            "abstractNote": "Research evaluation is usually governed by panels of peers. Procedural fairness refers to the principles that ensures decisions are made through a fair and transparent process. It requires that the composition of panels is fair. A fair panel is usually defined in terms of observable characteristics of scholars such as gender or affiliations. The formal adherence to these criteria is not sufficient to guarantee a fair composition in terms of scholarly thinking, background, or policy orientation. An empirical strategy for exploring the fairness in the intellectual composition of panels is proposed, based on the observation of links between panellists. The case study regards the three panels selected to evaluate research in economics, statistics and business during the Italian research assessment exercises. The first two panels were appointed directly by the governmental agency responsible for the evaluation, while the third was randomly selected. Hence the third panel can be considered as a control for evaluating about the fairness of the others. The fair representation is explored by comparing the networks of panellists based on their co-authorship relations, the networks based on journals in which they published and the networks based on their affiliated institutions (universities, research centres and newspapers). The results show that the members of the first two panels had connections much higher than the members of the control group. Hence the composition of the first two panels should be considered as unfair, as the results of the research assessments.",

            "abstractNote": "To better understand the flows of ideas or information through social and biological systems, researchers develop maps that reveal important patterns in network flows. In practice, network flow models have implied memoryless first-order Markov chains, but recently researchers have introduced higher-order Markov chain models with memory to capture patterns in multi-step pathways. Higher-order models are particularly important for effectively revealing actual, overlapping community structure, but higher-order Markov chain models suffer from the curse of dimensionality: their vast parameter spaces require exponentially increasing data to avoid overfitting and therefore make mapping inefficient already for moderate-sized systems. To overcome this problem, we introduce an efficient cross-validated mapping approach based on network flows modeled by sparse Markov chains. To illustrate our approach, we present a map of citation flows in science with research fields that overlap in multidisciplinary journals. Compared with currently used categories in science of science studies, the research fields form better units of analysis because the map more effectively captures how ideas flow through science.",

            "abstractNote": "The empirical validation of community detection methods is often based on available annotations on the nodes that serve as putative indicators of the large-scale network structure. Most often, the suitability of the annotations as topological descriptors itself is not assessed, and without this it is not possible to ultimately distinguish between actual shortcomings of the community detection algorithms, on one hand, and the incompleteness, inaccuracy, or structured nature of the data annotations themselves, on the other. In this work, we present a principled method to access both aspects simultaneously. We construct a joint generative model for the data and metadata, and a nonparametric Bayesian framework to infer its parameters from annotated data sets. We assess the quality of the metadata not according to their direct alignment with the network communities, but rather in their capacity to predict the placement of edges in the network. We also show how this feature can be used to predict the connections to missing nodes when only the metadata are available, as well as predicting missing metadata. By investigating a wide range of data sets, we show that while there are seldom exact agreements between metadata tokens and the inferred data groups, the metadata are often informative of the network structure nevertheless, and can improve the prediction of missing nodes. This shows that the method uncovers meaningful patterns in both the data and metadata, without requiring or expecting a perfect agreement between the two.",

            "abstractNote": "To understand how a complex system is organized and functions, researchers often identify communities in the system's network of interactions. Because it is practically impossible to explore all solutions to guarantee the best one, many community-detection algorithms rely on multiple stochastic searches. But for a given combination of network and stochastic algorithm, how many searches are sufficient to find a solution that is good enough? The standard approach is to pick a reasonably large number of searches and select the network partition with the highest quality or derive a consensus solution based on all network partitions. However, if different partitions have similar qualities such that the solution landscape is degenerate, the single best partition may miss relevant information, and a consensus solution may blur complementary communities. Here we address this degeneracy problem with coarse-grained descriptions of the solution landscape. We cluster network partitions based on their similarity and suggest an approach to determine the minimum number of searches required to describe the solution landscape adequately. To make good use of all partitions, we also propose different ways to explore the solution landscape, including a significance clustering procedure. We test these approaches on synthetic networks and a real-world network using two contrasting community-detection algorithms: The algorithm that can identify more general structures requires more searches and networks with clearer community structures require fewer searches. We also find that exploring the coarse-grained solution landscape can reveal complementary solutions and enable more reliable community detection.",

            "abstractNote": "Comprehending complex systems by simplifying and highlighting important dynamical patterns requires modeling and mapping higher-order network ﬂows. However, complex systems come in many forms and demand a range of representations, including memory and multilayer networks, which in turn call for versatile community-detection algorithms to reveal important modular regularities in the ﬂows. Here we show that various forms of higher-order network ﬂows can be represented in a uniﬁed way with networks that distinguish physical nodes for representing a complex system’s objects from state nodes for describing ﬂows between the objects. Moreover, these so-called sparse memory networks allow the information-theoretic community detection method known as the map equation to identify overlapping and nested ﬂow modules in data from a range of different higher-order interactions such as multistep, multi-source, and temporal data. We derive the map equation applied to sparse memory networks and describe its search algorithm Infomap, which can exploit the ﬂexibility of sparse memory networks. Together they provide a general solution to reveal overlapping modular patterns in higher-order ﬂows through complex systems.",

            "abstractNote": "This report examines the effectiveness of FP7's network approach in achieving EU research policy objectives and fostering Europe's international competitiveness in S & T. In investigating the potentials and limits of this approach, the study examines the effects of multidisciplinary, interdisciplinary, intersectoral and international collaborations on achieving the positive outcomes sought in FP7. The study's methods included a network analysis, a survey, case studies including in-depth interviews, a representative stakeholder workshop and regression analyses. The key findings reveal benefits from the continuity of research from FP6 to FP7. However, despite these demonstrated benefits and the increase in participants overall for FP7, the study also found a high attrition rate of organisations from FP6 to FP7. The report's six recommendations include allowing existing networks to continue research in successive calls, while ascertaining that new members are included, as this has a positive impact upon innovation. Clear guidelines outlining selection criteria expectations for the multidisciplinarity or interdisciplinarity and intersectorality of participants and the number of participating organisations, regions or countries in a project are recommended, and it is also recommended the European Commission investigate why 65% of the organisations present in FP6 did not participate in FP7.",

            "abstractNote": "We describe collaboration networks consisting of research projects funded by the European Union (EU) and the organizations involved in those projects. The networks are substantial in terms of size, complexity, and potential impact on research policies and national economies in the EU. In empirical determinations of the network properties, we observe characteristics similar to those of other collaboration networks, including scale-free degree distributions, small diameter, and high clustering. We present some plausible models for the formation and structure of networks with the observed properties.",

            "abstractNote": "We analyze the centralization of political parties and elite networks that underlay the birth of the Renaissance state in Florence. Class revolt and fisical crisis were the ultimate causes of elite consolidation, but Medicean political control was produced by means of network disjunctures within the elite, which the Medici alone spanned. Cosimo de' Medici's multivocal identity as sphinx harnessed the power available in these network holes and resolved the contradiction between judge and boss inherent in all organizations. Methodologically, we argue that to understand state formation one must penetrate beneath the veneer of formal institutions, groups, and goals down to the relational substrata of peoples' actual lives. Ambiguity and heterogeneity, not planning and self- interest, are the raw materials of which powerful states and persons are constructed.",
