It argues that while some women's groups have raised important critiques of trade agreements from a feminist perspective, they have largely failed to make the gendered dimension of regionalization visible in public debate on NAFTA and have had virtually no impact on public policy. The nature of the women's movements in the three countries limited the possibilities of greater contestation of the form of economic liberalization at both the national and transnational levels. But to what extent has the presence of women in parliament contributed to progress towards gender equality? In this article we argue that the passage of a parliamentary resolution on gender-responsive budgeting in Timor-Leste was an act of substantive representation, and we draw on a range of data to examine what made it possible. We find that while ‘newness’, international norms, women's movement unity, women's machinery in government and parliament and networks linking them were important, it was the development of a cross-party parliamentary women's caucus that was crucial to success. The role of gender-focused parliamentary institutions in supporting critical actors has rarely been examined in the literature on substantive representation. This is in contrast to the rich literature on institutions such as women's policy agencies. have used UNSCR 1325 as a tool for organizing and advocacy in three broad areas: women's inclusion in decision-making processes; regional and human security; and transitional justice. In response to perceived unwillingness by international as well as national actors to implement UNSCR 1325, women's organizations developed strategies to use this international norm to achieve their goals. They have done this, I argue, through a double ‘boomerang effect’. In their seminal 1998 work, Activists Beyond Borders, Keck and Sikkink demonstrated how NGOs operate to produce a boomerang effect; they appeal to transnational actors to assert international pressure against national governments in order to enforce compliance with human rights norms. In attempting to implement UNSCR 1325, women's organizations have also often added a reverse dimension, mobilizing local support through grassroots campaigns and regional networks in order to force the United Nations and other international actors to comply with their own resolution concerning women, peace and security. In doing so, they have achieved some success in promoting inclusion. I situate Argentina's report on the dictatorship, Nunca más (1984), in conversation with Elena Poniatowska's text on the 1968 Mexico City massacre, La noche de Tlatelolco (1971), to trace the rise of a global human rights discourse that has become the dominant manner of conceptualizing human rights violations and gender violence in the latter half of the twentieth century. While feminist critiques of human rights have centered on the lack of gender-specific focus of violence committed against women, this article questions whether the women's human rights discourse disengages the historical, economic and geopolitical realities from which these violations were committed and instead focuses on women's sexual violations to garner international condemnation of gender violence. By turning to these texts, this article centers on the possibilities and limitations of women's human rights discourse and the impact this has on the shaping of women's political agency. This article aims to critically evaluate the insights of both these approaches to knowledge in light of feminist theory and the practices of one social movement, that is, the women's reproductive rights movement. The article argues that any understanding of the nature and sources of knowledge claims deployed within movements needs, on the one hand, to draw from both these perspectives – rather than choose between them – and, on the other, to reach beyond them. Women are organizing locally and nationally and are networking across the continent on an unprecedented scale. They have in many countries been aggressively using the media to demand their rights in a way not evident in the early 1980s. In some countries they are taking their claims to land, inheritance and associational autonomy to court in ways not seen in the past. Women are challenging laws and constitutions that do not uphold gender equality. In addition, they are increasingly moving into government, legislative, party, NGO and other leadership positions previously the nearly exclusive domain of men. In these and other ways women have taken advantage of the new political openings that occurred in the 1990s, even if the openings were limited and precarious. This second generation of activism is markedly different from the earlier post-independence generation of women's mobilization. The reasons for these shifts are varied: the rise of multi-partyism and demise of military rule; the growing influence of the international women's movement; shifting donor strategies; the expansion of the use of the cell phone and the Internet in the late 1990s; coupled with a significant increase in secondary and university educated women. This article examines how international and subnational factors have affected Galician nationalist feminists, rural women's associations and bureaucrats working in women's policy machineries. The article explains how these equality actors similarly base their activism on local and international themes, yet maintain different stances on the meaning of equality. I uncover how the subnational manifestation of women's policy machineries – themselves an international phenomenon – hastened diversity and even discontent among local equality actors. I argue that while assessments of the achievements and challenges of the movement abound within and outside academia, there is a remarkable silence around issues of generations and intergenerational relationships. How do recent gains in women's rights resonate with the younger generation in the country? How supportive and involved are young people in consolidating these gains? To explore these questions, this article draws on in-depth interviews with thirty-two young men and women. While the sample size is relatively small, the ethnographies suggest complex ways in which youth relate to the gains of the women's movement and women's rights activism. I have identified three broad trends in youth's attitudes: willed self-distantiation, cautious identification and strategic endorsement. They all suggest that the consolidation of recent gains and promotion of gender equity are difficult to achieve without a greater involvement and inclusion of the younger generation. However, three recent developments potentially undermine NGOs' ability to promote feminist-inspired policies and social change. First, States and inter-governmental organizations (IGOs) increasingly have turned to feminist NGOs as gender experts rather than as citizens' groups advocating on behalf of women's rights. Second, neoliberal States and IGOs often view NGOs as surrogates for civil society , assuming they serve as 'intermediaries' to larger societal constituencies. And third, States increasingly subcontract feminist NGOs to advise on or execute government women's programs.
