Objective: To analyze the display of the elements that involve the theoretical and public policies component in the activation of joint efforts to recognize the articulation of different society actors involved in the problem. Materials and method: Proquest, Hinari, Ovid, Lilacs, Medline y the Scielo bibliographic index were exhaustedly reviewed. A list of keywords related to the topic which motivated this review which have been included in the observation window since the decade of the 60's to date. Approximately 35 publications were captured which met the case requirements. Results: It is evident since the 60's the synergy of the triad: human component, environment setting and that related to the vehicles to explain the genesis of road accidents. A fourth element is the exposure concept defined as the probability to have an event depending on the distance traveled; besides, there is the population conception and the road accident frequency analysis from the holistic view and the need to include the consensus or social pact component. The road security public policies have dealt with the concept of citizen culture as the process through which citizens understand rules and regulations in a voluntary way in order to reach the levels of citizen coexistence. Conclusions: It is necessary to propose road and pedestrian inclusive, comprehensive, security policies that widen the human behavioral environmental factor approach towards a population, citizen culture, and social risk view approach. It is necessary to think the public aspect from the social pacts established with politicians and governmental entities in the local and municipal contexts in order to achieve concordance with the elements that constitute it. This paper describes a 14-country initiative, sponsored by the Inter-American Development Bank in partnership with other regional agencies, to develop--collectively and by consensus--indicators for peaceful coexistence and citizen security that permit comparisons among countries, systematization of methods for the production and collection of pertinent data, the development of regional policies, and the dissemination and sharing of good practices. The selected indicators were homicide, death from road traffic injuries, suicide, death by firearm, sexual crime, family violence, child abuse, robbery, theft, vehicle theft and robbery, abduction, traffic offenses committed while under the influence of alcohol, general victimization, victimization by theft, victimization by robbery, perception of insecurity, perception of fear, confidence in institutions, and justification of the use of violence. For each indicator, agreement was reached on the type of measurement and the minimum variables that should be taken into account to have appropriate criteria for comparison. The Safe Communities Model of the World Health Organization has demonstrated to be successful for injury prevention and safety promotion in countries with different socioeconomic levels. In this model, the community is the protagonist of actions and, depending on the priorities identified, injury prevention programs are directed to age groups and gender, environments and situations, active participation of different sectors, and the use of initiatives and local resources. Sustainability of actions through governmental commitments and alliances among different sectors and organizations are guaranteed. The Latin American region is among those that have higher rates of mortality by injury and there are favorable experiences with the implementation of this model in countries like Chile, Peru, and Mexico which should be extended to other countries in the region. In our perspective, South America's tradition of peace and cooperation represents a crucial input to define its strategic relationship with the international security architecture. In this paper we have set out the following aims. Firstly, we have briefly reviewed part of the recent literature on restriction of power, with special emphasis on the strategies usually deployed by middle powers throughout the international security system. Then, we have analyzed and recovered the concept of \"heterodox autonomy\", suggested by Juan Carlos Puig, as we believe it constitutes an adequate conceptual platform for the deployment of strategies in the international security system. This paper analyses the security policies reconfiguration in Mexico in the last decade (1995-2008), from the National System for Public Security Law (1995) [Ley del Sistema Nacional de Seguridad Pública], the Public Security National Plan, [Plan Nacional de Seguridad Pública], within National Crusade Against Crime and Delinquency (1998) [Cruzada Nacional contra el Crimen y la Delincuencia], to the Agreement referred; underlining the role of private security in the national security policies -like technology, logistics, or human resources suppliers. In this way, the interaction between non-public security organizations and States with politic institutions based on patronage and with weak democracy is analyzed.
