Economic development provides implicit insurance against\nnature’s shocks. Democracies and nations with higher-quality institutions\nsuffer less death from natural disaster. To test statistically for a disaster-political unrest relationship, a causal model is developed that posits a direct and positive linkage between disaster severity and ensuing levels of political unrest. The model further specifies that increased levels of development, income equality, and regime repressiveness dampen post-disaster political unrest. Using a time-series between 1966 and 1980, Poisson regression results strongly corroborate the model. This study uses available data for 187 political units for the period 195020132000 to systematically explore this question that has received remarkably little attention in the voluminous literature on civil war. We find that natural disasters significantly increase the risk of violent civil conflict both in the short and medium term, specifically in low- and middle-income countries that have intermediate to high levels of inequality, mixed political regimes, and sluggish economic growth. Rapid-onset disasters related to geology and climate pose the highest overall risk, but different dynamics apply to minor as compared to major conflicts. The findings are robust in terms of the use of different dependent and independent variables, and a variety of model specifications. We argue that two principal factors shape all rebel groups by defining their incentive structures: the efficiency of the return on investment of the primary source(s) of support and the group's territorial objectives. The former factor is especially strong in explaining the different choices made by the LTTE and GAM. In Sri Lanka, the availability of lucrative resources outside the country has made the LTTE leadership inimical to compromise, threatened by relief aid, and less reliant on the local population. Lacking access to such high-return funding sources, GAM on the other hand was more closely linked to the needs of the local population and found greater value in both outside aid and a comprehensive The quake was not one of the largest ever measured, but it was one of the most disastrous: approximately twenty-six thousand to thirty thousand casualties. Almost immediately, large pledges of disaster relief aid were made from around the world both directly to the Iranian government and to United Nations’ (UN) emergency relief campaigns. However, one year after the quake, much of the city of Bam remained in shambles. Citizens of Bam and relief organizations complained that the Iranian central government was to blame. Both the Iranian government and the United Nations lamented the fact that much of the aid that was promised never materialized. There are some important analytical differences between the responses to these two types of disaster, like overlapping and interactions, persistence and duration, access and timing, assistance involvement and intervention, physical and societal recovery, and others. However, the fundamental difference between natural and politically induced disasters is the way institutions are affected. In natural disasters, there can be some significant interference with society and therefore institutional change arising from both the impact effects and the responses, but this is infrequent, mostly incidental and not normally widespread or long-term. In complex emergencies, most aspects of the impact and effects have deliberate institutional aims and overtones. This quantitative application appears to support the model. The main conclusions are that capital loss is unlikely to have an important effect on growth and that a very moderate response expenditure may be sufficient to prevent the growth rate of output from falling.
