We find that Americans favor an average daily temperature of 65 degrees Fahrenheit, will pay more on the margin to avoid excess heat than cold, and are not substantially more averse to extremes than to temperatures that are merely uncomfortable. These preferences vary by location due to sorting or adaptation. We examine the universe of birth records and drinking water testing results for the state of New Jersey from 1997 to 2007. Our data enable us to compare outcomes across siblings who were potentially exposed to differing levels of harmful contaminants from drinking water while in utero. We find small effects of drinking water contamination on all children, but large and statistically significant effects on birth weight and gestation of infants born to less educated mothers. To what extent does the value of such a policy depend on the expected future damages from global warming versus uncertainty over those damages, i.e., on the expected benefits from the policy versus their riskiness? And to what extent should the policy objective be a reduction in the expected temperature increase versus a reduction in risk? Using a simple model of a stock externality (e.g., temperature) that evolves stochastically, I examine the “willingness to pay\" (WTP) for alternative policies that would reduce the expected damages under “business as usual\" (BAU) versus the variance of those damages. I also show how one can compute “iso-WTP\" curves (social indifference curves) for combinations of risk and expected returns as policy objectives. Given cost estimates for reducing risk and increasing expected returns, one can compute the optimal risk-return mix for a policy, and the policy's social surplus. This paper argues that such inattention may be rational in the market for automobiles and home appliances. To do so, it develops a heuristic model of a consumer's decision problem when purchasing an energy consuming durable good in which uncertainty about each good's energy efficiency can be resolved via costly effort. The model indicates under what conditions the consumer will be less likely to undertake this effort. The empirical portion of the paper argues that energy efficiency is often not pivotal to choice. This, along with a simulation of the automobile market, suggests that returns to paying attention to energy may be modest, and analysis of the information readily available to consumers suggests that the costs of being fully informed may be substantial. These include a simple MNL model with interaction terms between respondent characteristics and attribute levels, a latent class model, a random parameter (mixed) logit model, and a hybrid random parameter-latent class model. The public good valued was an increase in renewable electricity generation. The models consistently show that preferences over renewable technologies are heterogeneous among respondents, but that the degree of heterogeneity differs for different renewable technologies. Specifically, preferences over solar power appear to be more heterogeneous across respondents than preferences for other renewable technologies. The method expands the set of partially-observed Markov decision process (POMDP) problems that can be solved with standard dynamic programming tools by addressing dimensionality problems in the decision maker's belief state. Density projection is suitable for uncertainty over both physical states (e.g. resource stock) and process structure (e.g. biophysical parameters). We apply the method to an adaptive management problem under structural uncertainty in which a fishery manager's harvest policy affects both the stock of fish and the belief state about the process governing reproduction. We solve for the optimal endogenous learning policy—the active adaptive management approach—and compare it to passive learning and non-learning strategies. We set up a dynamic model of clean experience goods that replace old polluting consumption options and show how optimal regulation evolves over time. In our base setting where social and private learning incentives coincide, the optimal tax on the polluting consumption is increasing over time. We show, however, that if social and private learning incentives diverge because the private discount rate exceeds the social discount rate, it may be optimal to temporarily increase the tax rate beyond net marginal external damages to induce more learning before reducing the tax rate to the steady state level. Alternatively, one could complement the tax with subsidies for first-time users which can be phased out over time. Similar results apply if consumers have biased expectations.
