The next generation will certainly be wiser.” Such sage advice seemed practical at the time, freeing China and its neighbors to focus on more pressing trade and economic development efforts. The wisdom of continuing deferral of the disputes over uninhabited islands is now in doubt, at least when peaceful alternatives may be considered. Beyond the rapid economic development and the consequent explosion of resource demands that has occurred since Deng uttered these words, technological development has made these deep seabed resources more readily accessible. Added to this has been China’s rapid economic development and associated military rise, encouraging China’s expanded attention to territorial sovereignty and resource claims in its periphery. Increased military confrontations over disputed islands have added to the urgency of this matter, and an impasse has prevailed. This article focuses on comparable disputes over two groups of uninhabited islands — the Dokdo (Takeshima in Japanese) Islands and the Diaoyu (Senkaku in Japanese) Islands — that may be pivotal to unraveling a series of volatile maritime disputes between Japan and South Korea, on the one hand, and Japan and China, on the other. The Dokdo/Takeshima and Senkaku/Diaoyu Islands are located respectively in the Sea of Japan (known as the East Sea in Korea) and the East China Sea. This narrowing of the topic to these two particular island disputes and related maritime issues is offered in the hope that these two sets of disputes may hold some keys to the wider, more factually complex debate stretching across the region, both north to the Yellow Sea and south to the South China Sea. The book examines the ways in which an emphasis on sovereignty, threats to maritime security and overlapping maritime claims caused by the newly established maritime regimes authorized by UNCLOS are all contributing factors to the SCS dispute. Since the mid-1990s, China has pursued a strategy of delaying the resolution of the dispute. The goal of this strategy is to consolidate China’s claims, especially to maritime rights or jurisdiction over these waters, and to deter other states from strengthening their own claims at China’s expense, including resource development projects that exclude China. Since the mid-2000s, the pace of China’s efforts to consolidate its claims and deter others has increased through diplomatic, administrative and military means. Although China’s strategy seeks to consolidate its own claims, it threatens weaker states in the dispute and is inherently destabilizing. The fear is that Muslims as a bloc will co-opt the domestic and foreign policy of various European states, subsuming it to those of Muslims from a variety of Islamic states in the Middle East and Asia, and transform the secular nature of most European states. The historic and ingrained fear of Islam present in the populations of Europe (and, for that matter, the United States) has produced an inability to see the political nature of Islamic groups, especially outside the Islamic world. For example, both Europeans and Americans were quick to question the political motives and actions of Muslims in Europe and the U.S. when there was no organized and orchestrated condemnation of the attacks of September 11, 2001. What such critics fail to take into account is precisely one of the themes analyzed in the paper: the myriad divisions found among the Muslims of Europe. Western fears and criticisms are partly based on serious ignorance of the characteristics of Islam and of the people in Europe who adhere to it. Because Islam is a highly decentralized religion, it is structurally biased against facilitating large-scale collective action by its adherents. The one version which is hierarchically organized, the Shi'a, is barely present in Europe. In addition, Muslim immigrants are divided by their ethnic differences. Islam, being decentralized, allows for a myriad of practices in the different countries from which the immigrants came. Divided by ethnicity and by their own religious beliefs, Muslims in Europe will not constitute a group which will be able to impose its goals on European foreign and domestic policy.
