            "abstractNote": "Cities are a locus of human diversity, where people with varying degrees of wealth and status share an association within a particular urban boundary. Despite the common geography, sharp social divisions characterize many cities. High levels of urban violence bear witness to the difficult challenge of creating socially cohesive and inclusive cities. The devastated inner cities of many large American urban centres exemplify the failure of urban development. With an enlightened democratic approach to policy reform, however, cities can achieve social sustainability.Some cities have been more successful than others in creating environments conducive to the cohabitation of a diverse population. In this collection of original essays, case studies of ten cities (Montreal and Toronto in Canada, Miami and Baltimore in the United States, Geneva and Rotterdam in Europe, Sao Paulo and San Salvador in South America, and Nairobi and Cape Town in South Africa) are presented and analysed in terms of social sustainability. The volume as a whole looks at the policies, institutions, and planning and social processes that can have the effect of integrating diverse groups and cultural practices in a just and equitable fashion.The authors conclude that policies conducive to social sustainability should, among other things, seek to promote fiscal equalization, weave communities within the metropolis into a cohesive whole, and ideally, provide transport systems that ensure equal access to public services and workplaces, all within the framework of an open and democratic local governance structure.",

This article attempts to explain the concrete construction of regulatory mechanism at the local level as a part of a broader regulation process. It suggests that there is a strong connection between economic shifts and shifts in urban policy in Sweden. It rejects, however, the idea of the state serving capital accumulation à la carte.",

From the positive aspect they need to know their institutional environment: institutionalization theory can help. Three 'schools' of institutionalization theory are presented: 'Historical', 'Rational Choice' and 'Sociological Institutionalism'. The normative aspect of institutional transformation is institutional design: planning often demands this. Institutional design is defined and described: what is it, where is it done, and who does it. The article identifies the institutional-agent interactions that are the media and tools of institutional design, and reviews some of the knowledge base for institutional design practice under the headings of governance, coordination, and agency.",

            "abstractNote": "Against a background of socio-economic change, planning practitioners are struggling to embrace the various processes of transformation of structures and practices in meaningful ways. Theorists, in turn, are struggling to come to terms with these practice transformations. Whilst many theorists would accept the need for dynamic, relational approaches there is strong debate about the meanings and implications of new theory. Tensions may arise from fundamental differences between transcendental and immanent frames: practice and theory seek immanence, yet are caught in remnants of transcendence. I explore the potential of Deleuze and Guattari's concept of 'becoming' as creative experimentation. I conclude that planning may involve a transcendental structure immanent in its practical local expressions; and that theorizing could benefit from ' becomingplanning'.",

            "abstractNote": "In earlier publications I have argued that planning can be thought of as a form of persuasive and constitutive storytelling about the future. In this article I tell a story about the transformation of Louisville, Kentucky, a city of approximately 700,000 people located in the middle of the United States. The story begins in the early 1950s with a youth named Cassius Marcellus Clay, moves through space and time, weaves together a series of locally grounded common urban narratives, and ends at a new Center in Louisville named after Muhammad Ali. By weaving these tales together, I seek to demonstrate how narrative might be used to generate a more capacious approach to planning, but also to indicate how the physical design of the city-region has to be changed to make space for diverse common urban narratives. I end by suggesting that such an approach might help increase the sustainability of Louisville and other city-regions.",

            "abstractNote": "In this paper, we explore the importance of silence in planning, an endeavor we deem relevant in an era where communication and planning are seen as nearly equivalent. We investigate the meanings and functions of silence in the interpretation of plans, planned space and the planning process. We distinguish silence in the literal sense, as absence of sound, and metaphorical silence, representing other forms of absence: of other voices, of oppressed discourse, of intentionality. The paradoxical nature of silence, as potential fullness and emptiness of meaning, increases complexity and unpredictability in the interpretation of space, plans and the planning process. It is argued that a process of participatory planning, including many actors, documents and interpretations of space, necessarily multiplies the ambiguities introduced by silence. This creates steering problems for planners, but it also introduces openness and flexibility. Silence can have the positive function of stretching up the interpretations of space, plans and the process.",

However, this new scenario seems to have had little impact on critical thinking and related urban policies. This text looks at a number of issues urban research needs to address as a result of the trends many such cities are experiencing and the consequent shift from the social and spatial polarization of the past to a more composite pattern. The article aims to help bridge the gap that still exists between urban studies on the emerging city and planning theory.",

Interscalar strategies refer to the use of scaling processes through strategic cross-border restructuration and multiple localities. Localities are groups or communities such as neighborhoods, municipalities, suburbs, regions, and urban zones. Interscaling implies a network or relationship between each of these localities, each being at a different scale. Glurbanization, then, collapses the global and the local. It does not follow a hierarchical design whereby the nation-state controls how things work; rather, globalization now happens from both ‘below’ and ‘above’.",

            "abstractNote": "The processes of decentralization, marketization, and globalization of socioeconomic reform in the last few decades have promoted the transformation of local governance in China. City marketing has become one of the most typical local governance activities. This article examines the mechanism of city marketing and urban scaling-up in Xuyi County, which is marketed as “Lobster Capital” for its lobster production and festival, from urban awareness, economy, and governance. It argues that the effective combination of city marketing and local resource endowment is a very important tactic for the development of small- and medium-sized cities. The key point in this combination is the branding of local production. Moving from city marketing to city branding means not only a long-term development strategy but also an endogenous development model. Rather than simply focusing on attracting capital, continuous city marketing based on endogenous sources of power, such as political, economic, and cultural power, can effectively integrate local resource endowment to overcome the shortcomings of externality and the short-term nature of single city marketing and maximize the social benefit of city marketing, which will in the end promote the urban reputation and economic growth. Hence, the continuous city marketing mode can express the urban ability and actual strength in a clearer and better way. Local government and its effective governance system is the core of city marketing, in which the main governor’s impact plays a particularly important role. This is a typical pro-growth model of urban governance in China. This article uses Xuyi as the case of continuous city market to analyze the success of a reasonable local endogenous governance system promoted by the main governor through taking full advantage of local resources.",

            "abstractNote": "Abstract Although professional planning in China is relatively new, Chinese urban planning has roots in governance practices that predate both Mao and the current era of market-oriented reform. Government and social responses to the unprecedented contradictions caused by current reforms suggest some likely future directions for planning in China. I expect the discipline of planning will diversify from the current emphasis on enabling economic growth to include a stronger regulatory function, greater emphasis on maintaining environmental quality, and stronger analytical, communicative, and advocacy roles. Efforts to revive and strengthen property rights and reformulate urban communities will affect planning practice, but I expect politics to be more influential than institutional or bureaucratic changes.",

            "abstractNote": "This article proposes a theoretical framework to examine the effects of globalization on urban form and urbanism in the third world. Toward developing such a framework, the authors conceptualize globalization as the removal of political and physical barriers for the free movement of capital, people, information, and culture among nations and propose that the removal of such barriers have consequences on the cities of the third world. These consequences, the authors suggest, are expressed in the configuration of urban space, urban form, and urbanism in the third world. The authors look at those four agencies of globalization (movement of capital, people, information, and culture) and their effects. The goal of the article is to offer a critical framework for reviewing contemporary literature on globalization and third world urban form.",

            "abstractNote": "Modern urban regions are highly complex entities. Despite the difficulty of modeling every relevant aspect of an urban region, researchers have produced a rich variety of models dealing with interrelated processes of urban change. The most popular types of models have been those dealing with the relationship between transportation network growth and changes in land use and the location of economic activity, embodied in the concept of accessibility. This article reviews some of the more common frameworks for modeling transportation and land use change, illustrating each with some examples of operational models that have been applied to real-world settings. It then identifies new directions for future research in urban modeling and notes the important contributions of the field to date.",

            "abstractNote": "New York City is the quintessential immigrant gateway, and its transformation to a majority “minority” city is evident in the complex demography of its numerous neighborhoods. Based on detailed case studies of two neighborhoods undergoing significant development pressures that pose a dramatic reshaping of community life, this article examines whether New York City community boards serve as a “pivotal” public arena to mitigate racial tensions and meaningfully engage diverse stakeholders including immigrants in neighborhood planning. The case studies of Sunset Park, Brooklyn and Flushing, Queens demonstrate that community boards do not necessarily engage all stakeholders in meaningful or sustained ways and are limited in advancing race relations in a challenging socioeconomic context.
