No one measure is universally best for all accuracy assessment objectives, and different accuracy measures may lead to conflicting conclusions because the measures do not represent accuracy in the same tray. Choosing appropriate accuracy measures that address objectives of the mapping project is critical. Characteristics of some commonly used accuracy measures are described, and relationships among these measures are provided to aid the user in choosing an appropriate measure. Accuracy measures that are directly interpretable as probabilities of encountering certain types of misclassification errors or correct classifications should be selected in. preference to measures not interpretable as such. User's and producer's accuracy and the overall proportion OF area correctly classified are examples of accuracy measures possessing the desired probabilistic interpretation. The kappa coefficient of agreement does not possess such a probabilistic interpretation because of the adjustment for hypothetical chance agreement incorporated into this measure, and the strong dependence of kappa on the marginal proportions of the error matrix makes the utility of kappa for comparisons suspect. Considerable research has been directed at the various components of the mapping process, including the assessment of accuracy. This paper briefly reviews the background and methods of classification accuracy assessment that are commonly used and recommended in the research literature. It is, however, evident that the research community does not universally adopt the approaches that are often recommended to it, perhaps a reflection of the problems associated with accuracy assessment, and typically fails to achieve the accuracy targets commonly specified. The community often tends to use, unquestioningly, techniques based on the confusion matrix for which the correct application and interpretation requires the satisfaction of often untenable assumptions (e.g., perfect coregistration of data sets) and the provision of rarely conveyed information (e.g., sampling design for ground data acquisition). Eight broad problem areas that currently limit the ability to appropriately assess, document, and use the accuracy of thematic maps derived from remote sensing are explored. F.", "lastName": "Pinto Da Costa" } ], "abstractNote": "The revision of the 1995 land cover dataset for the Vale do Sousa region, in the northwest of Portugal, was carried out by supervised classification of a multi‐spectral image from the Advanced Spaceborne Thermal Emission and Reflectance Radiometer (ASTER) sensor. The nine reflective bands of ASTER were used, covering the spectral range from 0.52–2.43 µm. The image was initially ortho‐rectified and segmented into 51 186 objects, with an average object size of 135 pixels (about 3 ha). A total of 582 of these objects were identified for training nine land cover classes. The image was classified using an algorithm based on a fuzzy classifier, Support Vector Machines (SVM), K Nearest Neighbours (K‐NN) and a Logistic Discrimination (LD) classifier. The results from the classification were evaluated using a set of 277 validation sites, independently gathered. The overall accuracy was 44.6% for the fuzzy classifier, 70.5% for the SVM, 60.9% for the K‐NN and 72.2% for the LD classifier. The difficulty in discriminating between some of the forest land cover classes was examined by separability analysis and unsupervised classification with hierarchical clustering. was a hotspot of forest change in the 2000s. Biodiversity conservation planning and accurate estimation of forest carbon fluxes and pools need more accurate information about forest area, spatial distribution and fragmentation. However, the recent forest maps of Southeast Asia were generated from optical images at spatial resolutions of several hundreds of meters, and they do not capture well the exceptionally complex and dynamic environments in Southeast Asia. The forest area estimates from those maps vary substantially, ranging from 1.73×106 km2 (GlobCover) to 2.69×106 km2 (MCD12Q1) in 2009; and their uncertainty is constrained by frequent cloud cover and coarse spatial resolution. Recently, cloud-free imagery from the Phased Array Type L-band Synthetic Aperture Radar (PALSAR) onboard the Advanced Land Observing Satellite (ALOS) became available. We used the PALSAR 50-m orthorectified mosaic imagery in 2009 to generate a forest cover map of Southeast Asia at 50-m spatial resolution. The validation, using ground-reference data collected from the Geo-Referenced Field Photo Library and high-resolution images in Google Earth, showed that our forest map has a reasonably high accuracy (producer's accuracy 86% and user's accuracy 93%). The PALSAR-based forest area estimates in 2009 are significantly correlated with those from GlobCover and MCD12Q1 at national and subnational scales but differ in some regions at the pixel scale due to different spatial resolutions, forest definitions, and algorithms. The resultant 50-m forest map was used to quantify forest fragmentation and it revealed substantial details of forest fragmentation. We discuss the challenges we encountered and the emerging opportunities for co- management in the overlap areas between ancestral domain and protected areas. The paper highlights the importance of inter-organizational cooperation as demonstrated by the various actors (i.e. government, indigenous groups, non-government organizations and academia) which resulted in synergies instrumental in fulfilling the provisions of a progressive law.
