Low Peforming HS College Bound

Rosenbaum found that in the Chicago area counselors do not want to give low-achieving students negative information about their future prospects, so they advocate college for all without stressing necessary academic preparation (Rosenbaum, 2001). Since it is easy to enter so many four-year and two-year schools, there are scant incentives to work hard in high school 5 (Conley, 1996). Once students enroll in broad access institutions they face challenging placement exams, faculty expectations, and general education/graduation requirements that they often did not know about in high school. They end up taking remedial non-credit courses that better signals may have prevented, such as the 60% failure rate of placement exams by first year students entering the 19-campus California State University system from high school.

Partnerships have been asked to keep to a minimum the
number of one-off projects and will be expected to produce plans which reflect an emphasis on
sequenced experiences appropriate to learners on the programme.
These include:
• Campus visits
• Mentoring
• Subject enrichment, master classes or revision sessions
• HEI student ambassadors and Aimhigher Associates in school and college sessions and IAG
events
• Summer Schools and HE-related residential experiences
• School-based interventions as part of a programme agreed with schools and colleges.
These activities (and others which can make a contribution to the learner journey to HE) will
need to be sequenced in order to deliver the identified learner outcomes at particular phases.
Activities can take place with differing intensity and character over the different phases (primary,
early secondary, key-stages, post-compulsory, etc) of a progression curriculum and the
interventions will need to reflect the changing needs and maturity of the learner. It is important
to ensure that the activities are developed in such a way as to ensure that the identified learner
outcomes (as well as programme outcomes) can be achieved.

One analysis revealed that school size and student
concentration have reasonably predictable effects
on student performance. For instance, graduation
rates likely will decrease by 2 percentage points
in schools with a 500-student increase in enrollment,
5 percent more students with low 8th grade
test scores, 5 percent more students who are over
15 when entering 9th grade, or 6 percent more
students who were ever in a self-contained special
education classroom.
