            "abstractNote": "Despite its relevance in terrorism and disaster preparedness and response, few studies have looked at how federal guidance has influenced regional collaboration in urban areas. This study, which is based on field work and in-depth interviews in five U.S. urban areas, examines the development of regional governance structures in response to the Urban Area Security Initiative (UASI). Factors, such as federal initiatives, guidance, and funding, have acted as catalysts in fostering cross-jurisdictional collaboration among different kinds of preparedness and response organizations and sectors, as have local politics and power dynamics. Common structural components across urban areas allow for the comparison of inter-organizational administrative arrangements. Although this approach to collaboration has integrated key personnel likely to be involved in a large-scale regional disaster response, it also highlights potential barriers to collaboration including missing partners and the unequal distribution of decision-making power in these networks.",

            "abstractNote": "Sustaining the military targeting of the everyday sites and spaces of urban life in the contemporary period is a new constellation of military doctrine and theory. In this the spectre of state-vs-state military conflict is seen to be in radical retreat. Instead, the new doctrine is centred around the idea that a wide spectrum of global insurgencies and ambient threats now operates across the social, technical, political, cultural and financial networks which straddle transnational scales while simultaneously penetrating the everyday spaces, sites and circulations of global cities. Such lurking threats are deemed by the latest theorist of ‘asymmetric’ or ‘irregular’ warfare to camouflage themselves within the ‘clutter’ of cities at home and abroad for concealment against traditional forms of military targeting. Addressing the Mumbai attacks through the lens of this emerging constellation of military and security doctrine, this article highlights three important implications of viewing the everyday sites, spaces and circulations of cities as the key strategic ‘battlespaces’ of our era. These involve, first, the way contemporary doctrine views urban terrorist attacks as part of a broad terrain of trans- national organized ‘information operations’. Second, such paradigms prefigure a radical blurring between local and global scales, the ‘inside’ and ‘outside’ of nation-states, and between policing, military power and state intelligence. And, finally, emerging urban security propagates hyper-militarized perspectives in which every aspect of urban life is transposed as an act of limitless and boundless warfare.",

            "abstractNote": "This article describes how the Domestic Nuclear Detection Office (DNDO) within the U.S. Department of Homeland Security networks with State and local law enforcement agencies in order to prepare them to detect and respond to nuclear or radiological terrorist attacks.\n\n \tOne of DNDO's responsibilities is to provide immediate operational support at no cost to first-responder agencies through the Joint Analysis Center (JAC). The JAC is an operations center accessible 24 hours a day, 7 days a week. It provides State and local law enforcement agencies, including fusion centers, with technical and operational support related to radiation detection and radiation alarm adjudication. DNDO support for local law enforcement agencies includes providing radiation-detection training and assistance with grant funding applications for radiation detection equipment. Such equipment is already being used in routine patrol, commercial vehicle inspections, maritime small-craft inspections, and special-events security. The DNDO conducts research and development on improved detection and communication capabilities. Significant research findings are then shared with State and local law enforcement and other public safety agencies. DNDO also monitors radiation detector use, establishes detection standards, develops response protocols, and provides training that ensures detection leads to rapid interdiction. In addition to describing DNDO's work in providing technical assistance and information sharing with State and local law enforcement agencies, this article also describes the characteristics of a nuclear weapon and a radiological dispersal device and their capacities to cause catastrophic, long-term damage desired by terrorists.",

Such changes have often sought to territorialise the city through the redesign of space and the modernisation of management systems. More recently, such ‘resilience’ planning is becoming increasingly focused upon how the general public can assist this securitisation process by becoming better prepared and more responsible for their personal risk management. To illustrate these processes, a case study of Manchester, UK, between 1996 and 2006 will be used to indicate how these operational changes are having impacts on the rebordering of the city and upon broader issues of citizenship.
