Papert forwarded a massive and ambitious proposal for the redevelopment of several blighted blocks adjacent to New York’s Times Square. Titled The City at 42nd Street, the proposal contained multimedia environments, cinemas, theatres, cultural amenities, restaurants, hotels, three high-rise office towers, and more. The project team was led by prominent former-members of the Planning Commission within the John V. Lindsay mayoral administration in New York City (1966–1973). While the innovative Lindsay-era Planning Commission has many legacies, common to many of their policies is a tendency to understand the public’s engagement with the city in various ways that reflect esthetic and intellectual influences of visual media. Often, these policies entailed an understanding of the city as a vast urban ecology that interrelates the material city and its systems, urban economics, and the psychology of the urban public. Critically, media was often understood as a tool for influencing the public’s participation in the city-as-ecological-system. Proposed years after Lindsay’s tenure, The City at 42nd Street fully exemplifies the ecological blend of the city, media, and the urban public latent within many of the planning documents produced during the Lindsay administration. Internal persecution bred external aggression, some believed. States had to be tamed. Such reasoning led the American Law Institute (ALI) to try to draft a globally acceptable bill of rights. Although originating in the USA, the project was essentially a transnational one. The ‘Statement of essential human rights’ became the most elaborate code created up to that point, in both scope and detail. Completed in the early winter of 1944, it was promoted by the Panamanian delegation to the 1945 San Francisco Conference, and used extensively by the UN Commission on Human Rights. And yet, beneath what sociologists have tended to regard as a relatively\nunremarkable set of bureaucratic procedures, one finds a history full of contingency and\nheated contestation. More than a mere means of allocating government funds,\nbudgeting—and the specific procedural form it takes—is the financial embodiment of\npolitical authority. Budgets may determine who gets what; but budgetary practices\ndetermine who gets a say. As such, the history of this seemingly mundane administrative\npractice is the history of political power, one that centers on inclusion, exclusion, and the\nprivileges of democratic voice.\nThis dissertation chronicles the early career of government budgeting in the\nUnited States, tracing its emergence from New York municipal reform movements in\n1905 to its codification into federal law in 1921. In its early days, budgeting was\npromoted as a device for shedding light on government activities, encouraging public\ndebate about collective priorities, and empowering mass democracy. Annual municipal\nbudgets were accompanied with well-attended public exhibits imploring citizens to\n“come see how your money is spent” and encouraging public participation in the\nbudgetary process. As budgeting moved into federal government, however, proponents\nrecast the practice as a tool for expanding executive authority and minimizing public\n“interference” in the policymaking process. The budget became, as one proponent put it,\na “method of control without violence.” Although the new approach to public budgeting\nwas initially rejected—seen as an instrument of despotism and oligarchic control—it was\neventually institutionalized at the very heart of national government Today, when an\nAmerican President announces a national budget, our attention is drawn to the amount of \nmoney to be spent or what it will be spent on—not the fact that the task of determining a\nnational agenda falls with the President and not the people themselves. In a country\navowedly committed to the principles of egalitarianism and popular sovereignty, how did\nsuch an arrangement come to exist?\nDrawing on extensive archival materials from the New York Bureau of Municipal\nResearch, the Rockefeller Foundation, the Taft Commission on Economy and Efficiency,\nand the Institute for Government Research (later incorporated as the Brookings\nInstitution), I demonstrate how the emergence of the national budget was the result of\npolitical and cultural contestation over the meaning of democracy and the proper role of\nordinary citizens within it. The ascendence of an aristocracy of knowledge was ultimately\npredicated on the invention of a unified national interest and a normative reconfiguration\nof the responsibilities of American citizenship. Contrary to a tradition in organizational\nsociology that views oligarchy as the natural byproduct of administrative rationalization,\nmy account reveals that oligarchy is anything but inevitable. No Chile de 1955, somente 7% dos proprietários controlavam 78% da superfície agrícola, enquanto o analfabetismo rural alcançava 60% da população adulta. Argumento que a concentração da terra e a exclusão educacional eram parte da mesma estrutura de dominação e acumulação capitalista dependente. A necessidade de transformação dessa estrutura ativou diversas iniciativas de educação camponesa que visavam formar novos sujeitos para nova agricultura. Entre 1955 e 1973, três projetos urbanos para transformação agrária entraram em confronto e disputaram hegemonia rural: a modernização tecnocrática; a reforma agrária estrutural democrata-cristã; e a revolução agrária da via chilena ao socialismo. As diferentes pedagogias camponesas para transformação econômica buscavam formar subjetividades produtivas (economias morais) apropriadas a distintos regimes de propriedade e trabalho. Tais pedagogias foram interpeladas por lutas, agências e experiências heterogêneas de um campesinato cada vez mais organizado. A presença de Paulo Freire no Chile (1964-1968) e sua influência nos organismos da reforma agrária é um componente-chave desta narrativa. Sustento que a reforma agrária iniciada em 1967 pelo governo da Democracia Cristã e acelerada pela Unidade Popular alterou estruturas agrárias e culturais em diferentes temporalidades, desestabilizando hierarquias sociais da terra e do conhecimento. Cada capítulo da tese possui um corpus documental próprio, com objetivo de narrar estratégias pedagógicas específicas para transformação agrária. This article argues that a significant strand of IR theory—one that ultimately supported the US-led international order—originated from an anti-Anglo-Saxon vision articulated by four Kyoto school scholars, including Kōsaka’s father, during wartime debates. These thinkers proposed a new world order grounded in the concepts of a “pluralistic world” and moralische Energie. Kōsaka transformed these ideas into a framework of plural civilizations, each driven by its own underlying “energy.” In postwar Japan, he pursued what William James termed “the moral equivalent of war,” envisioning a “pluralistic world” sustained by liberal internationalism and led by the US, which he interpreted as inherently pluralistic. Fahs from 1948 to the late 1950s, leading to the conceptualization, funding, and construction of the Seoul Drama Center in 1962. Both Yu’s reading of Margo Jones’ book Theatre-in-the-Round and his year-long U.S. voyage, suggested and supported by Fahs, contributed to his dream of a new theatre for Korea. Europe appears\nhere as a dynamic, heterogeneous and open knowledge space, which is at the same time\nalso dominated by power relations. This central aspect is shown in two transfer situations\nwhich are selected for comparison. They resulted from the intensive engagement of larger\nAmerican foundations, particularly the Rockefeller foundation in Germany and France\nduring the first years after the Second World War. First, the constellation of a double network\nis methodologically reflected in brief. After that, it will be related to a broader transatlantic\nand inner-European history of exchange. Here, the transnational circulation of\n(social) scientific knowledge emerges as a tense counterpoint to mainly national infrastructures\nand nationally designed scientific cultures. Finally, the article highlights the\ncontact between US-philanthropists and German and French scientists within their direct\ngeneral framework which was decidedly national. Hence, both cases of transatlantic contacts\nafter the war were not just social scientific knowledge models subscribed across the\nAtlantic by the philanthropists. Despite of their extreme advantage of resources, they had\nto engage in the general framework of different science policies and intellectual patterns\nas well as in self-interests and intentions of German and French social scientists.
