In most mammals, facial expressions are an important channel for communicating information about these states. However, unlike the human domain, there is an acute lack of datasets that make automation of facial analysis of animals feasible. This paper aims to fill this gap by presenting a dataset called Cat Facial Landmarks in the Wild (CatFLW) which contains 2016 images of cat faces in different environments and conditions, annotated with 48 facial landmarks specifically chosen for their relationship with underlying musculature, and relevance to cat-specific facial Action Units (CatFACS). To the best of our knowledge, this dataset has the largest amount of cat facial landmarks available. In addition, we describe a semi-supervised (human-in-the-loop) method of annotating images with landmarks, used for creating this dataset, which significantly reduces the annotation time and could be used for creating similar datasets for other animals. However, other than anecdotal feedback, little is known about how the data is being used.\nUsing CHET as a case study, this project studied the use of the CHET open data initiative by university\nplanners as well as by higher education studies researchers. It did so by considering the supply of and\ndemand for open data as well as the roles of intermediaries in the South African higher education\ngovernance ecosystem.\nThe study found that (i) CHET’s open data is being used by university planners and higher education\nstudies researchers, albeit infrequently; (ii) the government’s higher education database is a closed and\nisolated data source in the data ecosystem; (iii) there are concerns at both government and university\nlevels about how data will be used and (mis)interpreted; (iv) open data intermediaries increase the\naccessibility and utility of data; (v) open data intermediaries provide both supply-side as well as demandside\nvalue; (vi) intermediaries may assume the role of a ‘keystone species’ in a data ecosystem; (vii)\nintermediaries have the potential to democratise the impacts and use of open data – intermediaries play\nan important role in curtailing the ‘de-ameliorating’ effects of data-driven disciplinary surveillance..\nThe report concludes as follows: (i) despite poor data provision by government, the public university\ngovernance open data ecosystem has evolved because of the presence of intermediaries in the\necosystem; (ii) by providing a richer information context and/or by making the data interoperable,\ngovernment could improve the uptake of data by new users and progress of open government data (OGD) in Taiwan. The concept of \"value-added\" government information is investigated. Six dimensions of open data policy are observed and suggested to be the strategies that Taiwan government should consider to further enhance its current development of OGD. In addition, in the literature of reusing public sector information to create added values, several challenges are identified to have negative impact on the value chain formation. In this paper, we claim that there is an important portion of the population who could benefit from the use of OGD, but who cannot do so because they cannot perform the essential operations needed to collect, process, merge, and make sense of the data. The reasons behind these problems are multiple, the most critical one being a fundamental lack of expertise and technical knowledge. We propose the use of visualizations as a way to alleviate this situation. Visualizations provide a simple mechanism to understand and communicate large amounts of data. We also show evidence that there is a need for exploratory mechanisms to navigate the data and metadata in these visualizations. Finally, we provide a discussion on a set of features that tools should have in order to facilitate the creation of visualizations by users. Since the late 2000s numerous international organizations, inter-governmental bodies and governments have issued open government data policies, which set out key principles underpinning access to, and the release and reuse of data. These policies reiterate the value of government data and establish the default position that it should be openly accessible to the public under transparent and non-discriminatory conditions, which are conducive to innovative reuse of the data. A key principle stated in open government data policies is that legal rights in government information must be exercised in a manner that is consistent with and supports the open accessibility and reusability of the data. In particular, where government information and data is protected by copyright, access should be provided under licensing terms which clearly permit its reuse and dissemination. This principle has been further developed in the policies issued by Australian Governments into a specific requirement that Government agencies are to apply the Creative Commons Attribution licence (CC BY) as the default licensing position when releasing government information and data. A wide-ranging survey of the practices of Australian Government agencies in managing their information and data, commissioned by the Office of the Australian Information Commissioner in 2012, provides valuable insights into progress towards the achievement of open government policy objectives and the adoption of open licensing practices. The survey results indicate that Australian Government agencies are embracing open access and a proactive disclosure culture and that open licensing under Creative Commons licences is increasingly prevalent. Today the main challenge in realization of any e-government projects is a traditional top–down administrative mechanism of their realization itself practically without any input from members of the civil society. In this respect, the author of the article argues that the open data concept realized at the local level may provide a real platform for promotion of proactive civic engagement. By harnessing collective wisdom of the local communities, their knowledge and visions of the local challenges, governments could react and meet citizens' needs in a more productive and cost-efficient manner. Open data-driven projects that focused on visualization of environmental issues, mapping of utility management, evaluating of political lobbying, social benefits, closing digital divide, etc. are only some examples of such perspectives. Departments also need to be equipped with necessary technology & administrative support to engage with Citizens willing to use data in open domain. To the best of our knowledge, this dataset has the largest amount of cat facial landmarks available. In addition, we describe a semi-supervised (human-in-the-loop) method of annotating images with landmarks, used for creating this dataset, which significantly reduces the annotation time and could be used for creating similar datasets for other animals.
