Like many IRs, iDEA suffers from a lack of awareness by the Drexel community, and deposit rates are low. In order to make iDEA more relevant to the Drexel community, our study investigates existing research practices at the University. Over 100 faculty and graduate students responded to a survey about scholarly communication, defined as how scholars use and disseminate information through formal and informal channels. Survey responses revealed a wide variety of methods of sharing research and keeping up with the research of others, as well as a general lack of awareness about open access and institutional repositories. We then conducted in-depth interviews with a subset of these researchers in order to explore their scholarly communication practices in more detail, to explain iDEA's function, and to generate ideas for improving iDEA's content and services. More recently, other tracking citation systems have been developed, such as Scopus, Google Scholar, Citeseer, and CrossRef. The novelty of some of these new systems is that they consider not only cited articles of peer-reviewed conventional journals, but also include the number of citations received by GL documents. This opens up new research perspectives in citation analysis, which permit a better measurement of GL use as well as of its impact on scholarly communication. The paper presents the results of a citation analysis with the aim of evaluating the use of GL through a comparison of the number of citations received by both GL and conventional documents in a pre-defined scientific topic. Moreover, the paper aims to apply some bibliometric indicators, which allow us to identify different citation behaviours and verify whether they are related to the type of documents cited, to the disciplinary field and/or to the availability of the full text. The analysis is carried out retrieving documents dealing with the topic population ageing reported in Google Scholar. In the first step of the study, 100 most cited documents are analysed selecting them from the approximately 2000 documents retrievable in Google Scholar. In particular, the analysis focuses on the identification of: a) GL and conventional literature, b) type of cited documents, c) authorship, d) year of publication. In the second step of the study, a significant sub-set of the above cited documents are further analysed taking their citing documents into account. Bibliometric indicators, such as the immediacy index, the average citations per year and the cited half-life are used in order to identify differences in citing behaviours in both GL and conventional literature. Moreover, the topic population ageing has the advantage of being studied under various perspectives, such as demographic, socio-economical or medical aspects and this allows us to verify whether there are differences in the type of the citing documents related to the disciplinary field. This paper proposes how the GL Community can overcome this - generally unfounded - accusation, building on our previous work. A GL repository records the intellectual property of that Organisation (2004). We have demonstrated that effective use of this resource requires that the metadata is formalised (1999, 2004) - more precisely in a CERIF-CRIS (Common European Research Information Format - Current Research Information System) (2005). The GL is then available in the context of the work of the Organisation and/or its stakeholders managing strategy, evaluation, funding and cost-accounting, Innovation and knowledge transfer and public Information (2005). This provides user-evaluated assurance on the quality and relevance of the grey object. CERIF provides temporally-based relationships between grey objects (and white objects) thus recording evolution of the object during the Workflow - hence provenance. This concept was further refined as 'Greyscape' (2007) and the technologies for interoperation - in order to provide the underpinning homogeneous access to the heterogeneous repositories - surveyed (2008). Efficiency of using CERIF was outlined in (2009). Using advanced hyperactive objects (2006) is postponed until the requirement is realised by the Community. CERIF-CRIS provides the capability for greater quality and transparency through novel methods of evaluating quality, provenance and review including Web2.0 recommender-type Systems as well as conventional review mechanisms. CERIF-CRIS provides the way to overcome criticism of GL. This remains rather curious due to the skyrocketing prices of traditional books, journals, databases, and other information resources, and trends to serialize and promote access in perpetuity. Most collection development policies only address resources for which payment has been made, where formal acquisitions or licensing practices are observed. Due to more interest and a commitment to Open Access initiatives and electronic publishing, Grey Literature does not appear to have a more stable and comfortable home in libraries, although it has demonstrated increasingly how it is being cited more seriously and frequently. Often, content that is openly available on the Internet and for which there is no required payment finds no bibliographic control or metadata associated with it that begs for description and order. Thus, this paper will examine what kind of alternatives there are for discovering, cataloging and processing the immense grey literature so that additional value and access is guaranteed giving it credibility in a collection development policy. Building on the celebrated works of Edward Tufte's, Envisioning Information (1990), Davenport and Prusak's, Information Ecology: Mastering the Information and Knowledge Environment (1997), and the pioneering work of Bloom and Krathwohl's, Taxonomy of Educational Objectives (1956), the core component of information architecture suggests how taxonomies are a foundation for visual design of information navigation and structurally define relationships of different elements in a cohesive package. Several key examples of Grey Literature in the Social Sciences, Arts and Scientific disciplines and in Digital Libraries will be used to demonstrate how a taxonomy contributes to the outline of most Collection Development policies and establishes relationships by format, organization, finding tools, and access points. Policies are what drive and determine what libraries acquire and license, point to and promote in their catalogs by an increasingly important web presence. Grey Literature needs to share more equal billing in terms of discovery and retention and unless it is included in the formal collection development policies the added value of incorporation is weakened. If information usage patterns are indeed more reflective of information architecture, then the taxonomy structure should encourage collection development policies to entertain more Grey Literature content. This paper will consider how libraries would benefit by such recommendations and become more relevant to its users. Despite their undeniable value (usually derived from their originality\nand of containing recent and up-to-date information) these documents are often difficult to access.\nThis creates an obvious problem of not providing the public with valuable information associated with\nthe necessity to fund the production of particular information that already exists and could have been\neasily offered to the public. One of many possible solutions seems to be an establishment of large\ncentralized on-line repositories of grey literature supported (or maintained) by official agencies.\nPutting aside the most important issue of financing such an effort the agency has to face inter alia\nmany difficult legal issues. As the task of the agency would be to actively seek the documents to be\nplaced into the repository it also has to deal with (often extremely complicated) copyright issues. Important, recent, and detailed research results are stored in technical reports and are presented at conferences. Despite their importance, these types of grey literature are associated with difficulty when seeking to access. As a national science and technology information center, KISTI has made an effort regarding the acquisition and distribution of technical reports and conference proceedings on science and technology to promote easy access. KISTI has transformed grey literature into white literature to support R&D researchers. This paper examines the acquisition and distribution status and analyzes the usage statistics pertaining to technical reports and conference proceedings in Korea. KISTI has acquired and distributed domestic and foreign technical reports and conference proceedings for several decades. KISTI provides metadata and the full-text of R&D technical reports produced by government funded projects and conference proceedings through National Discovery for Science Leaders (NDSL). For an analysis of the usage statistics for technical reports and conference proceedings, the frequency of full-text downloads and the use of Document Delivery Service (DDS) are used. The KISTI statistics system, termed the Online Analytical Processing (OLAP) system, shows that conference proceedings and technical reports were used 1,921,150 times and 1,140,411 times, respectively from September of 2009 to September of 2011. These statistics indicate that open access for conference proceedings and technical reports experiencing heavy use by researchers in Korea. KISTI is using new tools and communication skills to distribute more grey literature in effort to assist R&D researchers.
