"abstractNote": "As Western European nation-states adapt to the challenges posed to the nation-state by globalization and immigration, adjusting citizenship criteria for immigrants has been one of the responses to these developments. This article compares the current changes in citizenship policies of three Western European states: the United Kingdom, France and the Netherlands. The main concern of the article is to shed light on the emerging development of a form of neoliberal communitarian citizenship that involves an increased emphasis on the need to earn one’s citizenship. While many have signalled a shift towards neoliberal citizenship, this study assesses to what extent such a shift is characterized by a contractual view that sees citizenship no longer primarily as a prima facie right but as a prized possession that is to be earned and can be lost if not properly cultivated. At the same time, the study analyses the content of citizenship criteria to see how the nation-state in these three countries is sacralized by an emphasis on the national community. These two trends of earned citizenship are conceptualized in the study as neoliberal communitarianism.",

"note": "Joppke, 2010 states this author, \"canonized the liberal view of citizenship as a device of societal integration, whereby equal civil, political and social rights become expanded successively to previously excluded groups, especially workers.\" Joppke believes this author is the direct answer to Marx in that, \"citizenship is nothing less than the peace formula that reconciled workers to capitalism.\" In this sense, the State offers citizenship in exchange for the labor of its people. Seen as a bargaining chip, this citizenship is neccessarily one of equal \"coverage\" or equality. (Joppke p 10)

"abstractNote": "Citizenship presents two faces. Within a political community it stands for inclusion and universalism, but to outsiders, citizenship means exclusion. Because these aspects of citizenship appear spatially and jurisdictionally separate, they are usually regarded as complementary. In fact, the inclusionary and exclusionary dimensions of citizenship dramatically collide within the territory of the nation-state, creating multiple contradictions when it comes to the class of people the law calls aliens--transnational migrants with a status short of full citizenship. Examining alienage and alienage law in all of its complexities, The Citizen and the Alien explores the dilemmas of inclusion and exclusion inherent in the practices and institutions of citizenship in liberal democratic societies, especially the United States. In doing so, it offers an important new perspective on the changing meaning of citizenship in a world of highly porous borders and increasing transmigration.\n\nAs a particular form of noncitizenship, alienage represents a powerful lens through which to examine the meaning of citizenship itself, argues Linda Bosniak. She uses alienage to examine the promises and limits of the \"equal citizenship\" ideal that animates many constitutional democracies. In the process, she shows how core features of globalization serve to shape the structure of legal and social relationships at the very heart of national societies.",
