            "abstractNote": "Evidence-based librarianship uses evaluation of library research to inform change and decisionmaking. It makes explicit the process of evaluating the information we base our decisions on. To evaluate the information we have a range of critical appraisal tools available, including question-based checklists, study design checklists and generic checklists, but how do we know which ones to use and how should we use them?\n\nAt the end of 2005, a journal club for Health Librarians was established with the aim of developing critical appraisal skills and increasing awareness of library-related research. A survey carried out in 2006 established that those who attended journal club meetings felt the club had helped them to develop critical appraisal skills. A year down the track members have agreed to take part in a survey to evaluate a selection of appraisal tools and establish which of these they preferred using. The survey will establish which tools can be used in real work situations to help librarians make workplace changes based on good evidence.\n\nThis presentation will summarise our findings and make recommendations for how to use critical appraisal in making decisions about implementing changes in your library. It will discuss the benefits of critical appraisal as well as the pitfalls.",

Rather than generate a priori and rather inflexible designs (that are frequently adhered to even when the assumptions cannot any longer be met), constructivist evaluators assume that they do not know everything that they do not know. Consequently, it is appropriate to “leave space” in the design for a highly exploratory stage, where purposive, theoretical sampling of the<span class=\"Apple-converted-space\">&nbsp;</span><em style=\"outline: none;\">maximum variation</em>variety is deployed, to discover the full range of constructions around a program from as large a range of stakeholders as can be solicited to join the evaluation effort. Once theoretical saturation—redundant information begins to show up, and no new information is uncovered—is achieved, then evaluators can be fairly certain they can “map” the full range of claims, concerns, and issues. At this point, a hermeneutic, dialectic process is engaged that permits evaluators to lay out for all stakeholders the full range of issues, point out the value conflicts that inhere in some of those issues (i.e., these issues are positions about which perfectly reasonable people might disagree), and prepare for some nomination from all stakeholding groups of which issues are likely the most critical to pursue. The “mapping” process, however, is designed to uncover those “unintended side effects” of which Scriven (1973) spoke so forcefully. It is what we (personally) term the “Westinghouse Head Start” problem: Evaluating solely along the domains of objectives permits blindness to other critical social goals being sought or achieved.</p>\n<p style=\"outline: none; margin: 0px 0px 15px; padding: 0px; font-size: 1.091em; color: #333333; font-family: Arial, 'Helvetica Neue', Helvetica, sans-serif; font-style: normal; font-variant: normal; font-weight: normal; letter-spacing: normal; orphans: auto; text-align: left; text-indent: 0px; text-transform: none; white-space: normal; widows: auto; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff;\">Once nominations are sought for the top critical concerns or issues (since rarely can an evaluation effort manage the time or money to consider all the<span class=\"Apple-converted-space\">&nbsp;</span><span id=\"page235\" style=\"outline: none;\"></span>issues and concerns raised), then additional illuminative data are sought on those specific issues; and once data gaps have been filled, stakeholders are brought back into the loop to make determinations about changes in the program, redirections that appear to be important, midcourse corrections, and/or abandonment of the program in favor of something more successful. Virtually without exception, some of the data will involve value conflicts between stakeholder groups, and these value conflicts must be negotiated (sometimes by an evaluator, sometimes by other skilled negotiators and mediators outside the evaluation effort), often before final decision making about programs can take place.</p>\n<p style=\"outline: none; margin: 0px 0px 15px; padding: 0px; font-size: 1.091em; color: #333333; font-family: Arial, 'Helvetica Neue', Helvetica, sans-serif; font-style: normal; font-variant: normal; font-weight: normal; letter-spacing: normal; orphans: auto; text-align: left; text-indent: 0px; text-transform: none; white-space: normal; widows: auto; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff;\">During the evaluation effort, all stakeholder groups are kept informed about the claims, concerns, and issues nominated by other groups. Using what Stake called “portrayals,” various aspects of the program are displayed, explained, explored from multiple perspectives, and stakeholders invited to comment or elaborate upon, correct, amend, extend, or otherwise make more accurate or precise the information, data, or interpretations. Unlike the situation in many conventional evaluations, there is no closely guarded set of findings; rather, stakeholders have access to a wide variety of information types and a rich array of interpretations and meanings that they and other stakeholders attach to the data. This access to information and to interpretations from other stakeholding groups creates a strong information base for all participants and, in so doing, permits more sophisticated and informed, as well as more highly participatory, decision making around some program or evaluand. Although the sequence varies slightly, the top three activities are funding, protected time, and mentoring. Journal clubs rank last. This pattern continues regardless if the respondent has been recently engaged in research. The survey also asked respondents about their involvement with mentoring other librarians on their research. The respondents’ roles in mentoring is another variable that does not have an effect on the type of support offered at libraries. It is difficult to determine, however, whether these informal mechanisms would be more effective if they were more widespread or more effectively conducted. Mentoring programs, for example, have benefitted from years of use at a broad range of institutions and in a broad range of disciplines. The results indicate that funding, time, and mentoring are the most frequently used approaches to promote research and publication productivity.",
