By far, the most substantial impact came from making the pentavalent vaccine thermostable, increasing its own vaccine availability from 87% to 97% and the vaccine availabilities of all other remaining non-thermostable EPI vaccines to over 93%. By contrast, making each of the other vaccines thermostable had considerably less effect on the remaining vaccines, failing to increase the vaccine availabilities of other vaccines to more than 89%. Making tetanus toxoid vaccine along with the pentavalent thermostable further increased the vaccine availability of all EPI vaccines by at least 1–2%.\nConclusion\nOur study shows the potential benefits of making any of Niger's EPI vaccines thermostable and therefore supports further development of thermostable vaccines. Eliminating the need for refrigerators and freezers should not necessarily be the only benefit and goal of vaccine thermostability. Rather, making even a single vaccine (or some subset of the vaccines) thermostable could free up significant cold storage space for other vaccines, and thereby help alleviate supply chain bottlenecks have been rolled out across the developing world (with more vaccines in the pipeline), cold chain systems are struggling to efficiently support national immunization programs in ensuring the availability of safe and potent vaccines. This article reflects on the Clinton Health Access Initiative, Inc. (CHAI) experience working since 2010 with national immunization programs and partners to improve vaccines cold chains in 10 countries—Ethiopia, Nigeria, Kenya, Malawi, Tanzania, Uganda, Cameroon, Mozambique, Lesotho and India – to identify the root causes and solutions for three common issues limiting cold chain performance. Key recommendations include:\n\n(1)\nTo address cold chain capacity:•\ndeveloping an accurate picture of cold chain capacity gaps based on current and future needs;\n•\nresource mobilization, and;\n•\neffective monitoring during implementation.\n\n(2)\nTo encourage upgrade of cold chain with latest technology suitable in country:•\nin-country piloting of new equipment;\n•\nutilization of tools to better understand equipment trade-offs, and;\n•\nguide equipment selection and regular engagement with suppliers.\n\n(3)\nTo control temperature excursions and equipment breakdowns•\nintroduction of temperature monitoring and control (TMC) devices and practices;\n•\nimprove competence and availability of existing and future technicians, and;\n•\nensure availability of spare parts.\n\n\n\nCollectively, the solutions detailed in this article chart a path to substantially improving the performance of the cold chain. In this situation, non-profit international organizations and foreign countries will offer to help by shipping certain necessary products, such as bottled water, food and medicine, but will want to minimize the shipping costs. At the same time, the affected country seeks to distribute the received aid to the affected areas as efficiently and quickly as possible. To deal with the considered problem, we reformulate the bi-level model and reduce it into a nonlinear single-level mathematical model; then we linearize it to obtain a mixed integer programming problem. To validate the proposed mathematical model, we consider as a case study the earthquake in Chile in 2010. A number of reasons can cause the product to complete its service life time including deterioration or obsolescence. Deterioration implies that the performance and hence the reliability of the product has significantly lessened making it no longer suitable for use due to disintegration or degeneration. Obsolescence is often used to describe the products that are rendered invalid due to systemic, functional, and style mismatch or due to notification of expiration. Lack of deterioration implies that the obsolete products are likely to preserve their functionality. The duration of shelf life varies due to numerous product-specific factors for each product. Prescription drugs, a major product class in drugs and pharmaceuticals, are one product category that is likely to complete its service life time prior to deterioration. The gap between the shelf life and the actual obsolescence date leads to storage or disposal of growing number of EOL pharmaceutical products. This fact, coupled with the significant hazard potential of these products require a well-established reverse logistics system capable of handling EOL operations such as take back, reuse, recycle, and proper disposal of these products. With these motivations, this study proposes a reverse logistics framework that embodies environmental, economical, and physical concerns for EOL pharmaceutical products. Findings - Supply chain co-opetition strategies are being enacted by IANGOs to explore the formulation of EPDD. Concerns surrounding ethical risk in HSCs differ from commercial supply chains (CSCs) in relation to NGO relationships with donors and supplier networks. EPDD by IANGOs beyond the first tier of suppliers in HSCs is limited to Lead IANGO(s). A specific problem in the context of humanitarian operations is the supply of relief items to the affected areas after the occurrence of a sudden change in demand or supply, for example, due to an epidemic or to unexpected shortages, during an ongoing humanitarian action. When such overlapping disasters occur, goods must be relocated to existing depots in a way which enables rapid supply to regions with new and urgent demand. At the same time, ongoing operations have to continue, i.e., the other regions should not suffer from shortages, and possible future emergencies must be taken into account. This is a planning situation under uncertainty as it is not known in advance if and where a disruption--and hence additional demand--will occur. In this paper, an optimization model for such situations is developed based on penalty costs for non-satisfied demand. Design/methodology/approach - To achieve this purpose, the authors propose an original conceptual framework and apply it to evidence from a \"best practice\" case study in the humanitarian sector: the United Nations World Food Programme and its efforts in the Darfur (Sudan) crisis. Findings - Although several previous works introduced the agile principle as suitable for disaster relief, when and how to embrace the agile and lean principles remained unclear. This paper demonstrates the proper combination of the agile and lean principles in disaster relief phases. The correspondence is based on the coincidence of the objectives that arises in every stage and that each principle is capable of achieving. Research limitations/implications - Further empirical research is needed to support the framework and to enrich the results that arise from this first explorative work. Practical implications - The proposed framework is targeted at leading actors involved in the operation and planning of humanitarian logistics when a crisis emerges. This approach, which is based on the combination of the agile and lean principles, is not exclusive to the humanitarian sector. Such problems lead to poor responsiveness and hinder timely procurement of required goods. Design/methodology/approach - An auction-based framework for procurement of goods, which is suitable for a single coordinating platform in disaster relief logistics, is proposed. Integer programming formulations are used in auctioning operations. A simulation model that generates problem instances is used to evaluate and tune system-level design parameters. Findings - Design parameters greatly affect the behaviour and responsiveness of the system and the performance of the auction-based framework in different problem instances. Combinations of those parameters may allow suppliers with limited capacities to become more involved in the bidding process. In addition, the procurement shares of bidders may change substantially with different values of the parameters. Research limitations/implications - Even though the presented framework is inspired from real-life applications, it is not implemented in real-life disaster relief operations. The goodness of fit for the framework would best be evaluated by a real disaster case. In addition, transportation scheduling and vehicle routing considerations and budgeting issues are not considered in the framework. Design/methodology/approach - A literature-based approach that extends the commercial supply chain concept of agility to NGOs is combined with the first exploratory semi-structured interviews of these concepts with five NGO supply chain directors. Findings - The commercial concept of agility when responding to disaster relief holds strong potential for increasing efficiency and effectiveness, but this application is restrained by the absence of supporting information technology (IT) and the relegation of supply chain management (SCM) to the \"back office\" by NGOs. This has potential implications for NGOs and other HA agencies. Research limitations/implications - This paper represents an exploratory study, and an extended pool of interviewees would reinforce the qualitative findings. Planned future research will address this issue. Practical implications - Practical guidance on how NGOs can proactively manage their organization's ability to respond with agility in a highly pressured environment is provided. Originality/value - This paper is the first to offer practical guidance to managers of NGOs on strategies available to improve their organization's flexibility and agility, based on theoretical concepts and initial exploratory data. Their counterparts in profit-making organizations have a lot to learn from them in this domain. Volatility of demand, imbalance between supply and demand and disruptions are all factors that affect commercial supply chains and call for a high level of agility. The aims of this paper are twofold: first, to clearly define the concept of supply chain agility, and second, to build a model for assessing the level of agility of a supply chain. Design/methodology/approach - Three approaches are used in this research: literature review, case study and symbolic modeling. Findings - The paper developed first, a framework for defining supply chain agility and second, a model for assessing and improving the capabilities of humanitarian and commercial supply chains in terms of agility, based on an analysis of humanitarian approaches. Research limitations/implications - The model has been developed thanks to inputs from humanitarian practitioners and feedbacks from academics. The practical application to various humanitarian relief operations and commercial supply chains is yet to be done. Originality/value - This paper contributes significantly to clarifying the notion of supply chain agility. It also provides a consistent, robust and reproducible method of assessing supply chain agility, which seems appropriate for both humanitarian and business sectors. Finally, it is complementary to existant research on humanitarian logistics. It shows that though humanitarian professionals have a lot to learn from the private sector, the reverse is also true.
