"abstractNote": "Urban green spaces (UGS) have been shown to provide a number of environmental and social benefits relevant for a higher quality of life of residents. However, population growth in cities combined with urban planning policies of (re)densification can drive the conversion of UGS into residential land. This development might result in an unequal distribution of UGS in a city. We present an analysis of UGS provisioning in Berlin, Germany in order to identify distributional inequities between UGS and population which are further discussed in light of variations in user preferences associated with demographics and immigrant status. Publicly available land use and sociodemographic data at sub-district level are applied in a GIS, dissimilarity index and cluster analysis approach. Results show that although most areas are supplied with more UGS compared to the per capita target value of 6 m2, there is considerable dissimilarity by immigrant status and age. To address rising concerns about socio-environmental justice in cities and to evaluate the (dis)advantages of applying UGS threshold values for urban planning, visitor profiles and preferences of a site-specific case, the park and former city airport Berlin-Tempelhof are analyzed. Results from questionnaire surveys indicate that the identified dissimilarities on sub-district level are not the same as socio-environmental injustice in Tempelhof, but point to a mismatch of UGS and user preferences. In addition to evaluating UGS distribution, the match between quality of a park and specific cultural and age dependent user needs should be considered for successful green infrastructure planning rather than focusing on target values.",

"abstractNote": "Neighborhood parks in urban areas have long been seen as contested spaces. Because they are publically owned, they are at the same time everyone's and no one's. As public resources they have little intrinsic guardianship and thus are susceptible to being taken over for undesirable activities (that is, living spaces for the homeless, markets for drug dealers and delinquent behavior magnets for juveniles). While much has been written about parks and crime, little research exists which empirically examines the topic. The current research examines neighborhood parks in Philadelphia, PA as they relate to crime and disorder that occurs outdoors. We use primary data collection to quantify the number of potential activity generators (recreation centers, pools, playground, night lighting, and so on) and other park characteristics. Land use on adjacent streets is also collected. Our analysis finds that neighborhood parks are associated with increased levels of crime in the surrounding area. However, specific characteristics of parks are associated with lower crime levels.",

"abstractNote": "Park-based physical activity is a promising means to satisfy current physical activity requirements. However, there is little research concerning what park environmental and policy characteristics might enhance physical activity levels. This study proposes a conceptual model to guide thinking and suggest hypotheses. This framework describes the relationships between park benefits, park use, and physical activity, and the antecedents/correlates of park use. In this classification scheme, the discussion focuses on park environmental characteristics that could be related to physical activity, including park features, condition, access, aesthetics, safety, and policies. Data for these categories should be collected within specific geographic areas in or around the park, including activity areas, supporting areas, the overall park, and the surrounding neighborhood. Future research should focus on how to operationalize specific measures and methodologies for collecting data, as well as measuring associations between individual physical activity levels and specific park characteristics. Collaboration among many disciplines is needed.",

"abstractNote": "This article examines the distribution of parks in Baltimore, Maryland, as an environmental justice issue. In addition to established methods for measuring distribution of and access to parks, we employ a novel park service area approach that uses Thiessen polygons and dasymetric reapportioning of census data to measure potential park congestion as an equity outcome measure. We find that a higher proportion of African Americans have access to parks within walking distance, defined as 400 meters or less, than whites, but whites have access to more acreage of parks within walking distance than blacks. A needs-based assessment shows that areas with the highest need have the best access to parks but also have access to less acreage of parks compared to low-need areas. Park service areas that are predominantly black have higher park congestion than areas that are predominantly white, although differences are less apparent at the city level than at the metropolitan level. Following Iris Young and others, we argue that conceptions of justice must move beyond distributive justice and address the social and institutional mechanisms that generate inequities. For Baltimore, we examine how segregation ordinances, racial covenants, improvement associations, the Home Owners Loan Corporation, and the Parks and Recreation Board created separate black spaces historically underserved with parks. These mechanisms ultimately fueled middle-class flight and suburbanization and black inheritance of much of Baltimore's space, including its parks. If justice demands just distribution justly achieved, the present-day pattern of parks in Baltimore should be interpreted as environmental injustice.",

"abstractNote": "The provision of urban services is a central issue in urban planning and development. The distribution of these services to guarantee their effective utilization is another focus of concern. As citizens are heterogeneous in character, their access to urban public services is affected by the distribution of those services. Access to some services with fixed facilities is limited by the location of the service within a city. In this study, which focuses on the city of Ankara, Turkey, the parks and recreational facilities are evaluated in terms of both service and user characteristics. Since the service has a merited reputation due to the public and its free provision, a local government aiming for a just distribution claims to distribute the service ‘equally’ on a geographical basis. This study evaluates the current policy and proposes distributional justice to achieve a truly equitable distribution, which is sensitive to the characteristics of different citizen groups, instead of the territorial justice (i.e. park distribution based on geography) that cannot satisfy the conditions of effective utilization.",

It will be claimed that the institutional vacuum that surrounds Brazilian metropolitan areas in general, and Greater Curitiba in particular, has been intensified by the emergence of a competitive and decentralised state spatial regime, which has consolidated a fragmented and neo-localist system of governance. Preliminary empirical evidence will be provided on the challenges that are being faced within the new regime in articulating socio-spatial, economic and environmental strategies in the direction of a more sustainable metropolitan future.",

"abstractNote": "Green spaces are one important indicator of urban quality of life. Yet urban green space research is often carried out in industrialized nations, with relatively little known about green space use and preferences in rapidly urbanizing cities in developing countries. With high levels of urbanization and widening inequalities in many Latin American cities, it is necessary to evaluate green space situated within cultural and geographical contexts. In this study, green space usability was explored by examining preferences, perceptions, and access barriers of parks and urban green space using on-site individual semi-structured interviews and systematic observations of behavior among a purposive sample of urban residents. We sought to determine whether certain sectors of the urban population have access to green space in close proximity of their homes and localized patterns of use in (municipal) urban parks and neighborhood parks. The revitalization and construction of urban parks in the last decade in Santa Cruz, Bolivia was found to reduce access barriers for residents by providing more desirable and safer public spaces for leisure and recreation. However, gender disparities were found in terms of usage and we document unequal distribution of larger and more desirable green spaces throughout sectors of the city, so that not all urban residents are experiencing such benefits. Results highlight the potential importance of designing green spaces to serve as equalizers in urban areas characterized by social and spatial inequalities.",

"abstractNote": "This paper addresses two typically separate issues contributing to urban quality of life: increasing noise levels and declining quality of public green space. Drawing from environmental psychology, ecology and acoustical methods, this interdisciplinary research studied the soundscapes of three green spaces in a UK city through interviews with 70 park users, the measurement of habitat and recording of sound levels. The data reveal a prevalence of mechanical sounds and a hierarchy of preference for natural over people and mechanical sounds. There was a link between sound levels, both objective and perceived, and the type of sounds heard. The presence of these sounds varied across sites in part due to the ecological qualities of the place, specifically the presence of birds and shrub vegetation. The results suggest that people's opportunity to access quiet, natural places in urban areas can be enhanced by improving the ecological quality of urban green spaces through targeted planning and design.",

In this paper, I define utopian ideology as a doctrine that is imposed by a central or local government and that aims at reaching a future state of optimum permanent equilibrium. Under my definition, the theory of free markets is the opposite of an utopian ideology because, first, free markets are spontaneously created by individuals and firms and cannot be imposed by governments, and second, because free markets imply constant adjustment toward an ever changing state of equilibrium which cannot be known in advance. The main points developed in this paper are that (i) in some cases ideology could become the main determinant of urban shape, (ii) the spatial outcomes of opposite ideologies are often identical and (iii) Cities shaped by utopian ideologies impose a measurable cost affecting adversely the welfare of their inhabitants. While I concentrate on three extreme examples of ideologically shaped cities – Brasilia, Johannesburg and Moscow – I also show that milder cases of ideologies in cities like Curitiba (Parana, Brasil) and Portland",

"abstractNote": "Studies continue to reveal that urban green spaces, such as nature parks, can be a means for maintaining and improving the wellbeing of city dwellers. This study looked at the contribution urban nature parks make to perceptions of neighborhood social health among residents of Portland, Oregon the states most densely populated city. We tested four hypotheses: (1) parks within walking distance of respondents homes are positively associated with neighborhood social health, (2) parks within driving distance are positively associated with neighborhood social health, (3) park-related social activity mediates the relationship between parks within walking distance and neighborhood social health, and (4) park-related social activity mediates the relationship between parks within driving distance and neighborhood social heath. Using multiple regression analysis on data collected from a mail back survey, we obtained results that indicate that city nature parks in Portland within walking and driving distance of our samples homes are positively associated with perceptions of neighborhood social health. Park user status was included in regression models to account for the possibility that park users may be likelier to positively associate parks with neighborhood social health given users enjoyment of the benefits urban outdoor recreation sites supply. User status was not significantly related to sense of neighborhood social health. We tested for mediation to explore whether park related social interaction helped account for the influence of nature parks on perception of neighborhood social health. Park-related social interaction partially mediated the relationship between both park proximity variables and sense of neighborhood social health. Our tests for mediation indicate that a part of the contribution to neighborhood social health Portland nature parks provide occurs because of the social activity such parks facilitate. These results are consistent with prior research and are suggestive of the contribution urban nature parks make to socially healthy city neighborhoods in Portland. This research is of particular importance in light of increasing urbanization in the U.S. Studies indicate that more Americans are living in cities than ever before, and this trend is projected to continue. City green spaces such as nature parks provide physical, psychological, and social health benefits, as well as ecosystem services, all of which support healthier, happier city dwellers and more sustainable cities. The research findings herein discussed provide Portland park planners and managers with further empirical data to help leverage increasingly scarce resources for urban park maintenance and development.",
