As an answer, this article demonstrates that the impediments to renewable power are socio-technical, a term that encompasses the technological, social, political, regulatory, and cultural aspects of electricity supply and use. Extensive interviews of public utility commissioners, utility managers, system operators, manufacturers, researchers, business owners, and ordinary consumers reveal that it is these socio-technical barriers that often explain why wind, solar, biomass, geothermal, and hydroelectric power sources are not embraced. Utility operators reject renewable resources because they are trained to think only in terms of big, conventional power plants. Consumers practically ignore renewable power systems because they are not given accurate price signals about electricity consumption. Intentional market distortions (such as subsidies), and unintentional market distortions (such as split incentives) prevent consumers from becoming fully invested in their electricity choices. A community approach, it is argued in the rhetoric of both government and grassroots activists will change the experience and outcomes of the energy sustainable technology implementation. In this paper, we consider how interpersonal and social trust is implicated in the different meanings given to community in RE programmes and projects, and in the qualities and outcomes that are implied or assumed by taking a community approach. We examine how these meanings play out in examples of projects on the ground, focusing on two contrasting cases in which the relationships between those involved locally have exhibited different patterns of cohesiveness and fracture. We argue that trust does have a necessary part to play in the contingencies and dynamics of community RE projects and in the outcomes they can achieve. Trust between local people and groups that take projects forward is part of the package of conditions which can help projects work. Moreover, it requires an understanding of the connections between these integrated system components, its dynamics, a defined transition and potential ‘levers’ involved in ‘transitioning’. This paper accepts the notion that ‘levers’ include programmes designed to achieve practice or behaviour change in households which result in less carbon intensive lifestyles, and focuses on the factors that shape human behaviour and influence householder energy consumption. Research to date by the authors and others indicates that a comprehensive socio-technical framework that considers both individual psychological factors as well as the systems, standards and norms under which individuals operate is fundamental to the development of successful strategies to shift towards low carbon communities.\n\nA database has been compiled of over one hundred local programmes aimed at realising carbon neutral communities across Australia largely through approaches to behaviour change. This paper presents the findings of an analysis of these programmes, particularly with regard to the extent to which they take account of a socio-technical framework or understanding of domestic consumption behaviours and whether they are aware of or aim to influence changing standards and expectations around consumption practices within the home. While a number of exemplary community-based programmes adopt an integrated approach to addressing both technical and behavioural dimensions in the shift to low carbon communities, it was found that most fail to take sufficient account of the systems, standards and norms shaping consumption. These acts are invariably conceived, initiated and enacted within communities, and there is an emerging interest from practitioner, policy and academic circles in the importance of community as a space for realising pro-environmental change. In this paper, we ask what role grassroots initiatives can have in creating low-carbon communities. Using a theoretical framework from work on community-based practice change initiatives, we discuss the interplay between grassroots action and community capacity. We then present two cases of grassroots low-carbon community initiatives in light of this theoretical work.
