\nBecause constructivist evaluators begin with a different set of assumptions from conventional evaluators, they proceed, in a design sense, slightly differently. Rather than generate a priori and rather inflexible designs (that are frequently adhered to even when the assumptions cannot any longer be met), constructivist evaluators assume that they do not know everything that they do not know. Consequently, it is appropriate to “leave space” in the design for a highly exploratory stage, where purposive, theoretical sampling of the maximum variationvariety is deployed, to discover the full range of constructions around a program from as large a range of stakeholders as can be solicited to join the evaluation effort. Once theoretical saturation—redundant information begins to show up, and no new information is uncovered—is achieved, then evaluators can be fairly certain they can “map” the full range of claims, concerns, and issues. At this point, a hermeneutic, dialectic process is engaged that permits evaluators to lay out for all stakeholders the full range of issues, point out the value conflicts that inhere in some of those issues (i.e., these issues are positions about which perfectly reasonable people might disagree), and prepare for some nomination from all stakeholding groups of which issues are likely the most critical to pursue. Please note, however, some or all of these same issues may or may not be responsive to the objectives of the program.
\nIf evaluating along the domains of the objectives is critical to funders or program managers, the evaluation team will need to point that out to all stake-holding groups from the start. The “mapping” process, however, is designed to uncover those “unintended side effects” of which Scriven (1973) spoke so forcefully. It is what we (personally) term the “Westinghouse Head Start” problem: Evaluating solely along the domains of objectives permits blindness to other critical social goals being sought or achieved.
\nOnce nominations are sought for the top critical concerns or issues (since rarely can an evaluation effort manage the time or money to consider all the issues and concerns raised), then additional illuminative data are sought on those specific issues; and once data gaps have been filled, stakeholders are brought back into the loop to make determinations about changes in the program, redirections that appear to be important, midcourse corrections, and/or abandonment of the program in favor of something more successful. Virtually without exception, some of the data will involve value conflicts between stakeholder groups, and these value conflicts must be negotiated (sometimes by an evaluator, sometimes by other skilled negotiators and mediators outside the evaluation effort), often before final decision making about programs can take place.
\nDuring the evaluation effort, all stakeholder groups are kept informed about the claims, concerns, and issues nominated by other groups. Using what Stake called “portrayals,” various aspects of the program are displayed, explained, explored from multiple perspectives, and stakeholders invited to comment or elaborate upon, correct, amend, extend, or otherwise make more accurate or precise the information, data, or interpretations. Unlike the situation in many conventional evaluations, there is no closely guarded set of findings; rather, stakeholders have access to a wide variety of information types and a rich array of interpretations and meanings that they and other stakeholders attach to the data. This access to information and to interpretations from other stakeholding groups creates a strong information base for all participants and, in so doing, permits more sophisticated and informed, as well as more highly participatory, decision making around some program or evaluand. Openness and transparency in evaluation processes prevents the synoptic, “managerially cozy” contracts where many or most stakeholding groups are primarily kept in the dark regarding findings, whether positive or negative.
\nThe constant interaction around data is what makes this model hermeneutic. Such interaction creates new knowledge, and permits old or taken-for-granted knowledge to be elaborated, refined, and tested. The dialectic of this evaluation model is the focus on carefully bringing to the fore the conflict inherent in value pluralism. Unlike more conventional models of evaluation, constructivist, fourth generation evaluation assumes that social life is rife with value pluralism and, therefore, conflict. A critical part of the evaluation effort within this model involves getting at core values of participants and stakeholders, so that when decisions are made, the value commitments that those decisions represent are clear, negotiable, and negotiated between and among stakeholders.

Abstract:
\nThis article summarizes the findings of a study of mechanisms used to encourage research and publication among librarians employed at member libraries of the Association of Research Libraries (ARL). The focus of the survey was to determine how ARL member libraries encourage research and publication by their librarians. This survey builds upon a growing body of literature examining support for or barriers against research and publication by librarians (Montelongo, Gamble, Brar, & Hernandez, 2010; Perkins & Slowik, 2013). It specifically investigates the most commonly used means to promote research and publication by librarians in ARL libraries. Findings of this survey suggest that formal administrative measures of protected time, financial support, and mentoring programs are most commonly practiced, whereas informal faculty-led mechanisms of research groups, writing groups and journal clubs are least used.
\nIn lit review:
\nInformal means of supporting research and publication are most often peer-led efforts to develop and support research and writing skills. Lack of research skills or confidence in writing abilities are common barriers to research and publication (Berg, Jacobs, & Cornwall, 2013; Koufogiannakis & Crumley, 2006). Research groups and writing groups attempt to provide a forum for collegial exchange of ideas, encouragement, accountability, and feedback (Sapon-White et al., 2004; Stilling, 2012). Journal clubs, an idea adopted from other disciplines, have been reported more frequently in the library literature. Their effect on participants’ understanding of the research process and analysis of articles is unclear. The journal club as practiced in librarianship appears to function more as a means to stay current with trends in librarianship (Young & Vilelle, 2011) or “gather professional staff for a discussion that goes beyond daily duties” (Barsky, 2009, p. 2). Conversely, in other disciplines, such as medicine, they are a means to educate participants in research study methods and critical analysis of articles (Deenadayalan, Grimmer-Somers, Prior, & Kumar, 2008).

Findings:
\nResearch groups, writing groups, and journal clubs are the least used support mechanisms. This characteristic is consistent regardless of other factors. Among libraries offering tenure, research groups, writing groups, and journal clubs were used by 33% or fewer of the institutions in our respondent group. Among libraries not offering tenure, writing groups were used less than 20% of the time, and none of the institutions indicated it had a research support group or a journal club.
