"abstractNote": "Genetically modified crops and foodstuff have been highly controversial for environmental, health, and ethical reasons. The controversies have been worldwide, but most prominent in the European Union, for reasons that include distrust of the regulatory authorities, scientists and technocratic decision making. An informal moratorium in the EU came recently to an end, without solving the underlying problems. In response to the criticisms, the European governments have attempted to improve the risk assessment methods and their scientific basis, and to tailor public policies to the growing demand for transparency, accountability, and public participation. This paper proposes a novel approach to including the public in evaluating the impacts of food and agricultural biotechnology and present and future applications modeled after the growing practice of sustainability reporting by companies. The most visible among those, Global Reporting Initiative (GRI), when implemented properly, includes a wide range of stakeholders, including the financial institutions, companies, NGOs and the civil society, in an interactive multi-stakeholder discourse and collaboration. The reporting exercise would open the discussion about the R&D around new GMO products, and could mitigate potential adverse effects in an early stage (Constructive Technology Assessment). We specifically propose initiating a broadly based societal initiative aimed at developing of a new sectoral supplement of GRI Guidelines, specifically designed for the food and agricultural biotechnology sector. This approach can be conceptualized as experimentation on a small scale with a multitude of stakeholders involved (Bounded Socio-Technical Experiment or BSTE) which is an effective venue for higher-order learning among participants. Sustainability reports and BSTEs have been so far applied in limited cases, none of which included highly controversial technologies such as biotechnology; they need further elaboration and testing to become possibly highly effective concepts and tools for mitigating conflicts on the societal implications of emerging technologies, and to lead to better public policies and greater social trust. "abstractNote": "The transition to sustainable agriculture in tropical small-scale farming has been discussed intensively since Boserup published her theory on the role of population pressure as a leading factor. Bosemp's work challenged the Malthusian approach to rural transformation. Recent evidence supports the Boserup theory as applied to Machakos District, Kenya. This paper aims to establish how much of terracing is directly explained by population density increases as opposed to other district and village-level variables by using a retrospective multivariate analysis in Machakos and Kitui Districts, Kenya. The findings suggest that variables such as the distance to major urban markets and the windfall profits from the coffee boom in the late 1970s are at least as important in explaining the investment in the quality of land in Machakos and Kitui Districts. "abstractNote": "While global investment in agricultural research by the private sector is increasing with growth in developing country markets and the emergence of new technologies, complementary public sector investment is stagnating or declining in many developing countries. This review argues that the changing roles of the public and private sectors in generating new scientific knowledge may adversely affect the diffusion of explicitly pro-poor technologies—technologies that are simultaneously yield-enhancing and poverty-reducing. Comparing historical evidence from the Green Revolution with recent evidence from the emerging era of agricultural biotechnology, this review argues that a more pluralistic international system for agricultural research will be more responsive to poverty only if the strategic leadership role of the public sector is strengthened, certain research functions are reallocated to the private sector, and new policy and organizational mechanisms are used to stimulate pro-poor research in and for developing-country agriculture. "abstractNote": "Agricultural biotechnologies are anchored to a scientific paradigm rooted in experimental biology, whereas sustainable agriculture rests on a biological paradigm that is best described as ecological. Both biotechnology and sustainable agriculture are associated with particular social science paradigms: biotechnology has its foundation in neoclassical economics, but sustainability is framed by an emerging community-centered, problem-solving perspective. Fundamentally, biotechnology and neoclassical economics are reductionist in nature. Sustainability and community problem-solving, however, are nonreductionist. Given these differences, we might see the development of two rather distinct systems of food production in the near future. Why can't advanced agricultural biotechnologies make agriculture more sustainable? Over the long run, fundamental differences in the underlying biological and social paradigms associated with biotechnology and sustainable agriculture will probably lead to two rather distinct systems of food production. "abstractNote": "The natural systems agriculture (NSA) idea was developed at The Land Institute in 1977 and was published in 1978. Less than 20 years later, research efforts at The Land Institute and by other researchers familiar with research questions had satisfactorily answered the difficult biological questions launching the possibility of a new agricultural paradigm toward fruition. This new paradigm features an ecologically sound perennial food-grain-producing system where soil erosion goes to near zero, chemical contamination from agrochemicals plummets, along with agriculture’s dependence on fossil fuels. NSA is predicated on an evolutionary-ecological view of the world in which the essentials for sustainable living have been sorted out and tested in nature’s ecosystems over millions of years. From numerous studies, evolutionary biologists and ecologists have learned much about how ecological bills are paid by ecosystems which hold and build soil, manage insects, pathogens and weeds. A primary feature of NSA is to sufficiently mimic the natural structure to be granted the function of its components. Domesticating wild perennials and increasing seed yield and at the same time perennializing the major crops to be planted as domestic prairies is a major goal. For the first time in 10,000 years, humans can now build an agriculture based on nature’s ecosystems. As a prototype this means we explore in-depth how the never-plowed native prairie works and then develop a diverse, perennial vegetative structure capable of producing desirable edible grains in abundance including perennializing the major grain crops. A paradigm shift of relatively easily manageable proportions is available to solve the problem of agriculture and is antithetical to solving problems in agriculture. "abstractNote": "The advent of biotechnology presents fundamental challenges to the global agri-food industry. While the scientific base for agri-food production is being revolutionised, it is not clear if or how the technology will be used. Proponents of biotechnology and a large portion of agri-food policy makers around the world project a positive future in which technology overcomes food shortages, improves the environment, heals or eliminates disease and leads to a prosperous and healthy society. A smaller but significant array of policy makers, citizens and consumers fear that the technology will exacerbate food insecurity, threaten the environment, endanger human health and ultimately impoverish society itself. Although scientists and industry are convinced the fears are unfounded, it is not clear that our social institutions will be able to adapt, adopt and use the technology in a way that will satisfy society and improve social welfare. The advent of biotechnology presents fundamental challenges to the global agri-food industry. Although the scientific base for agri-food production is being revolutionised, it is not clear if or how the technology will be used. "abstractNote": "Vegetables play an important role in human nutrition and health. Cultivation of vegetable crops is an integral part of the agricultural economy of many developing countries. Vegetable crop productivity and quality are seriously affected by several biotic and abiotic stresses, which destabilize rural economies in many countries. Moreover, absence of proper post-harvest storage and processing facilities leads to qualitative and quantitative losses. In the past four decades, conventional breeding has contributed significantly for the improvement of vegetable yields, quality, post-harvest life, and resistance to biotic and abiotic stresses. However, there are many constraints in conventional breeding, which can only be overcome by advancements made in modern biology. In the last decade various traits such as biotic stress resistance, quality and storage life have been successfully engineered into vegetable crops and some of them have been commercialized. In recent years significant progress has been made to manipulate vegetable crops for abiotic stress tolerance, quality improvement and pharmaceutical and industrial applications. Although the progress in commercialization of transgenic vegetable crops has been relatively slow, transgenic vegetables engineered for nutraceutical and pharmaceutical use will contribute significantly to the value added agriculture in near future. "abstractNote": "Disputes about genetically engineered crops are linked to wider debates about the globalization of agro-food systems and its consequences for food security, social equity, and rural life. Biotechnology expert discourse rarely addresses these wider issues. An exception is the assessment of transgenic maize by the NAFTA Commission on Environmental Cooperation (CEC), which recommended a moratorium on Mexican imports of US-grown maize. Controversy about “contamination” of indigenous maize varieties by US-grown transgenic corn has been intensified by rising Mexican discontent with the terms of regional economic integration. In this context, scientists and officials were pressured to consider not only risks to maize biodiversity but also the ecological, and cultural characteristics of maize in its Mexican settings and the implications of asymmetric power in North American agricultural trade. In contrast to most narrowly-framed biotechnology risk assessments, the review took account of interventions by rural social movements. While the new moratorium was not adopted by the state, continuing conflicts over GMOs in Mexico have blocked introduction of transgenic maize and have enlarged the political space for debate over Mexico’s development direction. These conflicts reflect the differing interests of various state actors and economic sectors with regard to trade liberalization. They also reveal contrasting food-system paradigms: further agricultural modernization, export competition, and food-import dependence versus an alternative vision of revitalized rural life, farmers’ rights, and national food sovereignty. "abstractNote": "Knowledge on plant genomes has progressed during the past few years. Two plant genomes, those of Arabidopsis thaliana and rice, have been sequenced. Our present knowledge of synteny also indicates that, despite plasticity contributing to the diversity of the plant genomes, the organization of genes is conserved within large sections of chromosomes. In parallel, novel plant transformation systems have been proposed, notably with regard to plastid transformation and the removal of selectable marker genes in transgenic plants. Furthermore, a number of recent works considerably widen the potential of plant biotechnology. Author Keywords: Biotechnology; Transgenesis; Plants Corresponding author.
