Through an analysis of the results of this survey, in combination with other surveys of OER stakeholders and projects, the paper comes to an initial conclusion: Despite differences in priorities and emphasis, OER initiatives are in danger of running aground of the same sustainability challenges that have claimed numerous learning object collection or repository projects in the past. OER projects suffer from the same incompatibilities with existing institutional cultures and priorities that have dogged learning object initiatives, and they face the concomitant challenge of gaining access to the operational funding support that experience shows is necessary for their survival. However, through a review of one of the most successful of OER projects to date, the MIT Open Courseware Initiative, the paper ends by augmenting this significant caveat with a second, more hopeful conclusion: OER projects, unlike learning object initiatives, can accrue tangible benefits to educational institutions, such as student recruitment and marketing. Highlighting these benefits, it is argued, provides an opportunity to link OER initiatives to core institutional priorities. Lifelong learners can now use various tools to build and manage their own learning networks, and MOOCs may provide opportunities to test such networks. This paper focuses on the technological aspects of one MOOC, the Connectivism and Connective Knowledge (CCK08) course, in order to investigate lifelong learners’ attitudes towards learning network technologies. The research framework is represented by three perspectives: (a) lifelong learning in relation to open education, with a focus on the effective use of learning tools; (b) the more recent personal knowledge management (PKM) skills approach; and (c) the usability of web-based learning tools. \n\nFindings from a survey of CCK08 participants show that the course attracted mainly adult, informal learners, who were unconcerned about course completion and who cited a lack of time as the main reason for incompletion. Time constraints, language barriers, and ICT skills affected the participants’ choice of tools; for example, learners favoured the passive, filtered mailing list over interactive but time-consuming discussion forums and blogs. Some recommendations for future MOOCs include highlighting the pedagogical purpose of the tools offered (e.g., learning network skill-building) and stating clearly that the learners can choose which tools they prefer to use. Further research on sustainability and instructor workload issues should be conducted to determine the cost and effectiveness of MOOCs. Por lo tanto, el proyecto Open e-Learning Content Observatory Services u OLCOS (servicios del observatorio de contenidos de aprendizaje virtual abierto), que es una acción transversal bajo el programa de e-learning europeo, ha producido una hoja de ruta con orientaciones y recomendaciones para los responsables de la toma de decisiones educativas sobre cómo fomentar todavía más el desarrollo y uso de OER. En este artículo se proporciona una breve visión general del contexto y el enfoque de la hoja de ruta OLCOS 2012, se explica por qué se da prioridad a prácticas educativas abiertas más que a recursos y se presentan algunos impulsores/facilitadores e inhibidores de prácticas y recursos de educación abierta. Además, resume algunas de las recomendaciones del informe de la hoja de ruta. Los «Recursos Educativos Abiertos» son materiales didácticos digitales que proporcionan un acceso no discriminatorio y pueden ser adaptados, revisados y compartidos. Están constituidos por contenidos de aprendizaje, herramientas tecnológicas y recursos de implementación. La iniciativa del MIT denominada OpenCourseWare (OCW) fue pionera en la publicación on-line de materiales didácticos de asignaturas pertenecientes a las diferentes titulaciones oficiales del MIT, con acceso libre y gratuito a través de la Web. La realización práctica de los principios que rodean a los «Recursos Educativos Abiertos» exige la utilización de aplicaciones informáticas que faciliten la creación de productos bajo formatos y estándares abiertos. Las universidades encuentran en el software libre una adecuada solución a sus necesidades de programas informáticos para la gestión de los aprendizajes, especialmente a través de los denominados LMS (Learning Management Systems) como Moodle.
