Reaching \"beyond the choir\" and across borders of opinion, they are developing digital tools to attract, engage and mobilize increasingly diverse publics.\n\nDocumentary films are serving as the core for innovative spaces and practices that mark a new kind of public media – accessible, participatory and inclusive. As the case studies below demonstrate, digital technologies do not replace, but are closely entwined with, longstanding on-the-ground activities of stakeholders and citizens working for social change.\n\nProjects like these forge new tools, pipelines, and circuits of circulation in a multiplatform media environment. They help to create sustainable network infrastructures for participatory public media that extend from local communities to transnational circuits and from grassroots communities to policy makers. This work is made possible by a dynamic but fragile support web of broadcasters, funders, nonprofit groups, service organizations, and citizens—all contributors to an emergent \"public media 2.0,\" which aims to enable publics to recognize and understand the problems they share, to know each other, and to act.\n\nWhat is the sustainability of this work? How can we measure its effectiveness and impact? Research by Feldman\nand Sigelman (1985) and Lenart and McGraw (1989), however, provides support\nfor creating a more elaborate coalition model for assessing the ways in which documentaries have political impact and for suggesting factors that help explain the\nextent of that impact. I argue that an adequate model (a) must conceptualize films\nas part of a larger process that incorporates both production and distribution; (b)\nmust consider the full range of potential impacts on producers, participants, activist\norganizations, and decision makers; and (c) must consider the role of films in the\nefforts of social movements to create and sustain alternative spheres of public discourse. The coalition model directs our attention to the potentially important role of\nactivist groups, initially as participants in the production process and then more\nimportantly as catalysts in the distribution process, when documentary films become\ntools available to activist groups as they seek political impact. Analysis of three\ncase studies demonstrates the utility of this model, finding substantial impact in two\narenas beyond the typical focus on individual citizens: mobilizing and educating\nactivist groups and altering the agenda for and the substance of public policy deliberations. In addition, the rising prominence of web-based media has provided new opportunities for documentary to create social impact. Films are now typically released with websites, Facebook pages, twitter feeds, and web videos to increase both reach and impact. This combination of technology and broader audience appeal has given rise to a current landscape in which documentary films are imbedded within coordinated multi-media campaigns.\n\nNew media have not only opened up new avenues for communicating with audiences, they have also created new opportunities for data collection and analysis of film impacts. A recent report by McKinsey and Company highlighted this potential, introducing and discussing the implications of increasing consumer information being recorded on the Internet as well as through networked sensors in the physical world. As they found: \"Big data—large pools of data that can be captured, communicated, aggregated, stored, and analyzed—is now part of every sector and function of the global economy\" (Manyika et al. iv). This data can be mined to learn a great deal about both individual and cultural response to documentary films and the issues they represent.\n\nAlthough film has a rich history in humanities research, this new set of tools enables an empirical approach grounded in the social sciences. However, several researchers across disciplines have noted that limited investigation has been conducted in this area. Although there has always been an emphasis on social impact in film and many filmmakers and scholars have made legitimate (and possibly illegitimate) claims of impact, few have attempted to empirically justify these claims. Over fifteen years ago, noted film scholar Brian Winston commented that \"the underlying assumption of most social documentaries—that they shall act as agents of reform and change—is almost never demonstrated\" (236). A decade later, Political Scientist David Whiteman repeated this sentiment, arguing that, \"despite widespread speculation about the impact of documentaries, the topic has received relatively little systematic attention\" (\"Evolving\").
