Since then, regime analysis has been extensively used to examine urban politics both inside North America and beyond. The authors argue that the wide use of regime analysis is a recognition of its value and insights but that some applications have stretched the concept beyond its original meaning to the point that the concept itself runs the risk of becoming meaningless and a source of theoretical confusion. By sifting through the extensive literature applying regime theory, the authors reestablish the core components of the concept and identify the key fields where it has made a contribution. The region has the highest homicide rates in the world and the some of the highest levels of ongoing social protest. It outlines a neoliberal urban security model that has emerged in Latin American cities alongside urban political economy regime supporting ‘competitive cities’. It examines its impact on controlling crime and creating more inclusive urban space drawing on examples from México City, Bogotá and Caracas. It argues that urban segregation is driven by the spatializing of security and the selective support for urban development / renewal. The project of making cities safe for people and investment is accompanied by securitization, the risk management of ‘dangerous’ urban spaces through repression. Making cities safe involves the management of the level of crime and the level of fear, the objective and the subjective impact of urban violence. The presence of armed actors linked to the Autodefensas Unidas de Colombia (AUC) — essentially the \"cacique nutibara\" block — and the guerilla groups Fuerzas Armadas Revolucionarias de Colombia FARC and Ejercito de Liberacion Nacional ELN, allowed many analysts to explain the conflict in Medellin as a \"local expression\" of the conflict that took place on the national stage. This article questions this thesis. Instead it suggests that more than an urban \"war,\" explainable from the national situation and under a conception of state and instrumental/rational politics and power, Medellin has been living inserted into a multiplicity of conflicts that articulate in specific ways, and which involve much more subjective aspects that can be seen in pre-existing neighborhood dynamics from before the \"war,\" which because of these circumstances we prefer to call urban conflict instead. On the basis on what we found during the investigation and centered on systematic and extensive fieldwork (workshops, interviews, walkthroughs, images, photographs etc.) that took four months to complete, we suggest to the experts on urban violence some new \"keys\" to interpret the conflict in Medellin. One of those is tied to subjective aspects or dimensions of neighborhood life that intervene significantly in conflict dynamics, including political conflicts. The ICT was the main entity that contributed to the socio-spatial configuration of the Robledo Commune in Medellin during the period 1959-1973. This program was subject to international design policies, methodology and allocation that were unaware to the conditions of the locals and their context. The results of this effort were limited, and the development of Robledo, one of the largest Communes in the city, was slow, fragile and complicated. In this paper, we review studies about state housing construction targeting poor people in Latin America, Colombia, and Medellin. Likewise, the revision of both official and unofficial manuscripts, as well as the use of oral history, allowed us to observe some difficulties in this process that were finally settled by the inhabitants. undergoing the systemic equivalent to Marx's notion of primitive accumulation, only now as a deepening of advanced capitalism predicated on the destruction of more traditional forms of capitalism. I focus on two diverse instances which share a common systemic logic: expulsing people from more traditional capitalist encasements. One instance is that of countries devastated by an imposed debt and debt-servicing regime which took priority over all other state expenditures; at its most extreme, the ensuing devastation of traditional economies and traditional states has made the land more valuable to the global market than the people on it. The other instance, which I see as a systemic equivalent to the first, is the potential for global replication of the financial innovation that destroyed 15 million plus households in the US in two years, with many more to come; household destruction at this scale devastates whole areas of cities, and leaves vacant land. How this rapidly growing expanse of vacant land will be reincorporated into global capital circuits is not yet clear. I examine these two cases through a specific lens: the transformative processes that expand the base of current advanced capitalism, with particular attention to the assemblages of specific processes, institutions, and logics that enabled this systemic transformation. En este articulo exploro la posibilidad de que el capitalismo esta pasando actualmente por el equivalente sistemico a la nocion de Marx sobre la acumulacion primitiva, solo que ahora como un aumento al capitalismo avanzado predicado en la destruccion de mas formas tradicionales de capitalismo. Me enfoco en dos casos diversos que comparten una logica sistemica comun: la expulsion de personas de un encajonamiento capitalista mas tradicionalista. Una muestra es la de los paises devastados por una deuda impuesta y un regimen de servicio de deuda que tomo prioridad sobre todos los demas gastos del estado; y en su maximo extremo, la consecuente devastacion de las economias y de los estados tradicionales hizo que la tierra tuviera mayor valor en el mercado global, que la gente que vive en la misma. Otro problema, que yo veo como un equivalente sistemico al primero, es el potencial de una replica de la innovacion financiera que destruyo a mas de 15 millones de hogares en E.E.U.U. en dos anos y que seguira afectando en el futuro; la destruccion de hogares a esta escala devasta areas completas de ciudades y deja terrenos sin construir. No esta claro que tanto tomara la reincorporacion de esta rapida expansion de terrenos sin construir, a los circuitos capitales globales. Examino estos dos casos a traves de una lente especifica: los procesos transformadores que expanden la base del capitalismo avanzado actual, con una atencion particular al ensamble especifico de procesos, instituciones y logica que habilita esta transformacion sistemica.
