Addams's book works to construct what she calls a \"counter-knowledge\" that would answer the pervasive network of sexual allurement in dance halls, nickelodeons, and amusement parks with an equally expansive circuit of social control involving, in her words, \"city officials, policemen, judges, attorneys, employers, trades unionists, physicians, teachers, newly arrived immigrants, clergymen, railway officials, and newspaper men.\" In this essay, I will use one of the most popular linkages in the white slavery panic—the release of George Loane Tucker's film Traffic in Souls in November 1913—to explore how erotic danger helped revise the liberal dualism of public and private space, and thereby worked to craft a new understanding of the state's...",

In particular it examines the rise of the social worker movement, and the ramifications of this on the experiences of Germany’s prostitute women, recently ‘freed’ from the brothels. It argues that social workers, although claiming to support prostitute women, utilised a process of ‘Othering’ in relating to them, a process similar to that described in colonial relationships. Although female social workers claimed to better represent prostitute women, the prostitutes themselves had far less complimentary views concerning their interactions with social workers.",

            "abstractNote": "This article traces prostitution in al-Mahalla in the first half of the 20th century as a regulated urban practice until the trade was outlawed in Egypt in 1949. Studying prostitution during this period of exceptionally rapid growth and transformation not only provides a window on a particular type of illicit sexuality and public morality in a colonial context, it also gives us a hint as to gender relations and inter-communal relations on the invisible marginalized part of a provincial local community, and how it was socially transformed. I argue that the regulation of prostitution in Egypt in 1882 and 1905 created a sphere for a power contest between the colonial state and the local community, between nationalist discourse and the local way of life, and between public morality and private space. While nationalist discourse constructed one virtuous nation, the local community accepted the licensed prostitution quarter, and resisted secret prostitution. The people of the town actively and continually shifted boundaries on what was public and what was private, what was the state's responsibility and what was communal liability.",

            "abstractNote": "In the past decade, the study of sexuality has proven to be one of the most dynamic academic enterprises. Among the most popular topics has been the history of prostitution. Archivists have been invaluable but largely unsung allies in the explosive growth of a new revisionist literature. Through the preservation of long-ignored and oftendiscarded records and manuscripts, archivists provided the means enabling historians to answer many new questions, not only about prostitution but about the history of sexuality. Yet some of these sources raise provocative and controversial problems for historians and archivists documenting the history of sexuality.
