"abstractNote": "Evaluation research is tortured by time constraints. The policy cycle revolves more quickly than the research cycle, with the result that `real time' evaluations often have little influence on policy making. As a result, the quest for evidence-based policy (EBP) has turned increasingly to systematic reviews of the results of previous inquiries in the relevant policy domain. However, this shifting of the temporal frame for evaluation is in itself no guarantee of success. Evidence, whether new or old, never speaks for itself. Accordingly, there is debate about the best strategy of marshalling bygone research results into the policy process. In the first of this pair of articles (published in the previous issue of Evaluation) a critical review of the existing EBP strategies was conducted. This companion article considers the merits of a new methodology for systematic reviews, namely `realist synthesis'.",

"abstractNote": "Scientific conversations can be riddled with confusion when contributions to the discussion are based on notions about ways of knowing that remain implicit. Researchers often mix different methodological positions in their research designs because they lack an awareness of the distinctions between different ways of knowing and their associated methods. The authors engage and reflect on these differences, with particular attention to four areas: research question formulations, the character and role of concepts and theories, hypotheses versus puzzles, and case study research. They call on all researchers, both academics and practitioners, to be aware of the ways in which scientific terms serve, in research debates, as signifiers of different logics of inquiry. Awareness of these differences is important for the sake of productive scientific discussions and for the logical consistency of research, as both of the ways of knowing discussed here are legitimate scientific endeavors, albeit invoking different evaluative criteria.",

"abstractNote": "The aim of this article is twofold: first, to present an accessible way of introducing students to the key generic terms of social science research. There is an obvious need for clarifying the generic tools and terminology of the social sciences across the disciplines, as academics argue past each other, using identical terms but attaching different meanings to them. Secondly, this article presents the interrelationship between the core concepts of social science (ontology, epistemology, methodology, methods and sources). This ‘directional’ and logical relationship needs to be understood, if students – and academics – are to engage in constructive dialogue and criticism of each others’ work.",

"abstractNote": "The UK government is striving towards a vision for government-wide transformation, in which local authorities and central government departments are endeavouring to work with each other to deliver better services to citizens via a one-stop-shop environment for all services under the guise of electronic government (e-government). Having successfully e-enabled customer facing processes, the UK government is now working towards reengineering and e-enabling back office processes and information systems to facilitate more joined-up and citizen centric e-government services; these efforts are referred to as the transformational stage of e-government or T-Government. This paper seeks to explore what T-Government means to local authorities in the UK and what process related challenges have to be overcome to successfully implement transformational change in local government.
