            "abstractNote": "Unlike the practices of contracting out and privatization, which reduce public sector involvement and responsibility in service provision, public entrepreneurial practices may be one of the best ways to improve government performance and meet citizens’ demand efficiently and effectively. This study examines the relationships between organizational characteristics and public entrepreneurship in order to provide empirical support for entrepreneurial practices in state governments in the United States. The study found that most organizational characteristics influence the entrepreneurial behaviors defined as risk-taking, innovativeness, and proactiveness. The findings suggest that organizational structures and strategies in the public sector need to be adjusted to stimulate entrepreneurial activities and culture through opportunity-driven management.",

            "abstractNote": "Financial reports under New Public Management (NPM) programs can provide an incomplete picture of government finances. Post-NPM reforms could help overcome this weakness through the use of aggregate financial measures. This article focuses on the effects of the agencification process analyzing the differences between individual and aggregate measures of government financial performance in the Spanish local government. In general, the results show there is greater compliance with post-NPM postulates, although this does not mean that NPM and post-NPM management models cannot coexist. The use of aggregate performance measures could help bring about this improvement in controlling public agencies and, therefore, make public sector entities more efficient.",

            "abstractNote": "Over the last two decades, governments around the world have launched ambitious efforts to reform the way they manage their programs. Citizens in nations like Mongolia and Sweden, New Zealand, and the United States have demanded smaller, cheaper, more effective governments. They have also asked for more programs and better services. To resolve this paradox, governments have experimented with scores of ideas to be more productive, to improve performance, and to reduce costs. In The Global Public Management Revolution, Donald F. Kettl charts the basic models of reform that are being employed worldwide, including New Zealand's new public management, the U.S. effort at reinventing government, and related efforts in developed and developing nations. In reviewing the standard strategies and tactics behind these reforms, Kettl has identified six common core ideas: the search for greater productivity; more public reliance on private markets; a stronger orientation toward service; more decentralization from national to subnational governments; increased capacity to devise and track public policy; and tactics to enhance accountability for results. Kettl predicts that reform and reinvention will likely become mantras for governments of all stripes, requiring the instinct for reform to be hardwired into government practice. Ultimately, this strategy means coupling the reform impulse with governancegovernment's increasingly important relationship with civil society and the institutions that shape modern life.",

            "abstractNote": "The article focuses on the introduction of the new concept of results-based management (RBM) in Zimbabwe's public sector. The major tenets of RBM are explored and examined against traditional implementation-focused public management systems. The study investigated the benefits from RBM, problems being encountered and lessons from experience. Zimbabwe's experience with a results-based management programme has also been examined against global experiences from other countries. Documentary search and field research revealed that in addition to some epochs of progress the politics of administration, forces of patron-clientelism and rampant administrative and technical incapacity have been the major setbacks to the fruition of RBM. This revelation casts doubt on whether a proper readiness assessment was conducted before the initiative's introduction. On the contrary a review of literature indicates that although the implementation of a results-based management system is easier said than done, it still remains an indispensable tool of effective public management.",

            "abstractNote": "This article contributes to our understanding of public service motivation and leadership by investigating ways in which organizational leaders can reinforce and even augment the potential effects of public service motivation on employees’ attraction to the organization’s mission (mission valence). The results contribute to two research questions. First, the findings provide new evidence on the sources of public service motivation. The authors find that transformational leadership is an organizational factor associated with higher public service motivation. Second, the article examines the relationship between transformational leadership and mission valence. The authors find that transformational leadership has an important indirect effect on mission valence through its influence on clarifying organizational goals and fostering public service motivation.",

While inclusion often implies public participation, we have observed that one of the challenges for public managers practicing inclusive management is the necessity of combining information and perspectives of three domains: the political, the technical, and the local or experiential.             "abstractNote": "Despite a declining interest in the relationship between leadership, culture, and performance in the scholarly literature, culture change is alive and well among leaders in the public sector as a means to improve performance. This essay reviews the trajectory of culture studies and proposes a modest model of organizational culture that sets aside many of the conceptual and methodological arguments about culture, focusing instead on what leaders actually do to change culture. The model is examined in the context of organizational culture change efforts in the city of Alexandria, Virginia. Several practical and theoretical insights are offered from this pragmatic and leadership-focused approach to culture.",

            "abstractNote": "Purpose – The purpose of this article is to evaluate current techniques in capital budget decision making in Canada, including real options, and to integrate the results with similar previous studies.\n\nDesign/methodology/approach – A mail survey was conducted, which included 88 large firms in Canada.\n\nFindings – Trends towards sophisticated techniques have continued; however, even in large firms, 17 percent did not use discounted cash flow (DCF). Of those which did, the majority favoured net present value (NPV) and internal rate of return (IRR). Overall between one in ten to one in three were not correctly applying certain aspects of DCF. Only 8 percent used real options.\n\nResearch limitations/implications – One limitation is that the survey does not indicate why managers continue using less advanced capital budgeting decision techniques. A second is that choice of population may bias results to large firms in Canada.\n\nPractical implications – The main area for management focus is real options. Other areas for improvement are administrative procedures, using the weighted average cost of capital (WACC), adjusting the WACC for different projects or divisions, employing target or market values for weights, and not including interest expenses in project cash flows. A small proportion of managers also need to start using DCF.\n\nOriginality/value – The evaluation shows there still remains a theory-practice gap in the detailed elements of DCF capital budgeting decision techniques, and in real options. Further, it is valuable to take stock of a concept that has been developed over a number of years. What this paper offers is a fine-grained analysis of investment decision making, a synthesis and integration of several studies on DCF where new comparisons are made, advice to managers and thus opportunities to improve investment decision making.",

            "abstractNote": "State governments in the United States have enthusiastically embraced the idea of managing for results. This appears to represent a victory for New Public Management policy ideas transferred from New Zealand, the United Kingdom, and Australia. The managing for results doctrine that emerged from these countries called for an increased focus on results but also increased managerial authority to achieve results. In return, it was claimed, governments would enjoy dramatic performance improvement and results-based accountability. This article assesses the implementation of public management reform in the United States and argues that the managing for results doctrine has been only partially adopted. State governments selected some of the New Public Management ideas but largely ignored others. In short, state governments emphasized strategic planning and performance measurement but were less successful in implementing reforms that would enhance managerial authority, undermining the logic that promised high performance improvements.",

Recent research indicates that states with well-functioning performance budgeting systems are more likely to have enacted pertinent laws than states with weak or no performance budgeting system. The authors find that performance budgeting legislation containing detailed instructions on the development, reporting, and use of performance data contributes to stronger use of performance budgeting systems in state governments.",

            "abstractNote": "Purpose – This article aims to report on research undertaken to assess the utility of public value theory in understanding results-based management from the perception of public sector executives in Canada.\n\nDesign/methodology/approach – The research was carried out using a case study approach. Within the case study, the primary data source was 16 interviews with executives leading to the development of a framework integrating public value and results-based management.\n\nFindings – The findings are presented through the elements of public value theory, as well as findings which fall outside of the explanatory powers of this theory. A framework integrating results-based management and public value is presented.\n\nResearch limitations/implications – The framework must be viewed as an initial study exploring an under-researched field. The paper focuses on one case study although the interviews within the case study were extensive and it took an interpretative approach, allowing the findings to emerge.\n\nOriginality/value – The article reports on empirical research that examined this issue from the perspective of executives. It will engage public value theory in developing an understanding of executive managers' perceptions, behaviours, and responses to changes introduced by results-based management.",

            "abstractNote": "There is now a huge literature on public sector performance management systems (PMSs), but only a small fraction of it directly addresses the logics used by those who use or are subject to such systems. This article analyses a variety of ‘alternative logics’, covering a range of different types of gaming, cheating and symbolic uses. A synthesis is advanced, indicating how the different logics are inter-related and how they are likely to affect different actors within PMSs. It argues that two balances appear to be crucial in restraining the growth of alternative logics: one between continuously refreshing PMSs and keeping them stable, and the other between tight or loose coupling of measures to incentives. Realist evaluation may offer a useful way of analysing this hitherto concealed world.",

            "abstractNote": "Systems for assessing the comparative performance of organizations providing public services are increasingly apparent across service sectors and jurisdictions. This article sets out an agenda of research themes about these systems.The themes include the performance concepts and measures adopted, purposes of systems (with variation from information-gathering to incorporation in systems of judgement and decision-making by a range of stakeholders), the reasons for the increasing prevalence of the systems, and the impacts of systems on public services — both intended and unintended.The article argues that the comparative analysis of comparative performance systems is a valuable approach, with comparison looking across both jurisdictions and public service domains.             "abstractNote": "This article discusses an approach to managing the evaluation of complex interventions. Complex interventions pose significant challenges to the role and conduct of evaluations. In particular, they combine with reflexive learning and change to produce significant uncertainties making it hard to describe in advance what the intervention will do or what the outcomes might be. These uncertainties vary in nature and addressing these uncertainties leads to different evaluation approaches. That such evaluations often take place in ‘real time’ and have a strong formative dimension adds to the challenge. This article proposes a way of approaching this problem by incorporating the concepts of uncertainty and complexity into a Theory of Change-based approach.",

            "abstractNote": "The authors argue for a scientifically rigorous, contextually valid, practically relevant, and stakeholder-inclusive Platinum Standard for evidence-based assessment to improve public administration and third-party governance in the twenty-first century. The Platinum Standard would encompass two contending gold standards. The first gold standard, based on experimental methods, counterfactuals, and average causal effects, is better known and more institutionalized in practice. The second gold standard, based on case studies, comparative methods, triangulation, and causal mechanisms, is less known. The Platinum Standard incorporates both sets of standards and provides a framework for integrating them in practice. It recognizes the wide array of goals and methodologies that are appropriate for assessing the performance of public administration and third-party governance initiatives in a dynamic and globalizing world. The two gold standards currently compete for prominence in the field of evidence-based assessment. By 2020, these gold standards should be part of a more inclusive Platinum Standard.",

            "abstractNote": "Integrating performance information into budgeting, managing and reporting has become a common component of good public and not-for-profit management. In many jurisdictions, efforts to do so have been under way for many years, yet progress is usually seen as slow at best. It is also clear that, while much has been learned, many challenges remain; few organizations would argue they have been completely successful. The paper argues that implementing results-based management-type initiatives is difficult because to do so impacts throughout an organization. Many of the key challenges are organizational challenges rather than technical: implementing resultsbased management is not primarily a measurement problem. A discussion is provided of 12 key challenges to results-based management, identifying the challenge, noting the experience others have had in relation to the challenge and providing lessons and suggestions for dealing with them.",
